MATERIALS BY STAFF FOR THE CONSTRUCTION THE HICKORY
SHORES BOARDWALK AND FISHING PIER
DISCUSSION:
Introduction
The purpose of this agenda item is to authorize the purchase of equipment
and materials necessary for the construction of a boardwalk at Hickory Shores
and a Fishing in Neighborhoods (FIN) DNR Program fishing pier at Crystal
Lake. An area map is attached depicting the approximate location of each.
History
In 2001, the Department of Natural Resources (DNR) fisheries initiated a new
program, Fishing in the Neighborhood (FIN), to provide more fishing
opportunities to metro area agencies. The program is to provide fishing ponds
intended for younger anglers, but can be fished by anglers of all ages. FIN
works with local communities to make safe family settings situated in
residential areas where people can enjoy a day in the park and go fishing.
This program has been well received on Little Prior.
The DNR has decided that this 33.59 acre Crystal Lake would be an ideal
location to stock fish and provide offshore and pier fishing for our youth. This
program would also offer valuable aquatic educational opportunities for our
residents and school children.
The fishing pier is a perfect partnership with the DNR FIN Program. The
fishing pier would be installed on Crystal Lake by City Staff and provide the
same amenities as the FIN Program at Lakefront Park. City Staff has applied
for and received a grant in the amount of $6,000 from the DNR FIN Program
for construction of the fishing pier.
As part of the Hickory Shores Planned Unit Development, the Developer
deposited $43,500 in a City escrow account for the construction of a boardwalk
and fishing pier by the City.
The installation of boardwalks over water and wetlands presents residents and
park users with the benefit of enhanced access to enjoy nature and wildlife. It
also offers alternatives to completing difficult trail connections over sensitive
natural areas. Examples of city-built boardwalks can be found at Lakefront
Park, Haas Lake Park and Jeffers South Park.

Additionally, fishing piers in the city have been installed at Lakefront Park,
Sand Point Beach and Grainwood Crossing Park.
Current Circumstances
Fishing Pier at Crystal Lake
The proposed fishing pier will be installed on the west side of Crystal Lake.
FIN will stock Crystal Lake with a variety of species including bluegill, black
crappie, bass and northern pike. However, to keep fish year round (as most
shallow ponds and lakes do) the lake would require aeration which will be the
City's responsibility.
A fish identification sign will also be installed to promote education as well as
fun. The City will partner with FIN to install the aeration system, restore
shoreline habitat and sponsor aquatic education.
The fishing pier will be 8 feet wide and 60 feet long. This design is fully ADA
accessible and provides many stations for anglers. City staff will build and
install the pier and attach it to Hickory Shores trail for safe access.
Floating Boardwalk at Hickory Shores
The proposed floating boardwalk is planned to be 240 feet long. The
boardwalk would connect the existing trail in the initial Hickory Shores
development though a wetland along the north side of Rice Lake to a proposed
trail in Hickory Shores Second Addition.
The boardwalk would be similar to boardwalks previously installed at Haas
Lake, Lakefront Park and Jeffers South. City staff will build and install the
boardwalk.
The boardwalk and fishing pier would be built with materials designed to
endure the wet outdoor elements. All the rim joist and decking will be
constructed with treated wood, the floats are constructed with hard plastic, and
the proposed steel is galvanized to keep from rusting in wet elements.
ISSUES:
Staff would like to start construction of the fishing pier and boardwalk during
the winter months. Installation on the ice rather than in the wet conditions
during the summer months is easier and more cost effective.
FINANCIAL
IMPACT:
In accordance with City Purchasing Policy, City Staff solicited the following
quotes for materials for the construction of the fishing pier and boardwalk.

There is $43,500 deposited in the Hickory Shores Development escrow
account for the purchase and installation of the boardwalk and fishing pier.
The total cost to purchase materials for the Hickory Shores floating boardwalk
and the Crystal Lake fishing pier is $38,274.33. The remaining $5,225.67 was
allocated to reimburse the City for labor associated with construction of the
boardwalk and fishing pier. The labor costs listed above are consistent with
the estimate staff completed for preparation of the Hickory Shores PUD
agreement. The balance of the escrow should be deposited in the Capital
Parks Fund in accordance with the Hickory Shores PUD agreement.

WHEREAS, The boardwalk is a vital link connecting Hickory Shores First and Hickory Shores
Second Additions together; and
WHEREAS, The boardwalk will allow many people the opportunity to enjoy a walk across water and
wetlands; and
WHEREAS, The City of Prior Lake is committed to providing recreational activities for people of all
ages; and
WHEREAS, The Fishing in the Neighborhood Program will provide fishing and aquatic activities for
people of all ages; and
WHEREAS, The Department of Natural Resources Fisheries Division has agreed to donate
$6,000.00 for the Fishing in the Neighborhood Program; and
WHEREAS, The funding source for the fishing pier and boardwalk is deposited in the Hickory
Shores escrow account in an amount of $43,500; and
WHEREAS, Quotes were received by Staff in accordance with the City's Purchasing Policy. The
following low quotes for the purchase of materials to construct the fishing pier and cost

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The funds totaling $43,500 for the boardwalk and fishing pier will be drawn from the escrow account
set aside in the Hickory Shores Developers Agreement.
3. The City Council authorizes staff to expend an amount not to exceed $38,274.33 for materials and
electrical installation.
4. The City Council authorizes the remaining $5,225.67 to be deposited in the Capital Parks Fund to
cover staff labor expenses.
5. All purchases will be in accordance with Minnesota State Statues dealing with purchasing and
procurement, as well as the City's purchasing policy.
