CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT OF BIDS FOR
PLAYGROUND EQUIPMENT AS IDENTIFIED IN THE 2007-2011 CAPITAL
IMPROVEMENT PROGRAM
DISCUSSION:
Introduction
The purpose of this agenda report is to approve the plans and specifications
and authorize advertisement of bids for playground equipment as identified in
the 2007-2011 Capital Improvement Program (CIP).
Historv
Each year the City Council adopts the CIP, which involves funding for various
improvement projects. To ensure that the Council is aware and supportive of
major park improvement efforts, staff is seeking approval of plans and
specifications and the advertisement of bids for playground equipment.
There is $115,000 identified in the 2007-2011 parks portion of the CIP to
purchase and install playground equipment at Rice Lake Park, Howard Lake
and Woods at the Wilds Parks.
Due to the timing of the development at the Golden Ponds property, staff is
recommending that Rice Lake Park play structures be moved to a later date in
the CIP.
The plans and specifications for the proposed equipment are similar to the
2006 plans and specifications in terms of the number of events specified for
each park (see below).
Current Circumstances
Howard Lake and Woods at the Wilds are new parks receiving playground
equipment for the first time. The play structures that will be installed will meet
the Americans with Disabilities Act (ADA) Accessibility Standards and
Consumer Product Safety Commission (CPSC) guidelines. The new
playground equipment will be modular, meet the most current safety
standards, provide improved accessibility and will be durable and attractive.
ISSUES:
The play structures specifications require a minimum of 16 play events per
park. The events specified are as follows:
1. One two-bay I four-swing unit
2. One spiral slide exiting from six foot deck

3. One wave slide exiting from four foot deck
4. One sand digger
5. One spring ride
6. One set of talk tubes
7. One activity panel
8. One travel ride
9. One crawl tube
10. One 7' - 8' climbing wall
11. One overhead climber
The remaining events are left up to the vendor to incorporate into their design,
These remaining events must be climbing or overhead experiences.
It is the vendor's responsibility to design the play structures to meet the most
current ADA Accessibility Standards and CPSC guidelines. Vendors are
asked to propose a design and install equipment which meets or supersedes
the specifications.
Plans and specifications have been prepared similar to those prepared in
2006. The vendor that meets the selection criteria, offers the best design and
is the lowest bidder will be awarded a contract.
The Parks Maintenance Division will complete all grading and preparation work
including spreading the resilient surface, preparing base work for curbing and
completing all related landscaping.
FINANCIAL
IMPACT:
The 2007-2011 CIP has programmed for the installation of play structure areas
at Howard Lake Park and Woods at the Wilds Park. The cost of the play
structures will be drawn from the Capital Parks Fund.
ALTERNATIVES:
1. Approve a resolution approving the plans and specifications and
authorizing advertisement of bids for playground equipment.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

WHEREAS, The following parks are scheduled to receive new playground equipment as identified
in the 2007 Parks portion of the Capital Improvement Program
1. Howard Lake Park (Spring Lake Estates)
2. Woods at the Wilds Park (Woods at the Wilds)
3. Rice Lake Park (Maple Glen); and
WHEREAS, The Golden Ponds development where a portion of the Rice Lake Park is located will
not be substantially completed in 2007; therefore, staff is recommending that the
development of Rice Lake Park be removed from the 2007 CIP and determine the
appropriate year at a later date; and
WHEREAS, Staff recommends the installation of play equipment for 2007 at Howard Lake Park and
Woods at the Wilds Park for an estimated cost of $90,000; and
WHEREAS, The new equipment will be modular, meet safety standards and provide accessibility as
required by the Americans with Disabilities Act; and
WHEREAS, The City of Prior Lake is committed to providing recreational activities for people of all
ages;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein,
2. The City Council approves the plans and specifications for playground equipment for the parks
identified herein and authorizes advertisement of bids.
