CONTINUE PUBLIC HEARING
JULY 16, 1990
Enivid Realty Corporation and Staff are
requesting preliminary and final plat approval
for "Enivid First Addition". The platting
process is a vital component in the Su~er
Valu development process. The plat is be1ng
filed under Section 6-3-1 of the Subdivision
Ordinance which allows smaller plats to obtain
both preliminary and final plat approval at
one hearing.
This item appeared before the City Council on
June 4, 1990, for consideration prior to the
hearing date. Attorner Glenn Kessel found a
flaw in the chain of t1tle of the property
involved in the plat. He recommended this
item be continued until the title problem
could be resolved. Since then, the problem
with the IDS propertr has been corrected along
with several other m1nor ones.
The Super Valu Development Project also calls
for the realignment of Duluth Avenue and Tower
street to form the beginning of the ring road
concept previously approved by the City
Council. The realignment will require the
vacation of a portion of Tower street (vacated
portion is indicated on the attached plat).
The vacation hearing is scheduled shortly
after the subdivision hearing to provide some
added insurance to the development process.
The improvements for Tower Street, Duluth
Avenue, and other public improvements, are
City initiated projects and will not require a
developers agreement. Park dedication is not
required since the property was platted
previously.
The realignment of Tower street will require
that Tower street addresses west of Duluth be
changed to a new street name. Staff suggests
$50.00 compensation be given to those families
or businesses inconvenienced by the change.
Also, for your information, all of Vine street
is proposed to be renamed to Tower Street for
purposes of continuity in the Brooksvil1e
Center Shopping District.

Approve the preliminary and final plat as
per attached exhibit. Also authorize
staff to compensate those homeowners and
businesses whose address will be changed
as a result of the realignment of Tower
street. The recommended compensation is
$50.00 per address.
2. Continue the Public Hearing for more
information.
