Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: APRIL 2, 2007 5C AL FRIEDGES, PARKS & FLEET SUPERVISOR AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE ASBESTOS REMOVAL AND THE DEMOLITION OF THE HERITAGE FARMSTEAD FARMHOUSE DISCUSSION: Introduction The purpose of this agenda report is to authorize staff to demolish the Heritage Farmstead Farmhouse. Historv On September 5,2006, the City Council adopted Resolution 06-166 approving the Master Plan for Heritage Farmstead. Elements of this plan include the preservation of ruins of the existing farmhouse, placement and restoration of a barn on the site for community events, historic farm equipment, an orchard, structural soil turf grass parking lot, community gardens, a pond skating rink with warming house and a series of paths connecting Downtown and Lakefront Park to the Heritage Farmstead. Late last year, staff requested Council authority to acquire, move and reconstruct a barn on the Heritage Farmstead site. At the February 5, 2007, City Council meeting, staff presented a report on the condition of the existing farmhouse. It was decided that due to the structural problems with the house and safety concerns that complete demolition of the structure would be the best measure for the safety of the public. If a "ruins" were to be constructed, it could be accomplished at some future date. Additionally, staff was directed to conduct an asbestos and lead paint assessment on the house. Current Circumstances Environmental Demolition Inspections and Consulting, Inc. was hired to perform the asbestos and lead paint assessment audit for the Heritage Farmstead Farmhouse at a cost of $500. Upon completion of the inspection, there were 108 square feet of floor tile containing asbestos in the entrance to the kitchen and 30 square feet of asbestos tape on the furnace and heating ducts. No lead paint was found. Conclusion Staff received two quotes for the asbestos removal and disposal. Prior to demolition, asbestos abatement must be completed. During the demolition process, bricks from the house will be salvaged to create some type of ruins of the homestead at a later date. The bricks which are salvaged from the house can be stored in the Quonset building on the farmstead. The total removal of the house would alleviate any potential safety hazards to the public and give Council time to consider future plans. FINANCIAL IMPACT: The total cost of the demolition includes the following: Asbestos/lead paint assessment Asbestos removal and disposal Debris removal/equipment rental Staff time (4 days x 2 people) Total Cost $ 500 $1,100 $6,500 $1 .600 $9,700 There is no budget item in the 2007 budget for this work. The funding source for the demolition will be the contingency fund. Funds are available in contingency to fund the removal of the house in the amount of $8,100. Staff costs would be drawn from the 2007 general fund budget in the amount of $1,600. ALTERNATIVES: 1. Approve a resolution authorizing staff to hire Dennis Environmental Operations for asbestos removal and authorize staff to demolish the Heritage Farmstead farmhouse for a total cost not to exceed $8,100.00. 2. Table this agenda for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. RECOMMENDED MOTION: Alternative #1. R:\Council\Agenda Reports\2007\04 02 07\demo of heritage farmstead farmhouse agenda.doc Motion By: Second By: WHEREAS, The City's 2030 Vision and Strategic Plan provides that the City encourage appreciation of our community's history and small town values; and WHEREAS, The City has purchased a 15-acre parcel next to Lakefront Park which has been a historic farmstead within the City; and WHEREAS, At the June 6,2005, City Council Meeting, the City's Building Official gave a report on the condition of the farmhouse; and WHEREAS, At the September 5,2006, City Council Meeting, the City Council adopted Resolution 06- 166 approving the Master Plan for Heritage Farmstead; and WHEREAS, Part of the Master Plan identified deconstructing the farmhouse to a "ruins"; and WHEREAS, Due to the structural condition of the Heritage Farmstead farmhouse, staff recommends the total removal of the house; and WHEREAS, The total cost to demolish and remove the farmhouse including asbestos removal will not exceed $8,100. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. City staff is authorized to spend an amount not to exceed $8,100 for the asbestos removal and demolition of the farmhouse. 3. Funding for asbestos removal and disposal and demolition shall come from the 2007 contingency fund. PASSED AND ADOPTED THIS 2ND DAY OF APRIL 2007.
