Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: FEBRUARY 20, 2007 10B LARRY POPPLER, ASSISTANT CITY ENGINEER CONSIDER APPROVAL OF A RESOLUTION ACCEPTING FEASIBILITY REPORT AND AUTHORIZING PREPARATION OF FINAL PLANS AND SPECIFICATIONS FOR THE COUNTY ROAD 21 IMPROVEMENT PROJECT AGENDA ITEM: DISCUSSION: Introduction The purpose of this agenda item is to accept the Feasibility Report and to authorize preparation of final plans and specifications. History In 2005, the Scott County Highway Department conducted a Corridor Study for County Road 21. This Corridor Study provided a blueprint for the future of County Road 21. It identified future traffic signals, turn lanes, and access control. This project is the first step in the upgrading of County Road 21 through the City of Prior lake. Additional County Road 21 projects will be constructed in future years. The next improvement project on County Road 21 system, which is scheduled for 2010, will be the construction of the extension of County Road 21 from County Road 42 into Shakopee. This project will eventually link County Road 42 to County Road 16. On September 5, 2006 the City Council held the public hearing for issuance of Reconstruction Bonds for the CR 21 Project. At the September 18,2006, City Council meeting, Council adopted Resolution No. 06-172 and 06-165 authorizing staff to prepare a Feasibility Report and the sale of Reconstruction Bonds for the County Road 21 Improvement Project as approved by the Council in the 2007-2011 Capital Improvement Program (CIP). The segment of CR 21 proposed for improvement is located in the southeast corner of the City of Prior lake from approximately 1000' west of Franklin Trail to approximately 1000' east of Adelmann Street. Intersection improvements at Franklin Trail, Fish Point Road, and Adelmann Street are also proposed for the improvement project. A map of the project area is shown on Exhibit 1 of the Feasibility Report. The proposed project includes street reconstruction, addition of turn lanes and medians, storm sewer upgrades, concrete curb and gutter and appurtenant work. Sanitary sewer forcemain on County Road 21 is proposed to be replaced from Franklin Trail to Adelmann Street. Watermain replacement is proposed for the intersection of Franklin Trail and County Road 21. New raw watermain is proposed on County Road 21 from Credit River Road to Adelmann Street. At the end of the Feasibility Report, a project financing summary is included to show project cost splits. The total estimated cost of the project is $5,110,000.00 which includes a total City Cost of $2,781,000. County Road 21 currently is a four lane undivided urban roadway. CR 21 north of Franklin Trail was last paved in 1990. CR 21 south of Franklin Trail was last paved in 1998. Traffic issues relating to safety are encountered on County Road 21 due to lack of turn lanes and traffic signals at major intersections. The proposed width for County Road 21 varies from 52 to 86 feet. The typical roadway sections can be found on Exhibits 2 and 2D of the Feasibility Report. lane widths and configurations will depend on the median widths and turn lane needs. The project also includes the closure of two accesses to County Road 21 as identified in the 2004 County Road 21 Corridor Study. The access for Credit River Road just south of Franklin Trail and the access for the Industrial Park north of Adelmann are both proposed to be closed. A temporary access will be constructed at Fish Point Road for the stretch of Credit River Road just south of Franklin. Access to the Industrial Park will be routed south to 170th Street until a future connection is made that will connect this frontage road to Fish Point Road. These access closures are a key component of the Corridor Study and will provide a much safer corridor ultimately. The sanitary sewer forcemain on County Road 21 was installed in 1971 and consists of 6-inch cast iron pipe. Due to the age and material type, the forcemain is proposed to be replaced from Franklin Trail to the lift station located on Adelmann with 6-inch C900 pipe. The forcemain will discharge at Franklin Trail instead of proceeding north towards Trunk Highway 13. Cleanout manholes will be installed at 400' intervals and air relief manholes will be installed where needed. The sanitary sewer system for County Road 21 was also installed in 1971. The system was televised in January 2007 and the report indicates offset joints, open fractures, and roots in many segments of pipes. The sanitary sewer will be replaced in various areas. The watermain system for County Road 21 was installed in 1971 and consists of 8-inch cast iron pipe. Since utilities on County Road 21 are located outside the roadway, the existing watermain will only be replaced at the intersection of Franklin Trail and County Road 21 within the construction limits. Due to the age and material type, the watermain will be replaced with 8-inch ductile iron pipe. New 16-inch DIP raw watermain will be installed from Adelmann to Credit River Road. Raw watermain will also be installed on Adelmann to provide connection to the stub located at the Maintenance Center. The raw watermain will be installed for future connection of current and future wells to the future water treatment facility. Additional raw watermain will be installed on Fish Point Road from County Road 21 to the City park located at the southwest corner of Fish Point Road and Cottonwood lane. Pipe boring will be done to minimize disturbance to Fish Point Road. Storm sewer improvements will include replacing existing pipe and catch basins and adding additional storm sewer. A new pond will be installed at the northwest corner of Fish Point Road and County Road 21. ISSUES: The Assessment Review Committee met on February 5, 2007, at which time the following issues were discussed and recommendations made: Reconstruction Bonds The committee recommends the use of Reconstruction Bonds to finance the majority of the improvements. The committee discussed the use of an area assessment to finance this project, however the committee felt that due to the proximity of the benefiting property owners an area assessment should not be pursued. An area assessment would be more difficult to uphold from a benefit standpoint. The improvements benefit the general public as a whole and was part of the street reconstruction plan which was approved last fall. Reconstruction Bonds are another way cities can finance street improvement projects. In 2002 the State legislature made a variety of changes in the powers of local governments to issue bonds and incur other forms of debt. A new subdivision 3b was added to Minnesota Statutes Section 475.58 authorizing municipalities to issue bonds without a referendum under street reconstruction programs. Granting municipalities the authority to issue bonds under Minnesota Statutes, Chapter 475 for street reconstruction without regard to election requirements affords cities the opportunity of financing this type of improvement without having to specially assess at least 20% of the project costs. Conclusion In summary, the project is feasible from an engineering and economic standpoint. Approval of the Feasibility Report does not grant final approval of the project. FINANCIAL IMPACT: The City's portion of the County Road 21 Improvement project cost is proposed to be financed with reconstruction bonds, trunk storm sewer, state aid, trunk sewer and water, and utility funds. Funding sources and amounts are as shown below: Reconstruction Bonds $1,525,000.00 Street Oversize $130,000.00 State Aid $50,000.00 Trunk Storm Water Fund $175,000.00 Trunk Sewer & Water Fund $532,000.00 Utilitv Fund $369,000.00 Total City Cost $2 781.000.00 Assuming the issuance of $1,525,000.00 in general obligation street reconstruction bonds, the Finance Department has run a property tax analysis and anticipates a property tax levy of approximately $190,000 for the first year payment of those bonds. The recitals set forth above are incorporated herein. 2. The City Council hereby accepts the Feasibility Report as submitted. 3. SCOPE This report evaluates the feasibility of reconstructing the streets and replacing utilities in the project area. All existing infrastructure elements (streets, sanitary sewer, watermain, etc.) were evaluated, improvements recommended, cost estimates of the proposed improvements prepared and funding strategies developed in this report. BACKGROUND The proposed project area is shown on Exhibit 1. County Road 21 currently is a four lane undivided urban roadway. CR 21 north of Franklin Trail was last paved in 1990. CR 21 south of Franklin Trail was last paved in 1998. Traffic issues relating to safety are encountered on County Road 21 due to lack of turn lanes and traffic signals at major intersections. In 2004, the Scott County Highway Department conducted a Corridor Study for County Road 21. This Corridor Study provided a blueprint for the future of CR 21. The study identified future traffic signals, turn lanes, and access control. This project is the first step in the upgrading of CR 21. The next improvement project on the CR 21 system is scheduled for 2010 and will be construction of the extension of CR 21 from Cr 42 into Shakopee. The project will eventually link CR 42 to CR 16. The sanitary sewer system for County Road 21 was installed in 1971. All of these sanitary systems consist of lO-inch vitrified clay pipe. The sanitary sewer for the project area was televised in January 2007. The televising report indicates offset joints, open fractures, and roots in many segments of pipe. The 6-inch cast iron pipe (CIP) forcemain was installed in 1971. Replacement of the forcemain is warranted due to the material type and age of the pipes. The watermain system for County Road 21 was installed in 1971 and consists of 8-inch cast iron pipe (CIP). The existing watermain is on the north side of CR 21 and is located outside the roadway. Since the roadway project will not disturb the existing utilities, the existing watermain will only be replaced at the intersection of Franklin Trail and County Road 21. The existing 8- inch CIP watermain on Franklin Trail will stay inplace except for those located within the roadway construction limit. The current storm water is conveyed through storm sewer pipes into three existing ponds located along the project. Existing storm sewer structures and pipes are in place. G:\County\CSAH_21\County Road 21\Feasibility Report\Feasibility Report.doc Page 3 PROPOSED IMPROVEMENTS Roadway Proposed improvements for County Road 21 includes storm sewer, concrete curb and gutter, driveway restoration, and bituminous surfacing. All streets in the area are proposed to have a ten ton design pavement section. The proposed width for County Road 21 varies between 52 and 86 feet. This includes two 12 foot travel lanes and two 14 foot travel lanes for the 52 foot roadway width. The 86 foot roadway includes three 14 foot travel lanes, a 12 foot travel lane, an 18 foot median, and a 14 foot turn lane. Lane configurations for the 86 foot roadway will vary depending on turn lane needs at intersections. The typical section also includes a bituminous trail on the south side of County Road 21. The project also includes the closure of two accesses to County Road 21. The access for Credit River Road just southeast of Franklin Trail and the access for the Industrial park area across from Adelmann Street are both proposed to be closed. A temporary access will be constructed at Fish Point Road for the stretch of Credit River Road just southeast of Franklin. Portions of property (known as the Snell property) was purchased to provide a ponding area and provide access to Credit River Road off CR 21. Access to the Industrial Park will be routed south to 170th Street. Access on Adelmann Street will be restricted to left or right turns onto CR 21. These access closures are a key component of the Corridor Study and will provide a much safer corridor. The accesses proposed to be closed and the temporary access at Fish Point Road are shown on Exhibits 2E, 2F, and 2G. The improvement project also includes reconstruction of the Franklin Trail and CR 21 intersection. Currently, poor sightlines and steep grades are causes of concern in terms of safety. The proposed design will update the intersection with turn lanes, medians, and revise the intersection grades to provide the proper sightlines. The County purchased the property on the southwest corner of Franklin Trail and CR 21 for the proposed improvements. The proposed street section as recommended by the County for CR 21 includes: 2 feet of granular borrow, 15 inches of Class 5 aggregate base, 5 inches of bituminous base course applied in 2 lifts, and 2 inches of bituminous wear course. Subcutting the roadway and placement of the granular borrow enlarges the scope of the street reconstruction and increases the cost of the project. The typical street sections are shown on Exhibits 2, 2A, 2B, 2C and 2D. The existing right-of-way for County Road 21 varies throughout the project. Right-of-entry agreements, temporary easements and purchased right of way will be necessary for the project. Right-of-entry agreements will be necessary for driveway restoration due to the topography of the area and location of utility work. Sanitary Sewer Forcemain Proposed sanitary sewer improvements are shown on Exhibits 3 and 3A. The 6-inch CIP forcemain is proposed to be replaced with 6-inch C900. The existing forcemain from Adelmann to Fish Point Road is proposed to be removed. The forcemain from Fish Point Road to Franklin Trail and from Adelmann Street to the lift station will be abandoned in place. The proposed forcemain will be located on the north side of County Road 21 and connect to an existing stub at Franklin Trail. The forcemain will discharge at Franklin Trail instead of proceeding north towards Trunk Highway 13. Cleanout manholes will be installed at 400' intervals. Air relief manholes will be installed at high points within the forcemain vertical alignment. Watermain Proposed watermain improvements are shown on Exhibits 4 and 4A. The existing 8-inch CIP watermain located at Franklin Trail and County Road 21 will be replaced with 8-inch DIP within the construction limits of the roadway construction. New 16-inch DIP raw watermain will be installed from Adelmann Street to station 133+00 along the north side of County Road 21. The 16-inch raw watermain will extend south on Adelmann to an existing watermain stub located on the northeast corner of Adelmann and Cottonwood Lane. A 12-inch HDPE raw watermain will be installed on Fish Point Road from CR 21 to the city park located at the southwest corner of Fish Point Road and Cottonwood Lane. To minimize disturbance of the existing roadway, boring pits will be utilized for the installation of the proposed pipe under Fish Point Road. The raw watermain will be installed for future connection of current and future wells 0 the future water treatment facility. Water service connections will be replaced from the main to the property line and new curb boxes will be installed for residents located on Franklin Trail within the roadway construction limits. Existing watermain will remain in place unless it is shown to be replaced. Gate valves, hydrants, and curb stops will be replaced. New hydrants will be installed in accordance with the spacing guidelines outlined in the Public Works Design Manual for the entire project area. Storm Sewer Proposed storm sewer improvements are shown on Exhibits 5, 5A, and 5B. The storm sewer system improvements will consist of catch basins and reinforced concrete pipe carrying runoff to four ponds located along the project at various locations. Currently, there are three existing ponds along the project and a new pond is proposed for the northwest corner of County Road 21 and Fish Point Road intersection. The existing pond at Adelmann Street and County Road 21 is proposed to be enlarged to provide additional storage. Traffic Sie:nals The existing traffic signals at Franklin Trail and County Road 21 are proposed to be replaced. Updated lights with turn arrows will be installed. A new traffic light will be installed at Fish Point Road and County Road 21. Street Lie:hts Street lights will be installed on County Road 21 per the guidelines contained in the Public Works Design Manual. Street light installation is estimated at a cost of $130,000. Tree Replacement There currently are trees in the boulevard area of County Road 21 from west of Franklin Trail to east of Adelmann Street. Due to the addition of turn lanes, medians and utility work, existing trees along CR 21 will need to be removed. Engineering staff will be working with the Parks Department regarding tree replacement and timeline. Trees will not be replaced until project completion, at which time the boulevard will be evaluated to determine where the trees can be placed. G:\County\CSAH_21\County Road 21\Feasibility Report\Feasibility Report.doc Page 5 Wetlands The widening of County Road 21 and related storm water improvements will cause impact to three wetlands in the corridor. Two of these impacts are directly related to safety improvements and be replaced with wetlands created by the Board of Water and Soil Resources (BWSR). The remaining wetland will be replaced by purchasing replacement wetland credits from a private seller, as part of the BWSR regulated wetland banking program. Fundine: The property tax levy through the use of street reconstruction bonds will be used to finance the City's portion of the project cost. The Trunk Sewer and Water Fund along with the Utility Fund are proposed to finance the water and sanitary sewer improvements. Trunk Reserve Funds will be used for trunk storm sewer improvements. State Aid Funds and Street Oversize Fund will also be used to finance the project. FEASIBILITY From an engineering standpoint, this project is feasible, and can be accomplished as proposed in this report. ESTIMATED COST The following costs were prepared based upon an Engineer's Estimate (Exhibit 6) and are subject to change. The final construction cost will depend on the final design of the project, required easements and/or right of way, soil conditions, bids received, and actual work performed.
