CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING
EXPENDITURES FOR MISCELLANEOUS PARK EQUIPMENT AND
IMPROVEMENTS AS IDENTIFIED IN THE 2007-2011 CAPITAL
IMPROVEMENT PROGRAM
Introduction
The purpose of this agenda item is to authorize staff to purchase
miscellaneous park appurtenant equipment, a backstop and aglime, park
entrance signs and trees as identified in the 2007 Capital Improvement
Program (CIP).
Historv
The Parks portion of the CIP includes a variety of smaller purchases. While
none of these purchases exceed the $50,000 bid limit, they do require City
Council authorization to expend the money because the funds are provided by
the Capital Park Fund. The purpose of this agenda item is to authorize staff to
proceed with these purchases in accordance with City Code and City
purchasing policy. The Council would approve each purchase as a part of
invoices to be paid.

Appurtenant Equipment
The appurtenant equipment purchase includes items such as picnic tables,
park benches, bike racks, grills, garbage barrel enclosures, goals and drinking
fountains. The majority of the equipment purchased will be installed in recently
developed parks like Howard Lake Park, Jeffers Pond Park, Hickory Shores
Park and Woods at the Wilds Park. The remaining equipment will be installed
in the City's community parks that require improvements due to growth.

Backstop and Aglime
A backstop and aglime are identified in the 2007 CIP for Howard Lake Park.
Backstops keep balls in the field of play and protect spectators and park users
from equipment used on the field. Aglime is the safety surface material used
on the infields.
Park Entrance Signs
In 2001, the Prior Lake City Council made a financial commitment to install
permanent maintenance free park signs that are composed of natural
materials and identifies the community through its logo. The location for
installation of signs for 2007 is Howard Lake Park and Enclave at Cleary Park.
Trees
Currently, there is $10,000 budgeted in the Parks portion of the annual
operating budget; these funds are to be utilized for purchasing trees and
shrubs for around City facilities, City entrance signs, boulevards and existing
parks.
An additional $10,000 is earmarked from the Capital Park Fund to help with
the tree planting replacement program due to dutch elm and oak wilt diseases,
boulevard plantings and placement of trees in new parks as they come on-line.
Considering the rise in oak wilt and dutch elm, this allocation will not allow the
City to replace all public trees lost to disease.
FINANCIAL
IMPACT:
The 2007 CIP has programmed the amounts set forth in this agenda for
miscellaneous park appurtenant equipment, a backstop and aglime, park
entrance signs and trees. The total cost for this material and equipment is
$40,000 and will be drawn from the Capital Park Fund. Quotes are solicited in
accordance with the City's purchasing policy for each purchase. The itemized
amounts will not exceed the maximum amounts set forth in the table unless
there is explicit City Council authorization.

appurtenant equipment, a backstop and aglime, park entrance signs and

WHEREAS, The Parks portion of the 2007 Capital Improvement Program (CIP) identifies funding
for park improvement projects; and
WHEREAS, The 2007 CIP also includes funds for the purchase of miscellaneous park appurtenant
equipment, a backstop and aglime, park entrance signs, trees; and
WHEREAS, The City of Prior Lake is committed to providing recreational activities for people of all
ages; and
WHEREAS, The following list of items is included in the Capital Improvement Program

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The purchases of the above specified park equipment, not to exceed each of the maximums set
forth herein, are hereby approved.
3. Funds for such purchases should be drawn from the Capital Park Fund.
4. All purchases will be in accordance with Minnesota Statutes dealing with purchasing and
procurement as well as the City's purchasing policy.
