UNMACHT, CITY MANAGER CONSIDER APPROVAL OF WORKING COMMITTEE WITH PRIOR LAKE/SAVAGE AREA SCHOOL DISTRICT AUGUST 6, 1990 The purpose of this item is to consider the formation of a working committee between the City of Prior Lake and Independent School District #719. The working committee concept is an outgrowth of a joint meeting which was held in June between the City Council and the School Board. Please recall, that on July 2, 1990 a Resolution of Cooperation and Support was adopted between both the city Council and the School Board. The basis for the working committee by Superintendent, Les Sonnabend Manager, Dave Unmacht is as follows: The working committee will consist of a group of three people each, from the City School. The suggested members include: Board Chair, Business Manager Superintendent from the School District; the Mayor, Director of Finance and Manager from the City. as outlined and City core and The and and City The makeup of the committee would provide for three facets of each organization: POlicy, Administration and Finance/Technical. A ~roposed bi-monthly meeting schedule is env1sioned, with each unit hosting meetings on an alternate basis. (This would allow us to meet two to three times before the next joint meeting of the Council and School Board sometime early next year.) Members of the core working committee would always remain the same, however, when issues relating to other areas of both the City and School are discussed, other "job alikes" would be able to serve on a temporary basis on the committee to assist in making recommendations 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph. An example might be Community Education Director and Parks and Recreation Director or Parks Supervisor and a like position with the School District. The ~roposed working committee will J?rovide stability 1n membership, plus allow suffic1ent flexibility to receive input from affected positions on an "as needed" basis. School Superintendent, Les Sonnabend, has informed staff that the Board has agreed to this committee proposal. Staff believes that the formation of a working committee is essential to continue the open and positive communication with the School District. Superintendent Sonnabend and City Manager Unmacht could brainstorm initial topics, select a time and date and bring the group together for a proposed meeting in August or early September. RECOMMENDATION: Staff recommends that the city Council approve this working committee concept. Staff believes that this idea is a good beginning point to further the purpose of the working committee. If this type of committee structure is not successful, our strategy can always be changed as we go along. ALTERNATIVES: The alternatives are as follows: l. Adopt the proposed working committee concept as recommended. 2. Amend the proposed working committee concept to be initiated pending School Board approval. 3. Do not adopt the working committee concept and table this action for a specific reason. ACTION REQUIRED:Motion to adopt the working committee is in order.
