On June 11, 1990 staff received a letter from Jan Ballard pro~osing to eliminate "No Parking" signs ad~acent to Outlot 1, Green Heights First Add1tion. The purpose would be to "help alleviate problems for McWillies and the neighborhood." On June 19, 1990 staff met with Jan Ballard to discuss the proposal. Ms. Ballard was advised to contact neighbors to discuss the removal of signs. If neighborhood support could be demonstrated, staff agreed to remove the signs, otherwise the signs would remain in place subject to Council appeal. Ms. Ballard has chosen to appeal her request to the City Council for consideration. A policy statement is on file with the City Manager which outlines the ~rocedure for post1ng no parking signs. TYP1cally streets twenty four feet in width are posted for no parking; streets twenty eight to thirty feet are posted no parkin9 on one side of the street and streets th1rty six feet wide are posted for parking on two sides of the street. Green Heights Trail and Dutch Avenue are 24 foot wide streets and have been posted for no parking as per the policy statement. In addition, there are 90 degree turns which are difficult to maneuver. The sharp curves coupled with parked vehicles concern staff from the perspective of the deliverance of emergency services to this neighborhood. A conditional use permit was issued to the restaurant in 1984. A letter from William Richards is on file stating concern for traffic safety adjacent to the restaurant. In addition, there have been problems in the past with illegal launching of boats on the property located to the east of McWillies. Residents have expressed concern about launching activities. staff would conclude that the concern expressed by the neighborhood coupled with the policy statement, provide the rationale for why the signs are posted today. Notice of this meeting and the request by Jan Ballard have been mailed to 26 residents who own property on Green Heights Trail, Dunkirk Avenue, Dutch Avenue and Roanoke street. The meeting notice requested that residents submit their opinions by attending the meeting or by written comments. 1. Approve the removal of "No Parking" signs as requested by Jan Ballard. In 1976 all "SlOfl Olildren" signs were removed as part of a Federal funding of a sign program. The theory is that all streets have children and caution nust be used on every street. By posting sane streets for "Slow O1ildren", one would be indicating that caution should be used on this street and other streets not posted have no children. Typically streets twenty four feet in width are posted for no parking, twenty eight to thirty feet wide parking one side, and thirty six feet wide posted for parking both sides. S'n:P SIGNS Stop signs are generally discouraged as the request is generally to slow traffic. Stop signs for this p.u-pose generally gives a false sense of security for allOfling children to play in the street. Stop signs are installed at intersections with higher vol\ll\es of traffic. CITY OF PRIOR LAKE PCLICi CXH:ERNIN3 ~ !DC r,m; Curb box lids are required to be flush with the surface of the ground at the time that the City Inspector inspects the water service installation fran the curb stop to a building and it must remain flush fran that day fotward. It is the property amers responsibility to raise any curb box of which the lid is not flush. In closing, we question '.mether this is a "reAsonable" exnansion, considering the fact th-'lt Big Cully's does, inescapably, sit within a neighborhood. PURPOSE OF HEARING: To consider a request by Jan Ballard of McWillies to remove "No Parking" street signs. SUBJECT SITE LOCATION: Green Heights Trail and Dutch Avenue adjacent to Outlot 1. REQUESTED ACTION: On June 11, 1990, Prior Lake City Staff received a request from Jan Ballard to remove No Parking Signs. It is Staff policy to place No Parking signs on narrow roads for safety and access pur~oses. However, signs may be removed 1f so requested by neighboring residents. The ~urpose of this hearing is to cons1der the request by Jan Ballard to remove existing "No Parking" signs along Green Height Trail and Dutch Avenue. Council would like to hear your o~inion on this matter prior to mak1ng its decision. If you desire to be heard in reference to this matter, you should attend this meeting.
