Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: FEBRUARY 5, 2007 9B AL FRIEDGES, PARKS & FLEET SUPERVISOR AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION FOR THE DECONSTRUCTION OF THE HERITAGE FARMSTEAD FARMHOUSE DISCUSSION: I ntrod uction The purpose of this agenda report is to authorize staff to deconstruct the Kop farmhouse to create an architectural ruin. History On September 5,2006, the City Council adopted Resolution 06-166 approving the Master Plan for Heritage Farmstead. Elements of this plan include the preservation of a ruin of the existing farmhouse, placement and restoration of a barn on the site for community events, historic farm equipment, an orchard, structural soil turf grass parking lot, community gardens, a pond skating rink with warming house and a series of paths connecting Downtown and Lakefront Park to the Heritage Farmstead. Late last year, the staff requested Council authority to acquire, move and reconstruct a barn on the Heritage Farmstead site. Current Circumstances Since the City Council last discussed this project, the staff has reevaluated which steps should occur first to develop this site. Staff is recommending that the most important first step on this site is deconstruction of the house. Once the ruins of the farmhouse are complete, Council can then decide whether any other phases of the project should be completed. ISSUES: On June 6, 2005, City Building Official Bob Hutchins presented a report to the City Council on the results relating to the condition of the house. Hutchins determined that due to the age and lack of maintenance to the house, if left completely standing without measures to address the structural problems, it could create a threat to the safety of the public. For this reason we recommend that this project step be completed as soon as possible. There is a possibility that the walls of the structure are deteriorated to a point that they will not remain standing. In that event it may not be possible to preserve a ruins but only the arbor. FINANCIAL IMPACT: To perform a selective deconstruction of the farmhouse, staff estimates the following costs of each of the elements: Oh Farmstead Farrn(';cuse www.cityofpriorlake.com Phone 952.447.4230 / Fax 952.447.4245 Debris Disposal Brick Stabilization Equipment Rental Arbor (to support the ruins) Material for Interior Wall Protection Grand Total $ 5,000 $ 3,000 $ 1,500 $ 8,000 $ 1.500 $19,000 If the selected walls left standing are structurally sound, the arbor structure could be constructed at a later date. If they are not sound, the arbor will be needed to help support the remaining ruin walls immediately. There is no budget item identified in the 2007 budget for this work. The funding source for this project will be a donation. Council has two funding options to proceed: A) Fund the deconstruction immediately from contingency and acquire the donation as soon as possible to reimburse contingency or B) Wait until the donation has been secured to proceed. Funds are available in contingency to fund the deconstruction. ALTERNATIVES: 1. Approve a resolution authorizing staff to deconstruct the Heritage Farmstead farmhouse for a cost not to exceed $19,000 with funding to come from contingency. 2. Approve a resolution authorizing staff to secure the donation prior to proceeding with deconstructing the Heritage Farmstead farmhouse for a cost not to exceed $19,000. 3. Table this agenda item for a specific reason. 4. Deny this agenda item for a specific reason and provide staff with direction. RECOMMENDED MOTION: Alternative #1. Prior Lake, MN 55372-1714 RESOLUTION 07 -xx A RESOLUTION AUTHORIZING THE DECONSTRUCTION OF THE HERITAGE FARMSTEAD FARMHOUSE Motion By: Second By: WHEREAS, The City's 2030 Vision and Strategic Plan provides that the City encourage appreciation of our community's history and small town values; and WHEREAS, The City has purchased a 15-acre parcel next to Lakefront Park which has been a historic farmstead within the City; and WHEREAS, At the June 6, 2005, City Council Meeting, the City's Building Official gave a report on the condition of the farmhouse; and WHEREAS, At the September 5,2006, City Council Meeting, the City Council adopted Resolution 06-166 approving the Master Plan for Heritage Farmstead; and WHEREAS, Part of the Master Plan identified deconstructing the farmhouse to a "ruin"; and WHEREAS, Staff estimates the cost to deconstruct the farmhouse will not exceed $19,000; NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. City staff is authorized to spend an amount not to exceed $19,000 for the deconstruction of the farmhouse. 3. The funds for this project will come from contingency which is to be reimbursed as soon as the donation is secured. PASSED AND ADOPTED THIS 5TH DAY OF FEBRUARY 2007.
