FOR THE 2007 STREET OVERLAYS PROJECTS

DISCUSSION:
Introduction
The purpose of this agenda item is to approve the plans and specifications and
authorize the advertisement of bids for the 2007 street overlays identified in
the 2007 - 2011 Capital Improvement Program (CIP).
Historv
Each year the City Council adopts the CIP which involves funding for various
improvement projects. To ensure that the Council is aware of and supportive
of street maintenance, staff is seeking approval of the plans and specifications
and seeking authority to advertise for bids to construct street overlays in and
around the City.
Current Circumstances
The following street overlays have been identified by staff for construction in
2007:
Staff utilizes a pavement management system for rating the condition of
streets throughout the City. Staff then uses this system as a tool when identi-
fying areas for maintenance and repair.
Dakota St. and Arcadia Ave. were only patched as part of the Police Station I
City Hall project. Permanent street restoration was intended to be completed
as part of the City's annual overlay project.
Conclusion
Similar to last year, City staff is recommending constructing street overlays
within the City. The 2007 overlay of Wilds Parkway and Wilds Ridge will be
the first segment in a series of three years of overlay improvements for the
Wilds Parkway area. Continued maintenance of our City streets will reduce
the need for costly reconstruction in the near future, therefore reducing costs
overall.
Dakota St. and Arcadia Ave. were added to the project as it is most cost effec-
tive for the City to utilize the overlay project to complete these improvements.

Funds for these projects are budgeted and will be drawn from the Street De-
partment portion of the general fund budget.

WHEREAS, The City of Prior Lake is committed to improving the streets within the City by providing
continued maintenance; and
WHEREAS, Improved street conditions provide residents the opportunity of safe travel while
commuting on City streets; and
WHEREAS, Continued maintenance of City streets will reduce the need of costly reconstruction in
the near future;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council approves the plans and specifications and authorizes advertisement for bids for
the street overlays as identified in the Capital Improvement Program.
3. The funding for the street overlays shall come from the Street Department portion of the 2007
General Fund budget. Specific funding authorization will be established by the resolution awarding
bids.
