OCTOBER l, 1990 Downtown merchants representin9 l8 merchants on Main Avenue signed a petitlon requesting a feasibility study to determine the im~rovement design and cost of a redevelopment proJect for Main Avenue. The petitions have been certified by staff as representing 41% of the front footage for the project area on Main Avenue (see the attached map and signed petitions). Resolution 90-41 declares the Adequacy of the Petition and orders preparation of the feasibility report. The purpose of this item is to request authorization for the preparation of the called out in Resolution 90-41. formal report The City Council identified downtown redevelopment as an important issue to be resolved in 1990. The Economic Development Committee, with the assistance of Bill Packer and several other key downtown business persons, organized an effort to determine whether a downtown redevelol(ment project would benefit the business climate ln Town Center, Prior Lake. Through a series of meetings, downtown property owners have been informed of the I(rocess and provided with rough costs and posslble design alternatives. Based on the information provided, signatures were received from 18 ~roperty owners representing 1069 feet of Maln Avenue. This footage represents 4l% of the front footage on Main Avenue. (612) 447-4230 / Fax (612) 447-4245 DISCUSSION: ALTERNATIVES: Considering that the City owns 28\ of the Main Avenue property (26\ if the sale goes through), the ~rivate property represented on this petitlon represents 58\ of the total private property. In other words, the support for the feasibility study is fairly strong. Property owners are interested in working with staff to identify redevelopment options. staff has suggested that the property owners be actively involved in the feasibilitf study so that all the alternatives are identlfied and considered. Staff sent the property owners a letter advising them of the proposed City Council action on October 1, 1990. A copy of the letter is attached for council review. If the project proceeds, property owners will be given written updates on the project and their input on design decisions requested. Once the design alternatives have been identified, and costs provided, the downtown property owners will be asked to support one alternative. At this point, the feasibility report will be completed and brought back to the Citr Council for pro~ect consideration. staff antlcipates comp1etlon of the study and ~resentation of the results to the City Council ln December. The City Council has the following alternatives: 1. Accept the petitions and approve Resolution 90-41 2. Deny the petitions and Resolution 90-4l for a specific reason. 3. Table Resolution 90-4l and direct staff to gather more information. RECOMMENDATION: Staff believes the project has support and encourages the City Council to authorize the feasibility study and adopt Resolution 90-41. The City of PrJ.or Lake has received signatures on a petition representing 40 percent of the Main Avenue property from Pleasant Street to County Road 44. The petition requests a feasibility study to determine the cost and design detail of a proposed improvement project. Prior Lake City staff would like to respond to the petition as promptly as possible. However, it appears there is some confusion as to the process and the work involved in the feasibility study. Prior to approaching the City Council with the petition we feel it is vitally important that you understand the process that ma~ begin with the petition being submitted to the City Council. ThlS letter has been composed to clarify the process and clearly identify the role of each party involved. AFTER YOU READ THIS LETTER, IF YOU HAVE ANY QUESTIONS ON THE PROPOSED IMPROVEMENT PROJECT FEASIBILITY STUDY, PLEASE CALL ME AT 447-4230. IT IS IMPORTANT THAT WE MAINTAIN OPEN COMMUNICATION. On Monday, October 1, 1990 the Citr Council will be presented with the petition. The City Councll meeting begins at 7:30 p.m., estimated discussion time on this issue is 7:45 ~.m. The petition requests that the City Council consider conductlng a feasibility study that will identify the cost and exact improvements to Main Avenue. If the City Council authorizes the feasibility study, the Prior Lake Engineering staff will begin the surveyin9 of the streets and sidewalks to get the exact data on WhlCh to explore improvement alternatives. Once the survey work is completed the staff will prepare one to three sketches of improvement and redevelopment alternatives. The alternatives will show (on a top view plan) sidewalk and street desiqns, lighting tfPe and location, landscaping design and location (landsca~ing lncludes tree plantings, benches, and trash receptacles). Clty staff will prepare cost estimates based on preliminary work. . Once the alternatives have been designed and cost estimates prepared, property owners on Main Avenue will be consulted to determine 1) if the alternatives meet the needs of the business, 4629 Dakota 51. 5.E., Prior Lake, Minnesota 55372 / Ph. Staff will take the comments and modify the plans based on the individual and group needs. A singular plan will be designed and again distributed for the property owner's review. Final modifications will be made and the detailed costs prepared. An informational meeting on the study will be held with all property owners prior to City Council discussion of the report. The design and costs will be presented in the feasibility study which will be discussed at a City Council meeting. Staff would like to complete the feasibility study by December. After this process, a public hearing for the project will be conducted. The property owners will have the ol(portunity to give their input as to the project at the PubllC Hearing. The Council will then determine if the project will proceed or not. Cooperation with property owners when reviewing the alternatives will expedite the process. As you can see the process is designed to interact very closely with the property owners and to reflect the needs and wants of the businesses and property affected.
