HomeMy WebLinkAbout9C - 2007 Kubota Utility Vehicle Purchase MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: APRIL 16, 2007 9C AL FRIEDGES, PARKS & FLEET SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF ONE 2007 KUBOTA UTILITY VEHICLE Introduction The purpose of this agenda item is to authorize the purchase of one utility vehicle. Historv At the April 2, 2007, City Council meeting, staff was seeking authorization to purchase one Kubota RTV1100 utility vehicle with a 24.8 horse power diesel engine. With the increase in public awareness of emissions and the environment, Council directed staff to research the possibility of purchasing an electric-operated utility vehicle rather than diesel powered. As discussed at the April 2,2007, City Council meeting, the proposed utility vehicle will be utilized primarily by the landscape crews for weeding, mulching, hauling compost and black dirt, planting flowers and other plant materials, pruning, trimming and general maintenance and clean-up around the City's facilities. This year in particular, the vehicle will assist for all downtown plantings, existing and new rain water gardens, and the new City Hall and Police Station properties in addition to many park landscape maintenance activities. As with all the City-owned utility vehicles, these are critical pieces of equipment for park maintenance operations and employee transportation throughout the summer months. Current Circumstances Staff contacted Cushman Motors to solicit information on electric utility vehicles. The following table compares an electric E-Ride utility vehicle and the Kubota RTV1100 that staff proposed at the April 2, 2007, City Council meeting. There is no available information on the distance this vehicle will travel under a load or the work conditions that it will be subject to while being utilized for its intended use. The vehicle is not four-wheel drive. Four-wheel drive is beneficial when hauling loads on turf or dirt surfaces. Additionally, an electric vehicle is not offered with hydraulics for a dump box. This further restricts the maintenance tasks that staff can utilize this piece of equipment for while performing landscape functions. Staff feels that protecting our environment is an important consideration, but this electric utility vehicle will not perform the functions for which the City intends to it. As technology advances in electric operated vehicles, staff will continue to research them. Staff recommends the purchase of the Kubota RTV11 00 utility vehicle. There is $19,096 identified for one utility vehicle in the equipment matrix and Capital Improvement Program (CIP). Including tax, the low quote amount is $19,122.01 from Lano Equipment for the Kubota utility vehicle. 1. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Staff is directed to place an order with Lano Equipment for one 2007 Kubota utility vehicle for a total amount not to exceed $19,122.01. 3. Funds for these purchases shall be drawn from the Equipment Fund (410-45200-580). PASSED AND ADOPTED THIS 16TH DAY OF APRIL 2007.
