CONSIDER APPROVAL OF FIRE HALL BUILDING REPAIR
CONTINGENCY EXPENDITURE
SEPTEMBER 4, 1990
The Fire Hall has sustained significant water
damage to the meeting room and also to
equipment fixtures attached along the west
wall. The request is for an appropriation in
an amount not to exceed $15,000.00, from the
1990 Contingency Fund to correct the problem.
During the past few years, water has been
leaking through the roof as well as through
the cement block walls. Attempts have been
made in the past to eliminate this problem
with no success. Corrective measures such as
caulking, sandblasting and painting have been
largely unsuccessful. As the caulkin9 dries
and cracks, the paint becomes susceptl.ble to
flaking.
The Department was hopeful these corrective
measures would prevent further deterioration.
In determining the cause for the leaking, it
was discovered that the problem was greater
than originally anticipated. Hence, this
request is being made to the Council.
Rain water has penetrated both the east and
west walls resulting in damage to the sheet
rock and paint. The roof must be repaired and
the outside walls are proposed to be stuccoed.
Bids were solicited from the following roofing
and plaster contractors:

The lowest qualified bid for the outside wall
renovation is Pat Sexe Plastering. However it
has not ~et been determined which roofing
company l.S acceptable due to warranty
guarantee terms.

RECOMMENDATION:
ACTION REQUIRED:
The Contingency balance is $85,282.00 with
approximately $40,000.00 reserved for earlier
local government aid (LGA) cutbacks by the
state of Minnesota. Therefore, $45,000.00 is
as yet unallocated.
As this constitutes an unforeseen emergency
and an appropriate utilization of the
Contingency, staff would recommend the Fire
Department proceed with their proposed action
plan alon9 with a Contingency expenditure
authorizatl.on of $15,000.00.
