CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE
OF AN ALL UTILITY VEHICLE, STUMP GRINDER AND AN ELECTRIC
SCISSOR LIFT
Introduction
The purpose of this agenda item is to authorize the purchase of one utility
vehicle, stump grinder and an electric scissor lift.
Historv
Yearly, as part of the Capital Improvement Program (CIP), the City adopts an
Equipment Replacement Fund and Matrix. The purpose of the Equipment Matrix
is to identify and budget for equipment and vehicles that need replacement due
to age or wear, or for additional equipment which needs to be purchased due to
growth. All equipment identified in the matrix is subject to Council approval. The
matrix identifies $19,096 for a utility vehicle and $16,974 for a stump grinder.
Additionally, there is $29,000 identified for a fork lift.
Current Circumstances
Utility Vehicle
Currently, the Parks Maintenance Division of Public Works utilizes four utility
vehicles in the fleet:
1. A 1998 Cushman Truckster Field Line Striper
This piece of equipment is equipped with a field line striper designed for
applying liquid line marking paint on football, soccer, baseball and softball
fields.
2. A 2003 Cushman Truckster Herbicide Sprayer
This vehicle is designed for applying herbicides and chemicals for turf
management and weed control. This sprayer can be calibrated for precise
herbicide distribution and contact.
3. A 2003 Cushman Truckster Field Groomer
This utility vehicle is equipped with a field drag for grooming aglime infields.
Staff also utilizes this piece of equipment for all aspects of field maintenance
(i.e. hauling field chalking equipment, edging, hauling aglime for top dressing,
etc).
4. 2005 Cushman Truckster
This utility vehicle is equipped with a 150 gallon poly tank, pump and hose
reel for watering plant materials and hanging baskets throughout the City
park system, public facilities and downtown plantings. This vehicle is utilized
for watering purposes 8 hours per day and weekends as well. Because of

Because of the onboard tank and long hours of usage, this equipment is not
convertible for other purposes.
The utility vehicle that staff is proposing to add to the fleet will be utilized by the
landscape crew for weeding, mulching, hauling and planting flowers and plant
material, pruning, trimming and general maintenance and clean up around the
City's facilities. This year in particular the vehicle will assist for all downtown
plantings, existing and new rain gardens (more than 1,000 plants), the police
station and city hall properties in addition to many park entrances and monument
signage.
As with all the utility vehicles, these are critical pieces of equipment for park
maintenance operations and employee transportation throughout the summer
months.
There is $19,096 identified for the purchase of a utility vehicle.
Stump Grinder
With the increase of dutch elm and oak wilt disease in City parks and boulevards
and the need to remove stumps and roots along the trail system, City staff is
requesting the purchase of a stump grinder.
In the past, the City has hired out stump removal operations. Because of the
cost, City staff has limited stump removals to areas around high-use parks only.
Stumps remaining in the park system and along trail corridors are restricting
mowing operations, are unsafe, unsightly and do not comply with the City's
shade tree disease program.
Currently, staff estimates that approximately 400-500 stumps should be removed.
The cost to hire out stump grinding and removals is $3.00 per inch. (Example-
20" diameter stump is $60.00) This does not include clean up or backfilling the
hole. Assuming 500 stumps at an average diameter of 8" each and a charge of
$3.00 per inch, the cost to contract for this grinding would be $12,000.
Lastly, in order to combat tree disease removals in a timely fashion and remove
hazardous stumps, the stump grinder is designed to achieve these duties.
There is $16,974 identified for the purchase of a stump grinder.
Electric Lift
There was $29,000 identified in the 2006 Equipment Matrix for the purchase of a
fork lift. Since that time, staff decided to conduct more research as to whether or
not a fork lift was a justifiable purchase of equipment.
In order for City maintenance staff to safely perform maintenance functions in
high areas of public buildings, it was decided that an electric lift would be safer
and more effective and economical. The proposed lift has the capabilities to
extend 25 feet high, is equipped with safety railing around the work platform and
has the maneuverability to be utilized indoors.

The electric lift would be utilized for changing light bulbs and ballasts, cleaning,
painting, installing equipment, sprinkler maintenance and inspections, etc.
Currently the City is prohibited from completing many of these activities without
rental of a lift. The Maintenance Center, Lakefront Park pavilion, Fire Station,
Police Station and City Hall all have ceilings that require a lift for safe
maintenance access. The proposed Water Treatment Facility and Fire Station
#2 will also require use of this equipment. Currently the City pays $133 for City
rental and $250 per occurrence for rental by the mechanical contractor. Just to
complete the minimum maintenance activities listed above, staff estimates an
annual cost of $5,000 to $6,000 for lift rental.
ISSUES:
The City of Prior Lake has been making strong efforts to develop and maintain
City property, parks and play fields in an environmentally responsible and
aesthetically pleasing manner.
With the completion of Phase I Downtown Streetscape Improvement Project
(Phase II on the horizon), the new City Hall and Police Station and the future
proposed Fire Station and Water Treatment Facility, an additional utility vehicle is
needed to perform landscape operations. This piece of equipment would be
compact, versatile and light enough to perform these functions. The stump
grinder entails a one year return on investment. The electric lift is needed to
perform the necessary maintenance tasks to keep public buildings operating to
their fullest potential and will have a three year or less return on investment.
FINANCIAL
IMPACT:
There is $19,096 identified for a utility vehicle, $16,974 for a stump grinder, and
$29,000 for a fork lift in the equipment matrix and CIP. Staff proposes to utilize
the new loader with forks to replace the fork lift. It has therefore been eliminated
from the matrix. Staff recommends use of that funding for a much needed
electric lift. The funding source is identified as the Revolving Equipment Fund.

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. Staff is directed to place an order with
~ Lano Equipment for one 2007 Kubota utility vehicle for a total amount not to exceed $19,122.01
~ Trenchers Plus for one 2007 Rayco stump grinder for a total amount not to exceed $16,422.30
and
~ Road Machinery for one 2007 JLG electric lift for a total amount not to exceed $14,257.16.
3. Funds for these purchases shall be drawn from the Equipment Fund.
