INTRODUCTION
This report documents the justification for a traffic signal at
the intersection of T.H. 13 and Five Hawks Avenue. The
intersection is located in the southern portion of Prior Lake,
Minnesota (see Figure 1).
Traffic signal justification will be based on the applicable
warrant(s) for signal installation as outlined in the Minnesota
Manual on Uniform Traffic Control Devices, (MMUTCD) and "TAU-390" ,
A Guide to Estimatina Traffic Sianal Warrants and Tests o~
Averaae Oaily T't"affic Estimates. Also to be considered are
recommendations to roadway geometrics, proposed land use,
existing and future forecast traffic volumes and planned changes
in the area roadway network within the requirements of the
MMUTCD, and sound traffic engineering practice. other
circumstances in connection with this intersection will be
offered as additional justification for signal need.
EXISTING CONDITIONS
This intersection is currently a four-legged intersection and
connects T.H. 13, a minor arterial, with Five Hawks Avenue, which
will serve as a minor collector. Five Hawks Avenue south of T.H.
13 currently serves as a driveway access for a McDonald's
restaurant. The speed limit on T.H. 13 is 55 miles per hour.
Currently, this intersection is "stop" controlled on the Five
Hawks Avenue approaches to T. H. 13. The intersection serves
existing hourly volumes of approximately 780, and 990 vehicles
during the a.m. and p.m. peak hours respectively (see Figure 2).
Using existing p.m. peak hour traffic volumes and existing
geometrics, a traffic signal warrant analysis was conducted to
determine if the need for a traffic signal currently exists.
Based on this analysis, existing conditions at the intersection
of T.H. 13 and Five Hawks Avenue do not satisfy the requirements
of warrant 11, Peak Hour Volume Warrant.
PROPOSED WORK
The proposed work to the subject intersection would include the
extension of Five Hawks Avenue south of T.H. 13 to connect with
the proposed realignment of County Road 23 (see Figure 3). A
proposed retail development, to be located in the southwest
quadrant of T.H. 13 and Five Hawks Avenue, is currently planned
to open in 1992. When County Road 23 is relocated, it is planned
that a two-lane approach will be provided on the Five Hawks
Avenue northbound approach to T.H. 13 with a combined through
left-turn lane and an exclusive right-turn lane (see Figure 4).
The proposed traffic signal system at T.H. 13 and Five Hawks
Avenue would be a multi-phase fully actuated traffic control
signal with pedestrian indications on all approaches.

JUSTIFICATION
A traffic signal warrant analysis was conducted for the
intersection of T.H. 13 and Five Hawks Avenue based on the stated
proposed conditions, estimated future traffic volumes and the
Mn/DOT "TAU-390" Guide to Estimatina Traffic Sianal Warrants anq
Test of Av~r~Ee ~~ilv Tr~ffic Estimates.
In order to determine if a traffic signal would be justified in
the future at the intersection of T.H. 13 and Five Hawks Avenue,
year 1992 p.m. peak hour traffic volumes were estimated for the
subject intersection (see Figure 5). It should be noted that
traffic volumes from relocated County Road 23 were included in
the calculation of the future p.m. peak hour traffic volumes.
Based on the 1992 p.m. peak hour traffic forecast volumes, the
intersection of T.H. 13 and Five Hawks Avenue meets the peak hour
volume warrant (see Figure 6). It can, therefore, be assumed
that a traffic control signal would be justified at the subject
intersection by the year 1993.
Additional consideration regarding signal justification is the
proposed retail development to be located in the southwest
quadrant of T.H. 13 and Five Hawks Avenue which is scheduled to
open in 1992 and would have significant impact on the subject
intersection.
Future 1992 daily traffic volumes for the intersections of
T.H. 13 and Five Hawks Avenue were factored from the existing
p.m. peak hour turning movements to develop total two-way ADT
forecast volumes (see Figure 7). The 1992 traffic forecasts
include traffic assigned from relocated County Road 23 as well as
traffic generated by the proposed retail development.
In order to determine if a traffic signal would be justified in
the future at the intersection of T.H. 13 and Five Hawks Avenue,
total two-way ADT volumes were compared against the "TAU-390"
Guide to Estimatina Traffic Sianal Warrant~. Based on the TAU-
390 Table (see Appendix), ADT volumes for T.H. 13 and Five Hawks
Avenue would be above the 95 percent confidence level that
warrants a traffic signal (assuming existing approach geometrics
of one through lane in each direction on T.H. 13). with approach
geometrics of two through lanes in each direction on T.H. 13
traffic signal warrants would also be met, based on the "TAU-390"
table. Therefore, it can be assumed that a traffic signal would
be justified at the subject intersection by year 1993.
While it is apparent that most of the traffic on County Road 23
will turn right, there will be an insufficient number of gaps in
northbound T.H. 13 in the a.m. peak hour to handle that right-
turn volume. A free right-turn could be constructed to
accommodate that movement, but the existing signal system at
T.H. 13 and Duluth street is too close to Five Hawks to be able
to provide an acceleration lane of sufficient length to operate
safely.

Another consideration regarding signal justification is the
Elementary School located on Five Hawks Avenue north of T.H. 13.
A traffic control signal at the subject intersection would help
provide safety for the school bus traffic going to and from Five
Hawks Elementary School.
CONCLUSION ANO RECOMMENDATIONS
The installation of a traffic signal would be warranted at the
intersection of T.H. 13 and Five Hawks Avenue, after the
realignment of County Road 23, by meeting the requirements of
warrant 11, Peak Hour Volume Warrant and the Mn/DOT "TAU-390"
Guide to E~r;~atina Traffic Sianal Warrants (warrant 1).
Therefore, it is recommended that the traffic signal system be
constructed as part of the project to relocate County Road 23.
