Home My WebLink About9E - 2007 Street Overlay Project MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT APRIL 16, 2007 9E CRAIG ELDRED, STREET AND UTILITIES SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION ACCEPTING BIDS AND AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED CONSTRUCTION CONTRACT FOR THE 2007 STREET OVERLAY PROJECT Introduction The purpose of this agenda item is to accept the bids and authorize the Mayor and City Manager to execute the City's Standardized Construction Contract with McNamara Contracting for the 2007 street overlays as identified in the 2007 Street Department portion of the General Fund Budget. Streets to be overlayed include the portions of Wilds Parkway, Wilds Ridge and Dakota/Arcadia described below. Historv On February 20,2007, the City Council approved a Resolution accepting plans and authorizing advertisement for bids for the 2007 Overlay Improvements. Staff utilizes a pavement management system for rating the condition of streets throughout the City. Staff then uses this system as a tool when identifying areas for maintenance and repair. To be eligible for an overlay the street must have concrete curb and gutter, storm sewer, and a sound sub base. The following street overlays have been identified by staff for construction in 2007: Route Wilds Parkwa Wilds Rid e Dakota Street/Arcadia Ave Dakota Street and Arcadia Avenue were temporarily patched as part of the Police Station / City Hall project. Permanent street restoration was intended to be completed as part of the City's annual overlay project. Current Circumstances Advertisements for bids were published in both the Prior Lake American and Construction Bulletin with bids due and opened on March 27,2007, at 11 :00 am. Staff received eight (8) bids for this project, which are listed in the chart below. As part of the bidding process, staff separated the Wilds area from the downtown area due to the type and amount of work to be performed. The City and staff have had previous successful projects with McNamara Contracting. ISSUES: The Arcadia AvenuelDakota intersection was added as a bid alternate. Accordingly, it cannot be completed independently from the other programmed improvements. Considering the price of petroleum and petroleum based products, we believe that the lob bid represents a good value to the Prior Lake taxpayer. FINANCIAL IMPACT: Funds for these projects will be drawn from the Street Department portion of the general fund budget, of which $150,000 has been allocated to cover the expenses for this project. ALTERNATIVES: 1. Approve a resolution accepting the bids and authorizing the Mayor and City Manager to execute the City's Standardized Construction Contract with McNa- mara Contracting for the selected street overlays. 2.
