CONSIDER APPROVAL OF RESOLUTION 98-XX
AUTHORIZING THE AWARD OF BID FOR THE
CONSTRUCTION OF ROAD, TRAIL, AND PARKING LOT
IMPROVEMENTS IDENTIFIED IN THE 1998 PARKS
CAPITAL IMPROVEMENT PROGRAM.
DISCUSSION:
Historv:
On May 19, 1997, the City Council approved the 1998 CIP which
contained the following two projects:
1. Memorial Park trail and parking lot.
2. The Ponds Athletic Complex road, parking lot, and trail.
At the May 4, 1998 City Council meeting, staff was given approval
to solicit bids for these two projects. The purpose of this agenda
item is for Council to award the bid for these 1998 Parks Capital
Improvement Program projects.
Current Circumstances
Memorial Park Trail and Parkinl! Lot
Currently Memorial Park has one paved parking lot with 60 parking
stalls. One half of these stalls are used by team members alone,
resulting in a shortage of parking areas for spectators and other park
users.
The proposed parking lot will provide an additional 36 parking
stalls. The trail will provide safe, handicap accessible access to the
grandstand, bathrooms, play structure, basketball court, and picnic
shelters.
The Ponds Road. Parkin!! Lot. and Trails
In 1997, the grading began for development of a road, parking lot,

trails, and athletic fields on the remaining 30 acres of land at the
Ponds Athletic Complex. The first phase of this construction project
was offset by a Department of Natural Resources grant.
The proposed bituminous road and 44 stall parking lot will allow
safe vehicle access and parking to and from Mushtown Road. The
road and parking lot are essential with the expansion of athletic
fields and the increased numbers of park users.
The construction inspection, sub grade preparation, Class 5
placement, and backfilling on these projects will be done by parks
maintenance staff. By doing so, we will save money and allow a full
commitment of funding to the hard surface costs.
Issues:
The trails at the Pond's are an important element. As identified in
the Comprehensive Plan, trail connections between neighborhoods is
an objective which the City has established for itself. These trails
will connect Mushtown Road, W oodridge Estates, and Wilderness
Ponds neighborhoods. These trails would allow for safe, handicap
accessible access to the athletic fields, play structure, bathrooms,
archery range, and other amenities within the parks.
The proposed parking lots will provide additional off street parking
in these parks. This will create a safer park environment for users.
Conclusion:
The bid opening for these projects was held Tuesday, June 2, 1998 at
10:00 a.m. at the Prior Lake Maintenance Center.
Of the four (4) bids received for the concrete curb and gutter portion
of the project, the lowest responsible bidder appears to be Jim
Clausen Construction in the amount of$38,768.00.
Of the six (6) bids received for the bituminous portion of the project,
the lowest responsible bidder appears to be Valley Paving in the
amount of $84,399.60.
The total cost of these projects is $123,167.60. The total budgeted
for these parking lots, trails, and road projects for 1998 is
$227,000.00.
Staff was pleasantly surprised by the low bids. Estimates were based
upon bituminous tonnage for the parking lots, lineal feet of path, and
lineal feet of concrete curbing. One way in which we saved money

on this project and the reason we feel the bids came in low was that
Park crews did all of the prep work, which included the hauling and
placement of the class 5 (base material).
We feel that the two apparent lowest bidders are reputable firms and
will do an outstanding job. Valley Paving is currently doing the
bituminous work on County Road 21. We have used Jim Clausen
Construction for curb work in the parks and they have done quality
work at a very reasonable price.
Financing of these projects is through the Capital Park Fund. The
following table shows the bid tabulations for these project.

Motion and second as part of the consent agenda to approve
Resolution 98-XX authorizing the award of bid to Jim Clausen
Construction for concrete curb and gutter work in the amount of
$38,768.00 and award of bid to Valley Paving for bituminous work
in the amount of $84,399.66 and authorized the Mayor and City
Manager to enter into a contract with both companies to provide
work according to the plans d specifications.

the City of Prior lake is committed to providing Trails, Parking Lots, and other
park amenities in accordance with the Comprehensive Park and Trail Plan, and
trails provide our residents the opportunity to enjoy our City Parks, and
trails are an essential link between neighborhoods and business areas, and
parks, and
parking lots provide off street parking for park users and reduce congestion on
City streets, and
the City's Capital Improvement Program scheduled this construction in 1998
and allocates funds therefore, and
pursuant to the call for bids for concrete curb and gutter and bituminous for
these projects, the following bids were solicited, received, and tabulated as
follows:

and Valley Paving for bituminous work in the amount of $84,399.66
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
Minnesota, that award of bids for Road, Trails, and Parking Lot Improvement projects be
approved as set forth above.
FURTHER,
The City Manager is hereby authorized to return bid securities submitted with
the proposals to the vendors following the execution of contract; and,
FURTHER,
The Mayor and city Manager are authorized to execute the contract on behalf
of the City.
