AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING FUNDING
CONSISTENT WITH THE COOPERATIVE AGREEMENTS FOR THE
CONSTRUCTION OF THE SOUTH BRIDGE CROSSINGS PARK & RIDE
FACILITY.
DISCUSSION: Introduction - The purpose of this agenda item is to consider the authorization of
funding in connection with the Southbridge Crossings park & ride facility consistent
with the terms of the cooperative agreements the City previously entered into with
Scott County.
Historv - Scott County, the Met Council and the cities of Shakopee and Prior Lake
have been working together since 2005 to plan for construction of a 500-stall
regional park & ride facility to be known as Southbridge Crossings Station. This
facility will be served by Laker Lines and by the new express service Shakopee will
bring on line in 2007.
Current Circumstances - The Council previously approved four items in connection
with this project:
1. June 2006: Memorandum of Understanding which outlined the roles and
responsibilities of each of the parties and authorizing funding in the amount
of $15,000 toward engineering design fees for the project.
2. October 2006: Cooperative Agreement with Scott County for Phase I
construction and authorizing funding in the amount of $10,834.
3. Januarv 2007: Cooperative Agreement with Scott County for Phase II
construction and authorizing funding in the amount of $163,970.88.
The project was competitively bid and received bids under the initial engineer's
estimate. In addition, a portion over $1.5 million was received under federal grant.
The City's of Shakopee and Prior Lake made a commitment, as part of the
Memorandum of Understanding, to contribute the locate construction match required
by the terms of the federal grant. During the course of construction of the project,
there are been issues that resulted in additional costs. Under the terms of the
cooperative agreements, these costs would be shared by Shakopee and Prior Lake.
Conclusion -- The purpose of this agenda item is to outline the additional costs
incurred and seek Council authorization for additional funding from the Transit fund
balance.
ISSUES:
Desian Costs - Prior Lake and Shakopee originally contributed $15,000 each for
the initial engineering design for the project. The final engineering design costs were
$126,963. As the project progressed and a final site was determined and acquired,
additional engineering design was necessary for the design of the access road and

for moving the site 50 feet south of the initial design plan. Consistent with the
Memorandum of Understanding, these costs would be shared proportionately by
Shakopee and Prior Lake 60/40. This means an additional $35,785.11 for Prior
Lake. If approved, Prior Lake's total costs for design fees would be $50,785.11.
Phase I Construction - Phase I construction included demo of an existing home
and outbuildings on the site, as well as tree removal and grading work. The original
contract amount for Phase I was $135,421. Additional costs on Phase I of the
project totaled $53,274.05 attributable to additional topsoil that needed to be
removed, one additional abandoned well that had to be sealed, an additional septic
system removal, and an early completion incentive in the contract, bringing the total
contract to $188,695.05.
FINANCIAL
IMPACT:
Federal funding for this portion of the project was $108,337. Consistent with the
cooperative agreement between the City and Scott County, the difference between
the Phase I costs and the federal funding ($80,358.05) would be split 60/40 between
the cities of Shakopee and Prior Lake. The Council originally authorized funding in
the amount of $10,834 for Phase I. The additional funding requested is $21,310.42.
Overall, this is approximately a $4 million project ($2.2 million in land costs and $1.8
million in construction costs). At the time the Council approved the original
Memorandum of Understanding, the City believed its commitment to this
construction project to be approximately $400,000. Below is a summary of the costs
and the responsible party to date.

*MnDOT has offered $117,000 in BABTA funds if Shakopee and Prior Lake agree to
run one additional bus per day for 2 years while the Highway 62 reconstruction
project is underway.
Overall, Prior Lake's contribution to the project is still nearly $200,000 under our
original estimated contribution.
The total funding authorization requested is $57,096. Funds for these projects do
not have an impact on the City's General Fund Budget. To date, the City has

funding it receives from the Metropolitan Council as an opt-out transit provider. It is
staff's desire that this continue to be the only transit funding source in the future.
The current Transit fund balance has sufficient funding to maintain a contingency
amount and fund the additional request.
ALTERNATIVES: 1. Motion and Second as part of the Consent Agenda to approve Resolution 07-
XX authorizing additional funding in the amount of $57,096 to be drawn from the
Transit Fund balance.
2. Removed this item from the Consent Agenda for additional discussion and/or
staff direction.

RESOLUTION 07-XX
AUTHORIZING FUNDING FROM THE
TRANSIT FUND BALANCE FOR THE SOUTHBRIDGE CROSSINGS
REGIONAL PARK & RIDE FACILITY.

WHEREAS, the City Council recognizes the value of providing quality, cost-effective transit services
for the Prior Lake community; and
WHEREAS, The City's 2030 Vision and Strategic Plan identifies addressing transit needs as a goal in
providing a better quality community; and
WHEREAS, the City values its partnerships with Scott County and other Scott County communities; and
WHEREAS, since August 2005, consistent with the Unified Transit Management Plan adopted by
Scott County and the communities within Scott County, the City, County, Metropolitan
Council, and Shakopee, have been working toward development of a regional 500-stall
park & ride facility to be known as Southbridge Crossings Station; and
WHEREAS, the City Council has entered into a Memorandum of Understanding and Cooperative
Agreements outlining the project and the roles and obligations of the parties and
authorized funding for this purpose; and
WHEREAS, during the course of construction additional costs were incurred and additional funding is
required consistent with the previous agreements; and
WHEREAS, funding for this purpose is available in the Transit fund balance.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. Funding not to exceed $57,096.00 shall be drawn from the Transit Fund balance.
