Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT FEBRUARY 5, 2007 5C AL FRIEDGES, PARKS & FLEET SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF MATERIALS TO CONSTRUCT A BOARDWALK AT JEFFERS POND Introduction The purpose of this agenda report is to authorize the purchase of materials to construct a boardwalk at Jeffers Pond. History The installation of boardwalks over water and wetlands presents residents and park users with the benefit of enhanced access to enjoy nature and wildlife. It also offers alternatives to completing difficult trail connections over sensitive natural areas. As part of the Jeffers Pond Development Contract the City Council approved construction of specific trail segments by the City. The installation of the pro- posed boardwalk would complete the trail section from the Jeffers Pond neighborhood park to the sidewalk on CSAH 21. Current Circumstances The proposed boardwalk will be 430 feet long and 8 feet wide built with materials designed to endure the wet outdoor elements associated with weather and the wetlands in which the boardwalk will be constructed. The proposed boardwalk will be installed on the south side of "The Shore" subdi- vision through a wetland along the north/west shoreline on Jeffers Pond. The proposed boardwalk will connect the bituminous trail that begins in the Jeffers Pond neighborhood park following the shoreline around Jeffers Pond and finally ending on CSAH 21. The boardwalk would be similar to boardwalks previously installed at Haas Lake, Lakefront Park and Jeffers South, with the exception that this one will be sup- ported by galvanized "shoes" rather than the floats that are typically used to trav- erse across open water. Because this boardwalk will traverse a wetland area without open water the shoe support system is being utilized. City staff will build and install the boardwalk. Staff would like to start construction and installation of the boardwalk during the winter months. Installation of the boardwalk with frost conditions in the wetlands is easier and more cost effective than in wet conditions during summer months. There is $65,000 identified in the 2007 CIP to complete the trails in the Jeffers Pond development. The 2007 CIP also identifies $40,000 for completion of a pedestrian bridge along the trail system. The following are costs using City staff to construct and install the Jeffers Pond boardwalk. The Capi- tal Parks Fund is supported by development fees. Improvements from this fund does not impact taxes as they provide direct benefit and are needed due to new development. ALTERNATIVES: It should be noted that the remaining trail improvements budgeted in the 2007 CIP for Jeffers Pond will be completed this summer. This expenditure leaves about $39,000 for trail completion and $40,000 for the pedestrian bridge which staff believes is adequate to fund the remainder of the project. 1. The recitals set forth above are incorporated herein. 2. The funds totaling $25,985.26 will be drawn from the Capital Parks Fund. 3. All purchases will be in accordance with the Minnesota state statutes dealing with purchasing and procurement, as well as the City's purchasing policy.
