Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MAY 21,2007 9C AL FRIEDGES, PARKS & FLEET SUPERVISOR CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING RYAN PARK IMPROVEMENTS Introduction The purpose of this agenda item is to authorize the expenditures necessary to complete the improvements at Ryan Park and to utilize the Capital Improvement Program (CIP) as the funding source. Historv On October 2, 2006, Council directed staff to request the Park Advisory Committee (PAC) implement a process and timeline for the installation of athletic fields and parking lot lighting at Ryan Park in accordance with the City's Capital Improvement Program. At the December 4, 2006 City Council meeting, staff was directed to consider, prioritize and solicit quotes for other improvements needed that would expand the use of the existing facility. The improvements had not been comptemplated in the 2007 Capital Improvement Program. On April 2, 2007 the City Council awarded the Ryan Park Lighting project to in the amount of $600,085. Current Circumstances After meeting with representatives from Prior Lake Athletics for Youth (PLAY), it was decided that dugouts on field #1 with storage areas, an enclosed batting cage, a backstop on the practice infield, the installation of hoods and protective netting on all four existing backstops, and scoreboards would be the most important amenities necessary to expand the usability of our athletic fields at Ryan Park. Additionally, a scoreboard was recommended on field #7 (baseball field) at The Ponds Athletic Facility. PLAY agreed to donate $250,000 over a five year period to help finance these improvements. Additionally, the Shakopee Mdewakanton Sioux Community (SMSC) has R:\Council\Agenda Reports\2007\05 21 07\ryan park improvements agenda.doc contributed $450,000 to the City for park improvement purposes, totaling $700,000. PLAY's initial payment was $150,000 and an additional payment of $41,500 was contributed toward the purchase of five scoreboards. PLAY purchased the scoreboards through its organization. This leaves a remainder of $58,500 of committed funds from PLAY to be reimbursed over the next four years. The PLAY portion not paid ($58,500) is available in the Parks portion of the 2007- 2011 CIP. This would be reimbursed to the City by PLAY through 2010. The following is the list of improvements and the cost associated with each improvement: Cost $600,085.00 $19,748.57 $13,477.00 $5,635.00 $20,504.00 $4,766.00 $41,500.00 $705,715.57 Conclusion The total funds contributed by PLAY and the SMSC totals $700,000.00. The total cost for the Ryan Park improvements is $705,715.57, leaving a $5,715.57 shortage in donated funds. Staff recommends funding the $5,715.57 from the Capital Parks Fund to complete the project. FINANCIAL IMPACT: The funds for the improvements will be provided by the SMSC, PLAY and the Capital Park Fund. The City will advance $58,500 from the Capital Parks Portion of the CIP, which will in turn be reimbursed by PLAY over the next four years. This is a longer payback period than originally contemplated by one year. Approve a resolution authorizing the revision of the 2007 Capital Improvement Program to include these additional improvements and completion of the Ryan Park Improvements. 2. Table this agenda item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. The City will advance $58,500 from the Capital Parks Portion of the CIP, which will in turn be reimbursed by PLAY over the next four years; and WHEREAS, An additional $5,715.57 will be funded by the Parks Portion of the CIP. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Staff is authorized to expend $64,215.57 from the Capital Parks fund to complete the Ryan Park Improvements. 3. PLAY will reimburse the City $58,500 over the next four years. 4. The remaining $5,715.57 funds not accounted for by donations will be funded from the Capital Parks Fund. 5. All funding shall come from the Capital Parks Fund Account # 225-45025-530.
