HomeMy WebLinkAbout3H - Scott County Assessment Agreement CONSENT AGENDA: REQUESTED BY : SUBJECT MATTER: DATE: Introduction: BACKGROUND: DISCUSSION: ALTERNATIVES: HERITAGE 1891 COMMUNITY 1991 2Q91 WJsrJ-% 3 (h) RALPH TESCHNER, FINANCE DIRECTOR CONSIDER APPROVAL OF SCOTT COUNTY ASSESSMENT AGREEMENT AUGUST 20, 1990 Attached to the agenda report is an Assessment Agreement Between the City of Prior Lake and the County of Scott. The agreement stipulates that the Scott County Assessor's Office will provide assessment services for the purpose of determining market values which shall be utilized for calculating taxes annually. The proposal calls out for a two year agreement and the cost for these services is proposed to be $21,000.00 and $22,000.00 respectively for the years 1991 and 1992. The City of Prior Lake has annually maintained such an assessment agreement with the County since at least 1972. An excellent relationship between the property owners and the County has been developed over that time period as evident by the very few property value disputes encountered by the City while conducting its annual equalization hearings. Municipalities of our size have traditionally entered into such fee-for-service contracts because they have proven to be administrative and cost effective. There are approximately 5,000 parcels within the corporate boundaries of the City which translates into a charge of $4.20 per parcel. The agreement represents an increase of 9.0% above the current 1990 rate and a rise of 4.75% for the succeeding year's rate. However, the dollar amounts compare extremely favorable alongside neighboring jurisdictions and can be considered a bargain when considering that the actual costs for a full-time staff person for this position would be much more than the existing costs. The alternatives available to the Council are: 1. Approve existing agreement as submitted. 2. Authorize further negotiations to obtain a more favorable contract. 3. ASSESSMENT AGREEMENT BETWEEN THE CITY OF PRIOR LAKE AND THE COUNTY OF SCOTT THIS AGREEMENT is made and entered into by and between the City of Prior Lake and the County of Scott, State of Minnesota, this day of 19 WHEREAS, the City of Prior Lake wishes to enter into an agreement with the County of Scott to provide for the assessment of the property In said city by the County Assessor: and WHEREAS, it is the wish of said County to cooperate with said cIty to provIde for a fair and equitable assessment of property: NOW THEREFORE, IN CONSIDERATION OF THE MUTUAL COVENANTS HEREIN CONTAINED IT IS AGREED AS FOLLOWS: 1. That the city of Prior Lake which lies within the County of Scott and constitutes a separate assessment district, shall have its property assessed by the County Assessor of Scott County, for the assessment of the years 1991 and 1992. 2. In consideration for said assessment services, the City of Prior Lake hereby agrees to pay the County of Scott the sum of $21,000.00. such payment to be made to the County Treasurer on or before July 15. 1991: and $22.000.00, such payment to be made to the County TreasOII-el- on or before July 15. 1992. 3. In the event the boundary lines of the City of Prior Lake d,-e changed after January 1, 1991. then the additional parcels shall be assessed under this agreement. if approved mutually by Scott County and Prior Lake.
