ANDERSON, DIRECTOR OF PUBLIC WORKS CONSIDER MANITOU ROAD CIVIL DEFENSE SIREN LOCATION APPEAL SUBMITTED BY ED MALONE AUGUST 6, 1990 The purpose of this Agenda item is to provide the Manitou Road property owners a forum to appeal the location of the civil defense siren to be located in their neighborhood. To date, in an effort to work with the neighbors, the siren has not been erected. On January 16, 1990, the City Council approved the Bid Award for the installation of three sirens. As part of the Agenda, Manitou Road was chosen as one of the siren sites. Raspberry Ridge Park was looked at as an alternative to Manitou Road, but not implemented. During the placement of the sirens, the residents on Manitou Road requested that the siren on Manitou Road not be installed. Staff met with the residents at a neighborhood meeting, and with representatives on different occasions, in an attempt to resolve the issue. The Manitou Road residents have suggested that the siren be installed in a different location. Enclosed please find a letter outlining the neighbors' concerns as identified by Ed Malone. City staff investigated alternative locations. A decibel meter was utilized by staff to estimate the coverage provided by the sirens installed this spring. The purpose of this test was to determine how far the sirens can be moved and still provide adequate coverage to all properties. 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph. (612) 447-4230 / Fax (612) 447-4245 As a result of the test, staff provided a 1700' lineal area along Manitou Road where the siren could be erected and still provide coverage. staff met with the residents to propose the alternative locations, but no new sites were chosen. Staff believes that there are sites on Manitou Road within the acceptable area that will be an aesthetic improvement upon the original proposed location. However, these new sites will obviously impact other residents. staff will discuss this at the meeting. Currently, the siren at Manitou Road is on its side, ready to be installed. sirens in the Sand Point and Island neighborhoods have been erected, and the has received no complaints since they been installed. lying The View city have DISCUSSION: The neighborhood has requested that the siren be placed in Raspberry Ridge Park (reference letter from Ed Malone.) Staff has researched the placement of the siren in the Raspberry Ridge Park. The additional cost to place the siren in the park is $6,800.00 above the cost to install it on Manitou Road. An access road would have to be installed from CSAH 21 through 500 feet of woods and continue easterly to the high area of the park. Power would be extended from CSAH 21. The park location would provide a little better service area to the west but the advantage of the additional service area is offset by future maintenance costs to maintain the service road. Ed Malone's letter indicates this site provides an elevation advantage by being thirty (30) feet above Manitou Road. The actual elevation of the hi9hest point is eighteen (l8) feet above the s1te on Manitou Road, and the location chosen in the ~ark would be six (6) feet higher than Man1tou Road. Any higher elevation would be of no advantage. The access road would require 500 feet of tree removal from CSAH 21, and would be vastly different than the proposed RasJ?berry Ridge Trail system according to B1l1 Mangan, Director of Parks and Recreation. The trail created as a result of the siren would not be consistent with the proposed trail identified in the Park Comprehensive Plan, and would ALTERNATIVES: certainly have a low priority for funding compared to Lakefront Park trails. Creation of a trail for the siren in this area is not consistent with the reason this area was dedicated as part of the Raspberry Ridge Park. Another point raised in the letter is the loss of tax revenue from a devaluation of properties in the neighborhood. In a phone conversation with LeRoy Arnoldi on July 31, he stated that the value of a house for tax purposes does not change whether a siren is located there or not. Initially, Ed Malone indicated that he would ask the residents if they would be willin9 to ~ay the additional $6,800.00 to have the S1ren 1n Raspberry Ridge Park. The residents are not willing to pay to have the siren moved. Alternative #2 which Ed Malone has addressed is too far from Beach Street to provide coverage and the highest area along CSAH 2l is nearly 40 feet below Manitou Road. From an elevation stand point, this area is not acceptable to provide coverage. Staff recognizes that siren placement is not an exact science; however, based uJ?on known factors and actual tests the locat1ons that will provide siren coverage are along Manitou Road and in Raspberry Ridge Park. Staff did provide an area along Manitou Road, seventeen-hundred feet in length, where the siren could be placed. No location on Manitou Road is acceptable to the residents. Staff will take additional readings on August l, 1990 along with Ed Malone as noted in his letter. At this point, staff and the residents are at an impasse and the issue is being placed on the Council Agenda for resolution. The alternatives are as follows: 1. Construct the sirens at the location previously approved by the Council, or in the area along Manitou Road which Staff has indicated as an acceptable location. Any other location along Manitou Road would require the adjacent ~roperty owners concurrence. There 1S no concurrence at this point. RECOMMENDATION: BUDGET IMPACT: ACTION REQUIRED: 2. Construct the siren in Raspberry Ridge Park and increase the cost of the siren installation from $12,500.00 to $l9,300.00. The additional amount would have to be paid from the contingency Fund. 3. Do not provide siren coverage by not installing the siren. This 1S not an acceptable solution. staff recommendation is that placement along Manitou Road is interest of the public, for reasons: the siren in the best the fOllowing 1. Nearly the same coverage is provided as the Raspberry Ridge coverage. The coverage difference does not warrant an additional expense for the construction. 2. The expenditures of $12,500.00 versus $19,300.00. 3. The sirens at Sand Point and Island view are erected and no complaints have been received to date. 4. Property values will not decrease as a result of the siren placement. The budget would not be impacted if the siren remains at the designated location. The action required varies depending on the Council's action. As the designated representative of the Manitou Road neighborhood, I am writing you this letter to formally elpress our opposition to the location proposed by the City of Prior Lake. We feel the installation along Manitou Road would detract significantly from the natural bueaty of the area and ,also, would adversely affect property values. The long term effect of this, assuming periodic turnover of properties, would be a reduced level of property tal revenue to the City. In view of the above, we are pleased to offer two alternatives which we believe satisfy the city's objective of providing adequate weather warning for the citizens of Prior Lake at a reasonable cost. These alternatives are discussed in the following paragraphs and a map is attacbed for reference. Alternative I This site (shown as green on attached map) is located in the conservation area off County Road 21. This site provides the advantages of being the highest elevation in the area (30 feet above the Manitou site) and the siren would not materially affect the aesthetics of this area. Better coverage would be provided by this site for the homes and farms to the north and west. We understand that using this site would require an additional elpenditrure of $6800 to provide an access road and electrical service. We feel this eIpense should be borne by the City and we feel this is justified for the following reasons. A portion of this cost can be covered by the parks department budget due to their plans for developing hiking and biking uails in this area. The remainder of the cost can be justified based on the retention of stable and/or increasing tal revenues from the Manitou Road neighborhood. Alternative 2 Site 2 (shown as blue on the attacched map) is located on County Road 21. The advantage of this site is that no additional cost would be involved and there would be better coverage to the north and west. However, a portion of the Chatonka Beach area would fall outside of coverage circles as defined by the city. It is our opinion that this area may be covered by an elisting siren, and as a matter of interest , I am gOing to take sound level readings in the Chatonka neighborhood during the Wednesday, August I, 1990 siren test. I will be pleased to share this data with the City. We appreciate your cooperation in working with us to resolve this situation and look forward to the installation of the siren at one of the proposed alternative sites.
