Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: MARCH 5, 2007 9A AL FRIEDGES, PARKS & FLEET SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING STAFF TO ADVERTISE FOR BIDS FOR ATHLETIC FIELD LIGHTING AT THOMAS RYAN MEMORIAL PARK DISCUSSION: Introduction The purpose of this agenda item is to approve plans and specifications and authorize staff to advertise for bids for athletic field lighting at Thomas Ryan Memorial Park (Ryan Fields). Historv The Park, Athletics and Recreation (PAR) Task Force Report completed in 2006 recommended better utilization of existing athletic facilities as the number 1 priority. The lighting of the Ryan Fields was identified as an opportunity to increase field usage at an existing facility. On October 2, 2006, the City Council directed staff to request that the Parks Advisory Committee (PAC) implement a process and timeline for the installation of field lighting at Ryan Park. On November 1, 2006, the PAC held a public meeting to discuss the lighting issues with the neighborhood residents. Turn out for the public meeting was low with six residents (four families) attending, most seeking additional information and only one opposed to changes at Ryan Park. On November 13, 2006, the PAC reviewed the meeting comments and formally recommended that the City proceed with the lighting project. On December 4, 2006, the City Council authorized the lighting and improvements, along with requests for proposals for an electrical engineer to prepare plans and specifications for lighting at Ryan Park. On January 2, 2007, City Council authorized the execution of a contract for professional services with Wunderlich-Malec Engineering for the design and construction management of athletic field lighting at Ryan Park. Current Circumstances The fields proposed to be lit are the four existing baseball fields at Ryan Park (see Exhibit A). In addition to the fields, the parking lot and security lights in the interior of the fields will have lighting installed as well (see Exhibit B). (An 800 AMP, 480/277 volt service has been sized to light additional fields anticipated to be added to the park tin the future.) o Supply and install athletic field lighting on the four existing baseball fields o Supply and install security lighting o Supply and install parking lot lighting There are four alternate bids associated with the athletic field lighting project at Ryan Park. The alternates are as follows: o Alternate Bid #1: Baseball field #1 Lighting Candle Power - The specifications provides for enhanced candle power on field #1. This alternate allows the option to utilize the same lighting as the other three fields should the cost for enhanced lighting be higher than estimated. o Alternate Bid #2: Ponds Park Control System - The new system at Ryan Park can be controlled by staff remotely. This option allows the City to upgrade the Ponds Park control system to be controlled on the same systems as Ryan Park. o Alternate Bid #3: Rough in Conduit - This allows the rough in of conduit for the future addition of receptacles needed for equipment such as pitching machines. o Alternate Bid #4: Installation of additional Receptacles - This allows the installation of receptacles for equipment use on-site. As with past park lighting projects, a commitment will be made that the field lights will be designed so that the light is directed onto the fields to minimize the amount of light that would spill into back yards of surrounding homes or into the sky. The lighting system being contemplated is the best available system to reduce spillage. A similar system has been successful at the Ponds Park. Staff expects that the specifications as prepared will allow for more than two bids for this project. Upon completion of the athletic field lighting project, measurements of lighting levels at property lines within the project area will be conducted by the City- hired electrical engineer to assure that the light glare and spill comply with the City of Prior Lake's lighting ordinance. FINANCIAL IMPACT: The funding for this project has been donated by the Shakopee Mdewakanton Sioux Community and Prior Lake Athletics for Youth (PLAY). The SMSC have contributed $450,000 to the City for this project. PLAY has committed to making a $100,000 contribution to the City at the time of spring registration prior to award of the project. Additionally they have committed to annual $50,000 contributions from 2008 through 2010 for improvements at Ryan Park. The project cost estimate is $550,000. Prior Lake, MN 55372-1714 RESOLUTION 07 -xx A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING STAFF TO ADVERTISE FOR BIDS FOR ATHLETIC FIELD LIGHTING AT RYAN PARK Motion By: Second By: WHEREAS, The Park Athletic and Recreation (PAR) Task Force has rated utilization and improved capacity of existing resources and athletic fields as a top priority; and WHEREAS, On October 2, 2006, the City Council directed staff to request that the PAC implement a process and timeline for the installation of baseball field lighting in Ryan Park; and WHEREAS, On November 1, 2006, the PAC did implement said timeline and began the process with a neighborhood meeting; and WHEREAS, On November 13, 2006, the PAC reviewed the meeting comments and formally recommended that the City proceed with the lighting project; and WHEREAS, On December 4, 2006, the City Council authorized the lighting project and requests for proposals for an electrical engineer and to prepare plans and specifications; and WHEREAS, On January 2,2007, City Council authorized the execution a contract for professional services with Wunderlich-Malec Engineering; and NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. City staff is authorized to advertise for bids for Ryan Park Athletic Field Lighting. 3. The estimated cost for the lighting project is $550,000 and the funding source is the Parks portion of the Capital Improvement Program (CIP). PASSED AND ADOPTED THIS 5TH DAY OF MARCH 2007.
