CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE MAYOR
AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED
PROFESSIONAL SERVICES AGREEMENT WITH WUNDERLICH-MALEC
ENGINEERING SYSTEM SERVICES FOR THE ELECTRICAL DESIGN AND
CONSTRUCTION MANAGEMENT SERVICES FOR ATHLETIC FIELD
LIGHTING AT RYAN PARK
Introduction
The purpose of this agenda is to approve the City's Standardized Professional
Services Agreement with Wunderlich-Malec Engineering System Services to
design the electrical components and construction management services for
athletic field lighting at Ryan Park.
Historv
On October 2, 2006, the City Council directed staff to request that the Park
Advisory Committee, (PAC) implement a process and timeline for the
installation of field lighting at Ryan Park.
On November 1, 2006, the PAC held a public meeting to discuss lighting
issues with neighborhood residents.
On November 13, 2006, the PAC reviewed the meeting comments and
formally recommended that the City proceed with the lighting project.
At the December 4, 2006, City Council meeting a resolution was passed
authorizing a lighting and improvement project at Ryan Park and to solicit
requests for proposals from electrical engineers to prepare plans and
specifications.
Proposals were received from Wunderlich-Malec Engineering and TKDA
Engineers. The proposals for services are as follows:

Wunderlich-Malec performed the electrical design and construction
management work for the athletic field lighting at The Ponds Athletic Complex
for fields #3, 4, 5 & 6 in 1997 and fields #1, 2 and 7 in 2002.

Current Circumstances
The lowest proposal for electrical engineering is Wunderlich-Malec.
Staff is requesting that the Council approve the attached resolution so that a
standardized professional services agreement can be executed with
Wunderlich-Malec so they can start the necessary design work to solicit bids
for the construction of athletic field lights.
ISSUES:
Due to growth and increased youth registration, P.L.A.Y. has expressed a
desire that the lighting project be completed for the 2007 baseball season. In
order to complete the lighting project for the 2007 season the design must
begin as soon as possible.

Proposals were solicited from Wunderlich-Malec and TKDA The quotes are
displayed in the tabulation below:

Funds received from the Shakopee Mdewakanton Sioux Community and
P.L.A.Y. that have been deposited in the Capital Parks Fund and are
designated for this project.
ALTERNATIVES:

Engineering Systems Services for athletic field lighting design and
construction management for athletic field lighting at Ryan Park at a cost
not to exceed $25,800.00

WHEREAS, Staff recommends hiring Wunderlich-Malec for a cost not to exceed $25,800.00.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City staff is hereby authorized to hire Wunderlich-Malec to perform electrical design and
construction management services for athletic field lighting at Ryan Park.
3. Funds shall come from the Capital Parks Fund.
4. The Mayor and City Manager are hereby authorized to execute the City's Standardized Professional
Services Agreement with Wunderlich-Malec Engineering Services to complete this project.
