Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: JANUARY 2, 2007 10B CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR CONSIDER APPROVAL OF RESOLUTIONS AUTHORIZING THE PURCHASE 1) ANTI-ICE PREWET EQUIPMENT 2) ONE VALVE OPERATOR DISCUSSION: Introduction The purpose of this agenda is for Council to approve two resolutions authorizing the purchase of anti-ice prewet equipment from Varitech Industries and one valve operator from Northern Water Works Supply. Historv Anti-Ice Prewet Equipment In December of 2004, City staff came before the Prior Lake City Council and obtained approval to purchase equipment to start an anti-ice prewet program to aide in the reduction of sand/salt application and assist with preventing the bond of snow to city streets prior to the snow removal process. This process provides more effective and environmentally friendly snow and ice control. Valve Operator The municipal water supply system includes valves of various sizes to provide for water shut off and redirection. Each valve in the system must be located. Once located the valve must be turned or exercised. Without periodic exercising these valves become inoperable. To open some valves requires more than a hundred revolutions and considerable torque. Current Circumstances Anti-Ice Prewet Equipment City staff has seen great results from both the anti-icing and prewet programs related to snow removal. Anti-icing allows faster return to black pavement; reduction of products applied and provides traction for the loaders when plowing snow. The prewet program allows staff to speed up the melting process of salt and keep the product in the center of the road. Valve Operator Currently City staff has no technological means other than visual the use of maps to locate valves. Additionally the City relies on employees with a valve wrench to exercise the over 4,000 valves and 1,400 fire hydrants. With the growth of the community and the addition of larger diameter water mains in the annexation area, staff feels this is the appropriate opportunity to initiate a preventative maintenance program and to assemble pertinent information on each valve and hydrant within the distribution system via Global Positioning System (GPS). The valve operator unit can reduce the time and direct the power to the proper location point for correct operation of each valve with only one staff member completing this process. This reduces staff time substantially per valve and reduces the potential for valve breaks. In order to keep the City's valves and hydrants in good operating condition, they need to be exercised a minimum of once per year. The valve exerciser also is capable of cleaning and jetting valve boxes. This eliminates the need to mobilize the Vac-Truck for small valve operations. This feature can also be utilized for clean-up of environmental manholes in areas not readily accessible to the Vac- Truck. Anti-Ice Prewet Equipment As part of the 2007-2011 Capital Improvement Program, City Council approved the funding for future additions to the anti-ice prewet program in the amount of $31 ,827.00. Valve Operator As part of the 2007-2011 Capital Improvement Program, City Council approved the funding for the purchase of valve operation equipment in the amount of $62,593.00. ISSUES: Approval for purchase of these items will allow staff to complete the following: ~ Increase the anti-icing and prewet programs. ~ Implement a preventative maintenance program for the water distribution system. ~ Obtain and maintain valve and hydrant records which are essential for planning, operation and verification of the distribution system's integrity to the City, fire department and insurance authorities. ~ The vacuum portion of the valve operator unit will also be utilized for cleaning of environmental structures. FINANCIAL IMPACT: Staff solicited quotes in accordance with City purchasing policies for the purchase of the anti-icing prewet equipment. Quotes were solicited from three manufacturers. Only Varitech Industries was able to supply all of the required equipment. Where the other vendors quoted prices Veritech was unanimously low. The low quote exceeds the amount in the CIP by $2,083.82. Staff recommends that the Council authorize the purchase in excess of the CIP allocation. We believe savings in product costs over time will outweigh this initial expenditure. Staff anticipates this equipment will reduce amount of standard de-icing chemicals purchased and applied. In accordance with City Purchasing Policy, the City received bids for a valve operator. DOC The CIP allocated $62,593.00 for the purchase of the valve operator. Based on the bids received, the Hurco Valve Operator from Northern Water Works Supply provides the lowest bid in the amount of $58,479.15. The funding for this equipment purchase comes from the Equipment Replacement Fund. ALTERNATIVES: 1. Approve two resolutions authorizing the purchase of anti-ice prewet equipment from Varitech Industries in an amount of $33,910.82 and one Hurco Valve Operator from Northern Water Works Supply in the amount of $58,479.15. 2. Table this item for a specific reason. 3. Deny this item for a specific reason and provide staff with direction. The City Council authorizes the expenditures for anti-icing prewet equipment including five 75 gallon prewet tanks, one 1,035 gallon applicator, one transfer station, one 1,550 gallon tank, one 6,500 gallon storage tank, and two agitation systems at an amount not to exceed $33,910.82. 3. Funds for such purchases shall be drawn from the Equipment Revolving Fund. PASSED AND ADOPTED THIS 2ND DAY OF JANUARY 2007. Prior Lake, MN 55372-1714 RESOLUTION 07 -xx CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF ONE HURCO VALVE OPERATOR UNIT FROM NORTHERN WATER WORKS SUPPLY Motion By: Second By: WHEREAS, The Capital Improvement Equipment Matrix calls for the purchase of one valve operator; and WHEREAS, The American Water Works Association and valve manufacturers recommend operation of each valve on an annual basis; and WHEREAS, Implementing a valve operation preventative maintenance program will assist in essential planning, operation and verification of the distribution systems integrity; and WHEREAS, Utilization of the Hurco unit will address additional needs in water resources, collection system and location of buried utilities; and WHEREAS, The following bids for the valve operator were received: Northern Water Works Supply $58,479.15 HD Water Works Minnesota Pipe $58,803.98 $58,818.89 Northern Water Works Supply submitted the lowest bid.
