Hansen Scott County R ording Secretary Pursuant to Minnesota Statute 112.42 and the Scott County policy on Citizen Appointments to Scott County Advisory Boards and Committees (Resolution No. 89030 adopted April 11, 1989), the Board of Commissioners of Scott County is requesting your nominations for the appointment of two Managers to the Prior Lake/Spring Lake Watershed District. Mr. Andrew Franklin has submitted his resignation fLom the Board, effective immediately. The Board has accepted that resignation, and a replacement is being sought to fill the interim vacancy until March 3, 1991, when Mr. Franklin's term would have expired. At that time, an appointment will be needed to fill the three-year term from March 3, 1991, through March 3, 1994. In addition, the three-year term of Mr. Ron Kroyer expires on March 3, 1991. Mr. Kroyer is eligible for reappointment but has indicated that he is not interested in continuing to serve. In accordance with Minnesota Statute 112.42, no person shall be appointed who is not a voting resident of the watershed district, and none shall be a public officer of the County, State or Federal government, except that a soil and water conservation district supervisor may be appointed as a manager. The Board of Commissioners requests that you submit your recommendations for the interim appointment as soon as possible and no later than November 19, 1990. If it would be convenient, please include your recommendations for the two three-year terms to be filled effective March 3, 1991. November 19, 1990 WATERSHED BOARD APPLICATION for Gerald Francis Meysembourg I am applying for a position on the PriorLake/Spring Lake Watershed Board of Managers because of my deep concern for Prior and Spring Lakes, which are a large part of and are influenced by the watershed. In recent years, our country has become increasingly aware of the consequences of polluting our air, ground and water. We are entering a period in history where much emphasis is being placed on finding ways to reduce and control this problem. Scott County will be one of the major growth areas of the Twin Cities in the 1990's. The Prior Lake/ Spring L&ke Watershed Board must play an important role in minimizing future surface and groundwater pollution as the population increases. The Watershed District must also continue to work reducing current levels of pollution and, in general, follow good water management prac- tices. As a Board member, I will work hard to bring myself up-to-date on past Watershed issues. I will also spend the research time required to make intelligent decisions on matters that will arise during my term. If I have questions, I will seek out information from available, reli- able sources in order to make decisions that promote not only the well- being of the Watershed District, but that of the District, community and county as a whole. Another area I am concerned about is the spread of Eurasian Water Milfoil. We need to be more involved in fighting the spread of this noxious weed. We must also work with other groups in obtaining fund- ing from state and federal agencies to aid in this fight.
