CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE MAYOR
AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED
PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES
FOR THE 2007 LIFT STATION REHABILITATION PROJECT
Introduction
The purpose of this agenda item is for Council to authorize execution of a
Standardized Professional Services Contract with Advanced Engineering and
Environmental Services, Inc. (AE2S) to provide Professional Engineering
Services for the 2007 Lift Station Rehabilitation Project.
Historv
Because of the topography of the Prior lake community, the City's sewer
system relies upon 40 lift stations. In 2003, AE2S Consulting Engineers along
with City staff completed an audit of all the lift stations throughout Prior lake to
ascertain the status and inventory the components of each lift station. Once
completed, AE2S and staff put together a Comprehensive Management and
Rehabilitation Schedule, and also instituted a Sanitary Sewer Lift Station
Standard Policy. To date, 19 lift stations have been rehabilitated.
Current Circumstances
For the 2007 Lift Station Project, staff has identified Northwood and Fairview
lift stations for rehabilitation. Rehabilitation includes replacement of pumps,
guide rails, electrical panels, and other electrical components; wet well covers
and hatches. Generally, the concrete wet wells are in good condition and do
not require replacement.
AE2S is the engineering consultant reviewing new development and
rehabilitation of Prior lake's future and existing lift stations. Because the City's
Lift Station Design is standardized the design requirements are very specific.
Earlier tonight the City Council appointed AE2S as the City's Lift Station
Consultant due to there expertise and experience working with the City's
sanitary sewer system.
AE2S submitted a proposal to prepare plans and specifications for the 2007 Lift
Station Rehabilitation and perform construction engineering inspection for a
cost not to exceed $34,100. AE2S will be using Kaeding and Associates to
perform the electrical engineering work which is included in the proposal.

FINANCIAL
IMPACT:
The funding for this project will come from the Sewer Operating Fund since it
is the rehabilitation of existing sewer infrastructure. Staff estimates the total
cost of engineering, equipment and actual repairs to be approximately
$240,000, which is drawn from the Sewer Operating Fund. Based upon the
engineering inspection, equipment needing replacement is identified, and bids
are solicited based upon standardized equipment. Once the Council has
approved the bid, the work is completed and inspected.

1. Approve a resolution that authorizes the City to enter into its Standardized
Professional Services Contract with Advance Engineering and
Environmental Services, Inc. to provide engineering services for a fee not
to exceed $34,100.00.

STANDARDIZED PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES FOR

WHEREAS, City staff has identified two lift stations requiring rehabilitation this year; including
Northwood and Fairview lift stations; and
WHEREAS, The adopted Capital Improvement Plan for 2007-2011 has identified these
rehabilitation projects as a priority for the City; and
WHEREAS, Based on expertise, value and quality of service Advanced Engineering and
Environmental Services has been appointed the City's Lift Station Consultant for 2007.
WHEREAS, Advanced Engineering and Environmental Services, Inc. services, including final
design, bidding, construction, and post construction are required for this project;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are authorized to execute the City's Standard Professional Services
Contract with Advanced Engineering and Environmental Services, Inc. for the 2007 Lift Station
Rehabilitation Project for a total fee not to exceed $34,100.00.
3. The funding for the contract is to be drawn from the Sanitary Sewer Operating Fund.
