Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT January 2, 2007 10D Frank Boyles, City Manager CONSIDER APPROVAL OF APPOINTMENT OF A COUNCILMEMBER FOR THE PERIOD OF JANUARY 16, 2007 TO DECEMBER 31,2007. Introduction: The purpose of this agenda item it to request that the Council adopt a resolution appointing a Councilmember to fill the existing vacancy. Historv: Councilmember Dornbush submitted her resignation from the City Council to be effective December 31,2006. At the City Council's December 18, 2006 meeting, the Council accepted the resignation, declared a vacancy on the City Council effective January 1,2007, and approved a process and timeline for filling the vacancy. Current Circumstances: Coverage of the vacancy in the Prior Lake American and This Week Prior Lake, as well as the City's web site was very effective in soliciting applications. A total of seven (7) were received. Each has been contacted to confirm their interviews on January 2,2007. The applicant will begin by answering the five questions which they received on the application form. Following that presentation, the City Council will ask oral questions to each candidate. It is expected that the interviews will be concluded by 5:30pm. Conclusion: At their regular Council meeting, as the second to the last item on the agenda, the City Council will discuss the interviews and make an appointment by resolution. This process has been used on two occasions in the past. The City Attorney has been consulted and the process conforms with relevant quidelines. This solicitation process has been effective as demonstrated by the seven applicants. Once an applicant has been selected, the resolution should be adopted. The staff will provide an orientation to the new Councilmember thereafter. Equally important are the workshops scheduled for January and February which will review the Decision Resources survey, the 2030 Vision and Strategic Plan, and City financial tools. 1. Adopt the attached resolution after deciding the successful candidate. 2. Take no action and schedule a special Council meeting to make the selection. As the Council deems appropriate. Tangen, MD City Council Application Attachment 1 OUALIFICA TIONS Following completion of my education as a physician and specialist in Otolaryngology (Ear, Nose and Throat) and completion of my military service as Captain in the U.S. Army, thirty-three years were spent serving patients in private practice. The first seven years were in solo practice, and the last twenty-six years were spent with a large ENT specialty group. During those years considerable experience was obtained regarding the business aspects of managing a small business. In addition to my professional activities I have always had a strong interest in my local community. I spent twelve years in direct involvement with the City of Eden Prairie and am a past member of the Eden Prairie Rotary. Since my retirement I have served on two community owners' associations, in Hilton Head Island, SC, and more recently in Prior Lake. Over the years I have been a volunteer, appointee, or elected member of a number of committees and boards. Most, but not all, were non-profit organizations related to health care. In addition, I have served as a consultant to various health care related entities, including Physicians Health Plan (PHP), Medicare (Minnesota office), and Abbott Northwestern Hospital. The last position I held was with the Midwest Insurance Company, which is a physician owned and controlled provider of malpractice insurance to physicians and hospitals in the upper Midwest. The company has become a leader and one of the most successful insurers of its kind in the United States. It is the dominant provider of malpractice insurance for Minnesota and four other States. Please refer to my resume for further details on my specific roles in many of the organizations noted above. As might be surmised by past experience in city government, professional associations, community associations, and business corporations, I have always been interested in serving my community. Moreover, because of this experience, it would not be difficult to rapidly become an active participant on the City Council. (Please attach resume). My wife and I have resided in Prior Lake for over twenty-five years, including raising our children and participating with them in the school system and community athletics. I know many people around the community, and have gained an appreciation for the challenges of rapid growth in Prior Lake, as the city has increased from 4,000 residents when we moved here, to nearly 20,000 today. We have owned four different homes in the city, including two new construction projects. I graduated in 1986 with a B.S. in Computer Science "with distinction". Business Experience: My business experience is primarily in engineering management. The technologies involved are not directly relevant, but I do bring the experience of managing large, long-term, multi-million dollar projects. As V.P of Technology at a smaller company, Management Graphics, I directly managed a department of several dozen engineers and an annual budget of several million dollars. More recently working for the larger publicly-owned I company, Electronics for Imaging, I have experience leading projects and teams involving resources of even !illarger magnitudes. My experience lets me hone projects down to their essential essence. Engineering is not about perfection (that would cost too much and take too long). It is about meeting the needs of the customer at the right price and schedule. It has been said that the bulk of an enginee~s job is communication of complex topics. The real challenge is in communicating complex technology issues in a way that can be understood by non-experts. The "can you say that in plain English?" problem. In regards to the goal of improving the lines of communication between its citizens and Government, I am very experienced at clear communication of complex subjects (including the listening side of the equation). Previous Experience with local Government: To work my way through college, I worked within the Bloomington School District. I have experienced the day to day processes, challenges, culture, budgeting process, and internal politics of a local government entity very similar to the City of Prior lake. I feel that experience is an invaluable asset I can bring when it comes to working with the Prior Lake City Staff. Experience Building Our Horne in Prior lake: My wife and I were our own general contractors building our home here in Prior Lake. We consider it to be our "dream home" and plan to live here with our children for a very long time. As part of that process I became very familiar with Prior Lake's zoning and planning regulations and processes (purely out of curiosity and not due to any conflicts. We had a very pleasant and smooth process working with City Staff on our project). I think I may be one of only a few people other than City Staff who has read all of Prior Lake's codes, ordinances, rules, and bylaws cover to cover. I feel strongly that "good zoning laws make good neighbors". Duty I feel a certain duty to contribute to our community. In addition to my own interest in becoming involved, numerous residents have also specifically asked me to run for City Council. The recent vacancy on the Council presents an opportunity for me to volunteer. Approachable Presence I have always been somebody who can get along with people from all walks of life. I feel I can contribute an approachable presence on our City Council. My skills go beyond simply listening and nodding one's head. It goes right to the essence of building respect, understanding, and eventually consensus amongst people with initially conflicting goals and interests. I !j Technical and Budget Oversight My experience and skills in oversight of large technical projects may come in handy as Prior Lake grows its infrastructure. As many City Staff can attest to, I have made something of a hobby of digging into the details of City projects. Not out of any concerns of impropriety or bad faith on the part of anybody involved, but out of a desire to understand exactly what we are spending our resources on and why these expenditures make sense. I personally wish the Council would spend more time understanding and digging into the details of expensive projects like new buildings, roads, parks, and economic incentives. I feel it is very important to pull this kind of oversight out into the view of all of our Citizens. This is the type of communication and openness they desire. I can facilitate that communication and openness. If you could wave a magic wand and improve Prior Lake in one significant way, what would it be? Why? I would build a magic highway out of Prior Lake to the North East bypassing 42 and 13 and all those stop lights I drive through every day. Just kidding @ I would take a hard look at the priorities of or community in future growth. As the citizens who are going to live here long after the developers have built the last house, condo, and strip mall, we need to make sure we keep control of the future of our community. There may not be a need for us to bend over backwards for economic development. There may not be a need for us to accommodate the profit motives of every developer. Based on our location alone, development will come to Prior Lake. We can leverage the desires of people to come here, build here, and bring businesses here to ensure that those people are long term residents, living in quality homes, and served by locally-owned businesses that contribute as much as they take. The magic wand is already in our hands. All we have to do is make the right decisions to ensure the continued quality of Prior Lake as a place that people are proud to call home.
