CONSIDER APPROVAL OF A RESOLUTION APPROVING COST
PARTICIPATION WITH THE CITY OF SAVAGE FOR THE 150TH
STREETITH 13 INTERSECTION STUDY
DISCUSSION:
Introduction
The purpose of this agenda item is to approve a resolution approving cost
participation with the City of Savage for the 150th StreetITH 13 Intersection
Study.
Historv
Prior the opening of the new Prior Lake High School located on 150th
Street the cities of Savage and Prior Lake participated in a turn lane pro-
ject with MnDOT at the 150th StreetITH 13 intersection. This project did
not address issues related to the approach of 150th Street to TH 13 on both
sides. The existing intersection splits the cities and needs to be reconfig-
ured to provide safer access to TH 13.
In 2006 both the Prior Lake and Savage City Councils included $35,000 in
their respective Capital Improvement Programs for the required intersec-
tion study. The inclusion of the funding was in response to on-going safety
concerns related to the use of the intersection by students and residents.
Current Circumstances
Based on the configuration of the existing intersection and potential issues
in Savage due to the proximity to the frontage road it was previously de-
termined that Savage would take the lead in initiating the study. Neither
the City of Prior Lake nor Savage have staff capable of producing the
needed traffic modeling, design and analysis required by MnDOT for this
study. For that reason a consultant is needed.
Savage solicited proposals for the work in April from six consultants and
awarded a contract on May 7,2007, pending a cost share resolution from
the City of Prior Lake. City Staff participated in the review of proposals by
Savage and concurred with their recommendation of selecting SEH as the
Project Consultant. SEH has previously completed studies for CR 21 and
is working on the CR 17 Study at this time in Prior Lake. City Staff has
been very satisfied with their performance and quality of work.
This study will also include layouts for the Oakland Beach/TH 13 and
Green Oaks /TH 13 intersections as MnDOT will require them prior to ap-
proving a layout for the 150th Street intersection as the function of TH 13 in
this area is dependant on all of these intersections. The Oakland
Beach/TH 13 intersection is a location of numerous complaints regarding
safety to the City.

ISSUES:
City Staff believes this is an important study that needs to be completed.
Even though MnDOT does not have plans to upgrade this section of TH 13
they do have cooperative agreement funds that can be leveraged for inter-
section improvements that benefit TH 13. This study will provide the
needed design and study to have potential access to these funds along
with estimated costs of participation for each City.
FINANCIAL
IMPACT:
The increases in traffic volume along TH 13 are due to growth and there-
fore the Street Oversize Fund is the appropriate source for the City's cost
share. The City budgeted $35,000 in the 2007 CIP for this study which
was based on a 50% cost share for each City. The proposed 50% cost
share based on the SEH contract is $34,574.00.
ALTERNATIVES:
Funding for this study is available in the Street Oversize Fund.

2. Deny this agenda item for a specific reason and provide staff with di-
rection.
3. Table this item to a certain date in the future.

A RESOLUTION APPROVING COST
PARTICIPATION WITH THE CITY OF SAVAGE FOR THE 150TH STREETITH 13 INTERSECTION
STUDY

WHEREAS The Cities of Prior Lake and Savage have included funding for the 150th StreeUTH 13
Intersection study in the respective 2007 Capital Improvement Programs; and
WHEREAS, Safety at this intersection is a high priority for both Cities; and
WHEREAS, The City of Savage as lead agency solicited proposals for engineering services and
recommended award of a contract with City of Prior Lake Staff concurrence to SEH in
the amount of $69,148 with the City of Prior Lakes share totaling 50% or $34,574.00;
and
WHEREAS, The City of Savage awarded a contract to SEH on May 7,2007, for completion of the
study conditioned on approval of the proposed cost share by the Prior Lake City
Council.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City Staff is authorized to reimburse the City of Savage $34,574 for the study.
3. Funding for the City of Prior Lake portion of the study in the amount of $34,574 shall be drawn from
the Street Oversize Fund Account #503-80103-505.
