Prior Lake, MN 55372-1714 CITY COUNCil AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: FEBRUARY 20, 2007 10A LARRY POPPlER, ASSISTANT CITY ENGINEER CONSIDER APPROVAL OF A RESOLUTION ACCEPTING FEASIBILITY REPORT AND SCHEDULING A PUBLIC HEARING TO CONSIDER COUNTY ROAD 12 AND TRUNK HIGHWAY 13 IMPROVEMENT PROJECT AGENDA ITEM: DISCUSSION: Introduction The purpose of this agenda item is to accept the Feasibility Report and initiate a Public Hearing to be held on March 19, 2007 for County Road 12 and Trunk Highway 13 improvement project. History At the September 18, 2006, City Council meeting, Council adopted Resolution No. 06-172 authorizing staff to prepare a Feasibility Report for the County Road 12 and Trunk Highway 13 Improvement Project as approved by the Council in the 2007-2011 Capital Improvement Program (CIP). This segment of CR 12 proposed for improvement is located in the southwest corner of the City of Prior lake from Trunk Highway 13 to Pheasant Meadow lane. The intersection of CR 12 and TH 13 along with portions of TH 13 will also be reconstructed. A map of the project area is shown on Exhibit 1 of the Feasibility Report. This is phase number 2 of four phases of the County Road 12 project. The remaining phases are scheduled for construction in 2010. The proposed project includes street reconstruction, addition of turn lanes and medians, storm sewer, concrete curb and gutter and appurtenant work. Sanitary sewer on County Road 12 is proposed to be replaced from Pheasant Meadow lane to the sanitary manhole located at 3737 County Road 12. Existing watermain is proposed to remain in-place with additional watermain added at the intersection of CR 12 and TH 13. A new storm water pond is proposed for the northwest corner of CR 12 and TH 13. Current Circumstances The attached report indicates the total estimated costs for the project, along with the City's share of the estimated project cost. At the end of the Feasibility Report, a project financing summary is included to show project cost splits. The total estimated cost of the project is $872,770.00. County Road 12 is 24 feet in width and has failing bituminous surface. County Road 12 was originally paved in 1974. The streets in the area are proposed to have a ten ton design pavement section. The proposed width for County Road 12 varies from 46 to 68 feet. The proposed width for Trunk Highway 13 varies from 44 to 72 feet. The typical roadway sections can be found on Exhibits 2 www.cityofpriorlake.com Reports\2007\02 20 07\CRpfidtfg~~~41:~SOOldJ rf7~~S~44 7.4245 and 28 of the Feasibility Report. lane widths and configurations will depend on the median widths and turn lane needs. The project also includes the realignment of the CR 12 and TH 13 intersection. CR 12 and TH 13 will intersect at a perpendicular angle after the realignment. County Road 12 will be constructed with concrete curb and gutter. Trails are proposed on the north side of CR 12 and along TH 13. Sidewalk is proposed on portions of CR 12 on the south side. The sanitary sewer system on County Road 12 from Trunk Highway 13 to Pheasant Meadow lane was installed in 1974 and consists of 8-inch vitrified clay pipe. The sewer within the project area was televised in June 2003 and the report shows offset joints, open fractures, infiltration, mineral deposits, and roots in several sections of the pipe. The sanitary sewer from Pheasant Meadow lane to the manhole at 3737 CR 12 is proposed to be replaced with 8-inch PVC. The watermain system for County Road 12 was installed in 1974 and consists of 16-inch and 20-inch ductile iron pipe. The watermain has not shown a history of breakage and will not be replaced. New watermain is proposed for the intersection of CR 12 and TH 13. The new 16-inch DIP watermain will connect to the existing watermain, cross TH 13, and connect to an existing stub on the south side of TH 13. Storm sewer improvements will include replacing existing pipe and catch basins and adding additional storm sewer. A new storm water pond will be installed at the northwest corner of County Road 12 and Trunk Highway 13. A permit is needed from the Prior lake Spring lake Watershed District for the necessary storm water improvements. An informational meeting is tentatively scheduled for March 14, 2007. The proposed improvements, project schedule and assessments will be presented. The Public Hearing is tentatively scheduled for March 19, 2007. The attached Feasibility Report outlines which portions of the cost for the above project will be assess to the benefiting properties. If the Council approves the Feasibility Report, the Chapter 429 special assessment statutes requires a public hearing be conducted prior to proceeding with the project to determine if it is to move forward. ISSUES: The Assessment Review Committee met on February 5, 2007, at which time the following issues were discussed and recommendations made: Street and Storm Sewer Reconstruction Pursuant to the assessment policy, the street and storm sewer reconstruction should be assessed at up to 40% of the total project cost against the benefiting properties, depending upon the special benefit created for each such property. Assessment Method The Assessment Review Committee recommends the unit method of assessment for County Road 12 due to the fact that the lots in the project area 'In '-,-:,""""n '\ 1-'-' l, f\.....,' I are of similar size and/or value. The estimated assessment rate is proposed at $6,107/unit. Trail Construction Trail construction should be funded through the Capital Park Fund. Conclusion In summary, the project is feasible from an engineering and economic standpoint. Approval of the Feasibility Report does not grant final approval of the project. FINANCIAL IMPACT: The City's portion of the County Road 12 Improvement project cost is proposed to be financed special assessments, street oversize fund, capital park fund, water quality fund, and trunk reserve funds. Funding sources and amounts are as shown below: Assessments $54,967.00 Street Oversize Fund $370,640.00 Trunk Storm Water Fund $139,093.00 Water Qualitv Fund $50,000.00 Caoital Park Fund $60,479.00 Trunk Sewer & Water Fund $97,591.00 Utilitv Fund $100,000.00 Total City Cost $872 770.00 The chart shows the breakdown for the City's portion of the project cost. The overall project cost is $872,770.00. ALTERNATIVES: The alternatives are as follows: 1. Approve Resolution 07 -XX accepting the Feasibility Report and establish a Public Hearing date as per the attached Resolution. 2. Table the Resolution for a specific reason. 3. Deny the Resolution. RECOMMENDED MOTION: A motion and a second to adopt a Resolution accepting the Feasibility Report and calling for a Public Hearing for the County Road 12 and Trunk Highway 12 Improvement project. The recitals set forth above are incorporated herein. 2. The City Council hereby accepts the Feasibility Report as submitted. 3. The Council will consider the improvement of such streets and areas in accordance with the report and the assessment of property as described in the report for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvements of $872,770.00. The total construction cost is estimated as $2,178,990.00 4. A Public Hearing shall be held on such proposed improvements on the 19th day of March, 2007 at Prior lake City Hall, with the address of 4646 Dakota Street SE, City of Prior lake, Minnesota at 7:00 p.m. statutory notice and publication requirements shall be followed. PRELIMINARY REPORT FOR THE CITY OF PRIOR LAKE COUNTY ROAD 12/ TRUNK HIGHW A Y 13 UTILITY IMPROVEMENTS, STORM SEWER, GRADING, CONCRETE CURB & GUTTER, BITUMINOUS PAVING AND APPURTENANT WORK FEBRUARY 2007 ,..... INTRODUCTION On September 18,2006, the Prior Lake City Council adopted Resolution 06-172, which ordered the preparation of a feasibility report for improvements to the project area listed below: County Road 12 from Trunk Highway 13 to Pheasant Meadow Lane, located within Sections 3 & 10, Township 114 North, Range 22 West, Scott County, Minnesota. SCOPE This report evaluates the feasibility of reconstructing the streets and replacing utilities in the project area. All existing infrastructure elements (streets, sanitary sewer, watermain, etc.) were evaluated, improvements recommended, cost estimates of the proposed improvements prepared and funding strategies developed in this report. BACKGROUND The proposed project area is shown on Exhibit 1. County Road 12 has failing bituminous surfaces. The existing road width on County Road 12 is 24 feet of bituminous roadway and 0 to 6 feet of aggregate shoulder in each direction. County Road 12 was originally paved in 1974. The streets no longer meet minimum design standards and it is not cost effective to continue to patch the streets. The existing typical sections are shown on Exhibit 2. The sanitary sewer system for County Road 12 was installed in 1974. All of these sanitary systems consist of 8-inch vitrified clay pipe. The sanitary sewer for the project area was televised in June 2003. The televising report indicates offset joints, open fractures, and roots in many segments of pipe. The watermain system for County Road 12 was installed in 1974 and consists of 20-inch ductile iron pipe and 16-inch ductile iron pipe. The watermain in this area has not shown a history of failure. The current storm water is conveyed through the County ditch system including corrugated metal storm sewer pipe at driveway crossings. The storm sewer system carries runoff north towards Upper Prior Lake. The storm water is conveyed by means of surface flow and storm sewer pipes. A small portion of storm water flows across TH 13 and is carried to Crystal Lake. PROPOSED IMPROVEMENTS Roadway Proposed improvements for County Road 12 includes storm sewer, concrete curb and gutter, driveway restoration, and bituminous surfacing. All streets in the area are proposed to have a ten ton design pavement section. The proposed width for County Road 12 is 46 to 68 feet. This includes two 12 foot travel lanes, a 12 foot center turn lane and 10 feet of paved shoulder to the curbline for the 46 foot width. The 68 foot roadway includes 14 foot travel lane, 14 foot left and right turn lane, 8 foot shoulder, and an 18 foot concrete median. Roadway improvements for Trunk Highway 13 are also proposed. The intersection of CR 12 and TH 13 will be reconstructed to provide additional turn lanes and realign CR 12 to intersect with TH 13 at a perpendicular angle. The proposed width for TH 13 is 44 to 72 feet. This includes two 12 foot travel lanes and two 10 foot shoulders for the 44 foot width. The 72 foot roadway includes two 16 foot travel lanes, a 12 foot right turn lane, a 10 foot shoulder, and an 18 foot concrete median. The improvement project also includes the construction of Elm A venue on the south side of CR 12. The proposed width for Elm Avenue is 36 feet with a 5' concrete walk on one side. The typical street section will be built to City standard. Currently, Elm A venue is a 3-legged intersection with CR 12 and is proposed to be extended south for the future development. The County has acquired the property just south of Elm A venue for the proposed improvements. Federal funding is available because of the elimination of access points on TH 13. Construction of Elm Avenue eliminates a TH 13 access point. Safety is the main concern for providing access off CR 12 instead of TH 13. Overall, the County has purchased three properties to make the access points off TH 13 much safer. The proposed street section as recommended by the County for CR 12 includes: 2 feet of granular borrow, 6 inches of Class 5 aggregate base, 5 inches of bituminous base course applied in 2 lifts, and 2 inches of bituminous wear course. The proposed street section as recommended by the County for TH 13 includes: 2 feet of granular borrow, 12 inches of Class 5 aggregate base, 6 inches of bituminous base course applied in 2 lifts, and 2 inches of bituminous wear course. Subcutting the roadway and placement of the granular borrow enlarges the scope of the street reconstruction and increases the cost of the project. The typical street sections are shown on Exhibits 2A, 2B, and 2C. The existing right-of-way is 73 to 90 feet wide. Right-of-entry agreements, temporary easements and purchased right of way will be necessary for the project. Right-of-entry agreements will be necessary for driveway restoration due to the topography of the area. Sanitary Sewer Proposed sanitary sewer improvements are shown on Exhibit 3. The televising report indicates offset joints, roots, infiltration, mineral deposits, and open fractures in portions of the main on County Road 12. It is recommended that the failing vitrified clay pipe in these areas be replaced with 8-inch PVC pipe. In areas that the sanitary sewer is replaced, service connections will be replaced from the main line to the property line. Watermain Proposed watermain improvements are shown on Exhibit 4. The existing 16-inch and 20-inch watermain will not be replaced. Additional 16-inch DIP watermain will be installed from station 231+64 to station 763+87 Trunk Highway 13. Water service connections will be replaced from the main to the property line and new curb boxes will be installed. Existing ductile iron pipe will remain in place throughout the project. Gate valves, hydrants, and curb stops will be replaced as G:\County\CSAH_12\2004-Q2_fromTH 13_to_CSAH 17\TH 13_intersection\Feasibility Report\Feasibility Report.doc Page 4 shown on Exhibit 4. New hydrants will be installed in accordance with the spacing guidelines outlined in the Public Works Design Manual for the entire project area. Storm Sewer Proposed storm sewer improvements are shown on Exhibit 5. The existing ditch system will be replaced with concrete curb and gutter and storm sewer piping. As part of the storm water improvements, a pond and infiltration basin will be constructed at the intersection of CR 12 and TH 13. The pond will serve CR 12 storm water and the future development proposed for the property along TH 13. In order to provide the necessary land area to construct the pond and realignment of CR 12, two properties at the intersection of CR 12 and TH 13 were purchased by the County. The storm sewer system improvements will consist of catch basins and reinforced concrete piping to the proposed pond and infiltration basin located at the intersection of County Road 12 and Trunk Highway 13. A permit is needed from the Prior Lake Spring Lake Watershed District for the necessary storm water improvements. Fundine It is proposed that the benefiting property owners will be assessed for portions of street and storm sewer construction. Street Oversize Fund will be utilized for the City's portion of the TH 13 improvements, Right-of-Way acquisition and the remaining non-assessed portion of the street and storm sewer improvements. The Sewer and Water Enterprise Fund and the Utility Fund is proposed to finance the water and sanitary sewer improvements. Trunk and water quality storm sewer improvements are proposed to be paid for out of the Water Quality and Trunk Reserve Funds. The Capital Park Fund is proposed to be used for the trails and sidewalk construction. FEASIBILITY From an engineering standpoint, this project is feasible, and can be accomplished as proposed in this report. ESTIMATED COST The following costs were prepared based upon an Engineer's Estimate (Exhibit 6) and are subject to change. The breakdown shows the City's portion of the costs associated with County Road 12 improvements and excludes Trunk Highway 13. The final construction cost will depend on the final design of the project, required easements and/or right of way, soil conditions, bids received, and actual work performed. The following shows the assessment distribution for the streets and lateral storm sewer. See Exhibit 7 for the preliminary assessment roll. The City's share of CR 12 and Elm Avenue is estimated at $137,418 of which 40% is proposed to be assessed to the benefiting property owners. The total estimated construction cost for County Road 12 improvements is $1,323,762; which also includes the County's cost. The overall project cost, including Trunk Highway 13, is $2,178,990.
