SPECIFICATIONS AND AUTHORIZING STAFF TO ADVERTISE FOR BIDS
FOR WATER SYSTEM IMPROVEMENTS
DISCUSSION:
Introduction
The purpose of this agenda item is for the Council to approve plans and
specifications and authorize staff to advertise for bids for water system
improvements.
Historv
As part of the 2004 Comprehensive Water System Plan, improvements to the
Wilds Ridge watermain were recommended for improved operation of the
Wilds Booster Station and improved water quality in the Wilds service area.
The 2007 Capital Improvement Program (CIP) identifies this improvement for
construction.
Due to the topography of the Prior Lake community, the City water system is
currently operated with three different pressure zones. Current water system
operation in the Wilds requires staff to bypass water back into the tower
pressure system with the use of a sixteen-inch valve for throttling purposes
and the closing of an eight-inch valve on Wilds Ridge, creating two dead-end
watermains. These are not good water distribution operational practices as
they limit staff's ability to provide quality water and require constant monitoring
and manual operation by staff.
Reducing and I or improving the Wilds booster station service area will allow
the booster station to operate more efficiently, thereby reducing stagnant water
calls. This is advantageous as it provides better flow and more consistent
water pressure to the Wilds area.
On March 5, 2007, the City Council authorized City staff to prepare plans and
specifications for water system improvements.
Current Circumstances
Staff met with Advanced Engineering and Environmental Services (AE2S) and
reviewed the current water model for the best alternative improvements with
relation to the Wilds booster station operation and water quality. The best
alternatives are to install two bypass pressure reducing manholes, one in
Wilds Ridge, and one on County Road 42. These structures will allow staff to
control water flow from the booster station service area to the tower pressure
zone and eliminate two dead-end watermain situations.

Additionally, work will be completed at the intersection of Franklin Trail and
Franklin Circle to improve flow restriction issues.
ISSUES:
The improvements to the water system will help with water system operation,
water flow and water quality. The water improvement on Wilds Ridge is a
priority before the street overlay project.
FINANCIAL
IMPACT:
The amount of $50,000 is identified in the Capital Improvement Program for
this project and is designated from the Trunk Reserve Fund.

1, Approve a resolution approving plans and specifications and authorizing
staff to advertise for bids for the water system improvements.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING STAFF TO
ADVERTISE FOR BIDS FOR WATER SYSTEM IMPROVEMENTS

WHEREAS, Improvements for the water distribution system are identified as part of the 2004
Comprehensive Water System Plan and the 2007 Capital Improvement Program; and
WHEREAS, Staff identified the improvements to coincide with the street overlay improvements
scheduled for the summer of 2007; and
WHEREAS, The improvements will improve water system operation, water flow and water quality;
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City staff is hereby authorized to advertise for bids for water system improvements.
3. The funding source is the Trunk Reserve Fund as identified in the Capital Improvement Program.
PASSED AND ADOPTED THIS 16TH DAY OF APRIL 2007.
