INTRODUCTION: Minnesota Statutes provides that all proposed capital improvements
be reviewed by the Planning Commission for consistency with the Comprehensive Plan.
Attached is a draft of the proposed 2008-2012 Capital Improvement Program (CIP). The
summary describes the CIP process and the funding sources available to the City and
expected to be used in paying for the individual projects. The budget for the projects
within the 5 year CIP totals 51.1 million dollars.
DISCUSSION: There are several significant projects included in the CIP. Two of the
most significant projects are the City's share of the CSAH 21 and CSAH 12 projects
(2010) and the CSAH 42 project (2011). These two projects along account for 22.79
million dollars. The extension of Stemmer Ridge Road, along with trunk sanitary sewer,
from its current end to CSAH 82 is scheduled for 2008 and 2009. This extension is
necessary to provide services to the Orderly Annexation area. The actual timing of this
extension will be determined by the development of the affected properties.
The CIP details the allocation of $400,000 for 800 megahertz radios. Scott County is the
lead agency in implementing this new technology, which allows for the integration of all
public safety departments to coordinate emergency-related activities. The City's cost is
confined to the purchase of 136 radios.
Activities scheduled in the City's park development over the next 5 years will include the
installation of play structures in new developments, including the Enclave at Cleary Lake,
Northwood Meadows and Stonebriar (2008). The developers have or will be escrowing
funds for the latter two parks. Picnic shelters will also be installed in the Enclave at
Cleary Lake and Northwood Meadows (2008). A new hockey rink in Lakefront Park is
also scheduled for 2008. In 2009, the City will install play structures and picnic shelters
in two Spring Lake Township parks, as required by the Orderly Annexation Agreement.
The CIP also includes the development of several trail systems throughout new
development areas. The CIP also schedules athletic field complex improvements for
2010. This is a reflection of the Parks, Athletic, and Recreation Taskforce (PAR)
recommendations to meet the recreation needs of Prior Lake and adjacent communities.

The scheduled improvements reqUIre a referendum that has not been approved or
scheduled by the City Council.
As in previous year's, the CIP continues to plan ongoing improvements to the City's
parks and street paving and reconstruction projects. Projects maintaining the City's sewer
and water infrastructure are also scheduled throughout the five-year scope of the plan.
Most noteworthy are the addition of trunk water line in Itasca Avenue (2008), an
improvement required as part of the Water Treatment Plant, and Well #11 that will be
brought on-line in 2010 to assist in meeting the City's demand for water supply.
The Planning Commission's function is to review the proposed projects, determine
whether they make sense from the perspective of the Comprehensive Plan and make
specific recommendations about specific projects in the CIP or about projects not in the
current CIP which the Commission feels would better achieve Comprehensive Plan goals.
The Commission does not need to feel constrained to restrict its consideration only to
those projects contained in the proposed CIP.
Any recommendation for changes to the CIP should indicate which particular goal or
policy in the Comprehensive Plan is being advanced by the recommended project. The
thing to keep in mind is that all projects are competing for a limited amount of money and
the CIP is limited to those projects with the highest priority. Please give this your careful
consideration.
ACTION REOUIRED: Motion and second to recommend changes to the draft CIP as
the Commission determines.
