HomeMy WebLinkAbout5E - AFB CR21 Street Lights MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: ISSUES: FINANCIAL IMPACT: CITY COUNCIL AGENDA REPORT MAY 7,2007 5E STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING ADVERTISEMENT FOR BID FOR REPLACEMENT OF CR 21 STREET LIGHTS AS PART OF THE CR 21 RECONSTRUCTION PROJECT Introduction The purpose of this agenda item is to authorize advertisement for bid for replacement of street lights along CR 21 as part of the CR 21 project. Historv The City of Prior Lake maintains street lights along CR 21 from Franklin Trail to east of Fish Point Road, The CR 21 project involves reconstruction of the roadway for improvement the of the roadway corridor along CR 21 for intersection improvements. Fifteen (15) of the City's Street lights will be removed as part of this project. These lights are wood and are more than 20 years old. Because the poles are wood they are degraded and can not be reused. Additionally the City will be installing 6 new street lights along the CR 21 trail between Fish Point Road and Adelmann Street. As part of the 2004 Downtown Street Reconstruction the City replaced streets lights on CR 21 and established a new lighting specification for this area. Current Circumstances The CR 21 Project will begin in June or July and it is important that the City move forward with the street light replacement to minimize costs to the City during construction. These lights need to be replaced to provide safety lighting for pedestrians and City street intersections. The lights will be the standard downtown style with 17 foot poles, but will not have City logos or stone bases. The existing light poles will be disposed of because they are wood and have degraded substantially. These poles can not be re-used and therefore must be replaced. The existing electrical was wire was direct buried which has resulted in shorting issues. Installation of street lights between Franklin Trail and Adelmann Street along the relocated trail as part of the project will provide enhanced pedestrian safety. CR 21 is the equivalent of the City's "Main Avenue". It is also likely to be the most heavily traveled roadway in the community. The CR 21 project calls for replacement of fifteen (15) street lights and addition of (6) lights for a total of twenty (21) lights. Installation of the lighting and required infrastructure is estimated to be approximately $130,000.00. www.cityofpriorlake.com Phone 952.447.9800 / Fax 952.447.4245 Funding for the street lights will come from the Street Oversize Fund. The new lights are required due to expansion of the roadway. This expansion is driven by increased traffic volumes due to new development. Funding for the Street Oversize Fund is derived from Development Fees collected from new developments. ALTERNATIVES: The alternatives are as follows: 1. Approve a resolution authorizing advertisement for bids for replacement of street lights on CR 21. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. RECOMMENDED MOTION: Staff recommends alternative number 1. Q A RESOLUTION AUTHORIZING ADVERTISEMENT FOR BID FOR REPLACEMENT OF COUNTY ROAD 21 STREET LIGHTS AS PART OF THE COUNTY ROAD 21 RECONSTRUCTION PROJECT Motion By: Second By: WHEREAS, The City Council previously approved the Design and Cooperative Agreement for the County Road 21 (CR 21) Reconstruction Project; and WHEREAS, Reconstruction of CR 21 includes improvements which impact the existing City street lights; and WHEREAS, The need for reconstruction of CR 21 is due to increased traffic volumes due new development; and WHEREAS, The street lights are necessary to provide pedestrian and intersection safety on CR 21; and WHEREAS, The current schedule for the project requires that the street lights be bid at this time. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Reconstruction and expansion of CR 21 is necessitated by new development and requires installation of new street lights. 3. Funding for the street lights shall come from the Street Oversize Fund.
