ANDERSON, DIRECTOR OF PUBLIC WORKS CONSIDER APPROVAL OF NORTH SHORE OAKS IMPROVEMENT PLANS AND SPECIFICATIONS AND CONSIDER APPROVAL OF RESOLUTION 90-30 JULY 2, 1990 The purpose of this item is to consider the approval of the plans and specifications for Project #90-13 and authorize the advertisement for bids. On April 16, 1990, the Council approved Resolution 90-22 ordering the preparation of plans and specifications for Project #90-13. Rieke, Carroll, Muller, Associates, Inc. (RCM) at the same meeting, was authorized to provide engineering professional services. If changes are requested beyond what Staff feels should be included in the plans, this item will be removed from the Consent Agenda and presented to the Council. The plans are available at the Public Works office for review and comment. An appropriate bid opening for Project #90-13 would be at 10:00 A.M. on July 30, 1990. The residents expressed, at the Public Hearing, a desire to be able to have an extension in time to connect to the sanitary sewer and water services. The current ordinance re9Uires connection within one year from the t1me that service is available. Since the project will not have service available until late fall of 1990, and connection during the winter is not desirable, Staff would consider May 15, 1991 as the date service is available. (612) 447-4230 / Fax (612) 447-4245 RECOMMENDATION: ALTERNATIVES: BUDGET IMPACT: ACTION REQUIRED: connections to be deferred until May 15, 1992 and should allow sufficient time to connect. This action is consistent with previous interpretation of the ordinance as a~plied to other projects. This would g1ve some residents a chance to delay their connection without changing our ordinance. If property owners have a failed septic system, they would be 9iven thirty (30) days to connect to the mun1cipal system. Many people are anxious to connect and probably will connect anyway to the municipal system this fall. Staff will incorporate the findings of the property owners and/or Council into the plans. Approval of Resolution 90-30 would be appropriate subject to Council direction. The alternatives are as follows: 1. Approve Staff's recommendation. 2. Table this item for a specific reason. 3. Deny the project. This project will be paid through special assessments and the Trunk Reserve Fund. Motion as part of the Consent Agenda to approve Resolution 90-30. HERITAGE 1891 COMMUNITY 1991 1RJ:5fJ./V 2Q91 RESOLUTION 90-30 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS ON NORTH SHORE OAKS (PROJECT 90-13) MOTIONED BY SECONDED BY WHEREAS, pursuant to Resolution 90-22, which adopted on April 16, 1990, the prepared plans and specifications of: the Cit~ Council City En91neer has for the 1mprovement 1. Hampton Street from Ferndale Avenue to Fisher Avenue, Ash Circle within the Third Addition to North Shore oaks, and Ferndale Avenue from the south plat line of the Third Addition to North Shore Oaks to the north plat line of the Second Addition to North Shore Oaks by the installation of sanitary sewer, watermain, storm sewer, concrete curb and gutter, bituminous surfacing, and appurtenant work, and has presented such plans and specifications to the Council for approval. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. Such plans and specifications, a copy of which is attached hereto and made a part of hereof, are hereby approved. 2. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, shall state that bids will be opened, and that all bids will be received by the City until 10:00 A.M. on July 30, 1990, at which time they will be publicly opened in the Council Chambers of the City Hall by the City Engineer. 4629 Dakota S1.
