Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT FEBRUARY 5, 2007 9A AL FRIEDGES, PARKS AND FLEET SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING PURCHASE OF MATERIALS BY STAFF FOR CONSTRUCTION OF THE FLOATING BOAT SLIPS AT SAND POINT BEACH Introduction The purpose of this agenda item is to authorize the purchase of materials needed to construct floating boat slips at Sand Point Beach. History In 2005 the City Council authorized installation of boat slips at Watzl's Beach for 2005 and Sand Point Beach for 2006. As part of the Lake Advisory Committee's (LAC) 2006 goals, the possibility of planning transient boat slips at Sand Point beach was researched. It was decided that due to the increase of boats stopping at Sand Point to use the DNR access, restrooms, shelters and swim areas, that the installation of boat slips are needed. The slips would provide a safe place for the boats to dock away from swimmers and fisherpersons. . When the boat slips were installed at Watzl's Beach in 2005, the LAC and Parks Advisory Committee (PAC) developed boat slip policies and regulations which were adopted by the City Council. To provide safety, security lighting was recommended. In addition, the City Council decided that a select number of the slips should be made available for reservations. The same criteria would hold true for the slips at Sand Point Beach. The use of boat slips at Watlz's Beach has been mixed. The non-reserved boat slips at Watzl's have been utilized frequently while the reserved slips have not. Current Circumstances Currently, there are no places for boats to park in order to utilize the park. Many times lake users illegally park their boats on the beach. This creates an unsafe condition for the swimmers. The proposed boat slips would create a designated boat area, away from the swim area, creating a safe separation between the two activities. The swimmers would benefit from an increased number of buoys delineating the swimming area which will be installed as part of this project. The boat slip layout (see attached) recommended by the LAC contains 18 slips and is 120 feet long and 46 feet wide. In essence the boat slips would take the place of the existing fishing pier. This places the slips reasonably close to the DNR access, concession and restroom facility. This area contains a sand bar which we do not believe will undermine the effectiveness of the fishing pier. ISSUES: There are 18 total slips (parking areas) proposed. Slip #1 will be reserved exclusively for DNR and law enforcement. Slips #2 through #10 are available for advanced reservations. If not reserved, slips #2 through #10 would be available on a first come, first served basis. Slips #11 through #18 would be available as a first come, first serve basis only. See attached (General Rules for Boat Slip Procedures). FINANCIAL IMPACT: Staff solicited quotes in accordance with City Purchasing Policy. ALTERNATIVES: 1. Approve a resolution authorizing staff to purchase materials to construct boat slips at Sand Point Beach for a total cost not to exceed $29,815.53 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. RECOMMENDED MOTION: Alternative #1.
