CONSTRUCTION PROJECTS AND 2) ACCEPTING PROPOSALS AND
AUTHORIZING STORK TWIN CITY TESTING TO PROVIDE CONSTRUCTION
TESTING FOR 2007 CONSTRUCTION PROJECTS
Introduction
The purpose of this agenda item is to accept the proposals for professional
services related to construction staking and construction testing for the 2007
construction projects.
Historv
The City of Prior Lake is working with the Scott County Highway Department on
three county roadway projects within the City of Prior Lake scheduled for
construction in 2007. These projects include: County Road 82 from County
Road 21 to County Road 17, County Road 21 from Adelmann to Franklin, and
County Road 12 from Trunk Highway 13 to Pheasant Meadow Lane.
In anticipation of these projects the City of Prior Lake must provide construction
staking and construction testing for these projects.
Additionally the City may require construction staking and testing services for
the Ida Circle and Industrial Park projects should the Council decide to proceed.
Current Circumstances
The County Road 82 project has already begun construction. The
improvements at County Road 21 and County Road 82 have been completed.
Construction in 2007 will likely commence in April with construction west of
County Road 21 proceeding toward County Road 17. Construction staking and
testing is needed for the City utility portion of the project.
The County Road 21 project from Adelmann Street to Franklin Trail requires
additional City Council actions including the resolution approving the
Cooperative Agreement with the County. This is an important City project.
Construction staking and testing is needed for the City utility portion of the
project.
The County Road 12 I Trunk Highway 13 project from Trunk Highway 13 to
Pheasant Meadow Lane requires additional City Council actions including the
Public Hearing and a resolution accepting the Cooperative Agreement with the
County. Construction staking and testing is needed for the City utility portion of
the project.

Construction Staking
Staff has requested proposals from three firms for construction staking they
include: Bolton and Menk, WSB and Associates, and MFRA. Each of these
firms has a positive history of construction staking for the City of Prior Lake.
The bids received by these firms are tabulated below:

The proposals received were each analyzed and City Staff is recommending
that MFRA perform the 2007 construction staking for the City of Prior Lake.
While MFRA quotes the highest cost per hour, the number of hours quoted to
complete the job is the lowest. MFRA recently performed the construction
staking for the 2005 Street Improvement Project. At times, construction
necessitates re-staking. Because the amount of re-staking can not be
determined, any re-staking will be performed at the hourly rate listed above.
This could increase the cost to a total that exceeds the base price. On the 2005
Improvement project, re-staking accounted for an additional 15% of the base
price, which is typical for previous reconstruction projects.
Construction Testing
Staff has requested proposals from three firms for construction testing they
include: American Engineering Testing, Stork Twin City Testing, and McGhie
and Betts. Each of these firms has a history of construction testing in Prior
Lake. The bids received by these firms very competitive with the base price
being essentially equal. The results are tabulated below:

Testing
The proposals received were each analyzed and City Staff is recommending
that Stork Twin City Testing be selected to perform the 2007 construction
testing for the City of Prior Lake. While the base price is not the low price for
the work currently scheduled in 2007, the unit price analysis shows that Stork
Twin City Testing would provide the best overall price should the City Council
approve the Welcome Avenue and Ida Circle Projects. Stork Twin City Testing
recently performed the construction testing for the 2005 Street Improvement
project.
ISSUES:
Staking and testing services for a grouping of projects allows the City to receive
value for the services provided. The County Road project plans are nearly
complete and will allow the proposing company to give pricing for those
projects. The City would also ask for hourly pricing for those projects which
mayor may not move forward.
Construction staking must be done by or under the supervision of a registered
land surveyor and thus qualifies as a professional service. The City of Prior
Lake is not equipped or licensed to perform construction staking and testing for
these projects.
FINANCIAL
IMPACT:
The staking and testing for the County Road projects will be funded through the
Trunk and Utility Funds. The staking and testing for the Ida Circle and
Welcome Avenue would be part of the indirect costs for those projects and a
part of the assessment.
ALTERNATIVES:
The alternatives are as follows:
1. Approve two resolutions (1) accepting proposals and authorizing the Mayor
and City Manager to execute the City's Standardized Contract for
Professional Services with MFRA for 2007 construction staking. (2)
accepting proposals and authorizing the Mayor and City Manager to execute
the City's Standardized Contract for Professional Services with Stork Twin
City Testing for 2007 construction testing services.
2. Table the Resolution for a specific reason.
3. Deny the Resolution.
Alternative # 1
RESOLUTION AUTHORIZING MCCOMBS FRANK ROOS AND ASSOCIATES TO PROVIDE
CONSTRUCTION STAKING SERVICES FOR 2007 CONSTRUCTION PROJECTS

WHEREAS, Staking is a necessary service needed to properly install City infrastructure; and,
WHEREAS, Construction staking is needed for the following projects: County Road 82, County
Road 21 from Adelmann to Franklin, and County Road 12 from Trunk Highway 13 to
Pheasant Meadow Lane, and Ida Circle; and,
WHEREAS, The City cannot cost effectively provide these services at its current staffing level.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are authorized to execute the City's Standardized Professional
Services Agreement on behalf of the City.
3. McCombs Frank Roos and Associates is hereby authorized to provide Construction Staking
Services for the 2007 construction projects for a base price in the amount of $19,900.00 and an
hourly rate of $190/hour for a three person crew.
4. Funding for these engineering services will be drawn from the Trunk and Utility Funds.
