HomeMy WebLinkAbout3F - Improvement Prj: 90-12 CONSENT AGENDA: PREPARED BY: SUBJECT: DATE: INTRODUCTION: BACKGROUND: CENSUS '90 . 3 (f) BRUCE LONEY, ASSISTANT CITY ENGINEER CONSIDER APPROVAL OF RESOLUTION #90-06 ORDERING PREPARATION OF FEASIBILITY STUDY FOR IMPROVEMENT PROJECT #90-12 FEBRUARY 5, 1990 On January 16, 1990, prior to the City Council Meeting, the Economic Development Authority (EDA) met to discuss the Redevelopment Project Plan #2 and Tax Increment Financing Plan for District 2-1. These plans are for the Enivid Development proposal. The EDA made a recommendation to set a Public Hearing date on these plans. At the January 16, 1990 Council Meeting, a Public Hearing date of February 20, 1990 was set by the Council. Associated with this development proposal are improvements to adjacent 'public roadways. The purpose of this Agenda item is to authorize Staff to prepare a Feasibility study on the public improvements associated with the development proposal. In conjunction with the proposed Enivid Development presented at the January 16, 1990 Council Meeting, the city of Prior Lake is proposing to undertake road improvements near the development site. The public improvements shown on the attached map are as follows: 1. The upgrading of Toronto Avenue from Tower street to Trunk Highway 13. 2. The realignment of Tower Street and Vine street. 3. The realignment of Duluth Avenue to the realignment of Tower Street and Vine Street. 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph. (612) 447-4230 / Fax (612) 447-4245 A Highway l3 Business Strip study was prepared by Charles Tooker. This study analyzed the traffic circulation between the three major retail areas of Prior Lake which are the Downtown, Gateway, and Priordale areas. Recommendations have been made in each area for improvements in traffic circulation to faciliate the commercial districts. For the Priordale area, a "ring road" concept has been developed to provide an alternate route from l70th Street to Franklin Trail other than Trunk Highway 13. A map is included in the Agenda packet to show this proposed route. This route is the alignment that the City has applied for Municipal state Aid designation. A traffic review and analysis of this commercial area was performed by strgar-Roscoe-Fausch, Inc (SRF). This SRF study also confirmed the contents of the ring road concept. Approximately fifty percent of the study area is undeveloped and will be developed within the next twenty ~ears. The traffic volume in this area is ant~cipated to double upon full development. As a result of the study, SRF developed a recommended roadway system for the area based upon various traffic design criteria. The intersection of Duluth Avenue, Vine street, and Tower Street is proposed to be reali9ned to provide a smooth east/west traff~c movement. The realignment of the intersection was required to obtain MSA designation. The District Engineer has approved the MSA designation and is pending central office approval. A portion of the new roadwaf will transverse through a lowland area wh~ch will probably require soil correction work. Improvements for the realignment include storm sewer, soil correction, street construction, and sidewalk. The proposed street construction to Toronto Avenue includes new sidewalks, defined driveways, and parking areas. The improvements are much needed to control traffic. The completion of the rin9 road from Toronto Avenue to Franklin Trail w~ll depend upon the development timing of the old drive-in movie parcel. DISCUSSION: The schedule proposed by the Enivid Development, if the project does proceed, is for the development improvements to start this spring and the supermarket to be opened this fall. Construction of the development improvements and public street improvements at the same time would serve the best interests of the developer and the city. Public improvements associated with this project will be financed by a combination of MSA Funds, tax increment funds, if available, and special assessments. Assessing local improvements is done pursuant to Minnesota statutes, Chapter 429. The Chapter 429 procedure steps for improvement projects can be summarized as follows: 1. Ordering preparation of the Feasbility Report on Improvement. 2. Receive the Feasibility Report and call for a Public Hearing on the Improvement. 3. Conduct a Public Improvement. Hearing on the Order preparation of plans Improvement. 5. A~prove plans and order Advertisement for B~ds. 4. for the All of the procedural steps in the 429 ~rocess require Council approval before proceed~ng to the next step. Procedural steps such as the Public Hearing and Advertisement for Bids require a specific time interval for public notices and publications. A minimum thirty day interval is usually needed to meet the publication and mail notification requirements for public hearings and bid openings. staff feels that the public improvements should be constructed in conjunction with the developer's proposed improvements. In order to have the public improvements built this summer, staff feels the 429 process should begin as soon as possible. If a Feasibility Report is Council, Staff would have soil work done in the Tower Street Avenue intersection realignment authorized by investigation and Duluth area to ALTERNATIVES: RECOMMENDATIONS: ACTION REQUIRED: determine more accurately the extent of soil correction work. The previous cost estimate for the Tower Street and Duluth Avenue realignment was done without the benefit of soil borings. A soil boring investigation will determine what soil correction method should be utilized and its associated cost can be estimated. At present, City Council has set a Public Hearing date of Februar~ 20, 1990 on the proposed Redevlopment ProJect Plan #2 and Tax Increment Financing Plan for District 2-1 to further examine the development proposal. Preparation of a Feasibility Report will determine the project cost and assessment rates so that a Public Hearing can be conducted. The earliest date a Public Hearing can be scheduled is March 19, 1990. The ultimate approval of this project is dependent on the street improvements, the Tax Increment Financing Plan, the Developers Agreement, and any other considerations which may occur as a result of future Council Meetings. The alternatives are as follows: l. Approve Resolution #90-06 ordering preparation of the Feasibility Report on. Project #90-12. 2. Table this item for a specific reason. 3. Deny approval of Resolution #90-06. Staff recommends that a Feasibility Report be prepared to ~ive Council a report on the costs for the publ~c improvements and to start the Chapter 429 process so that the improvements can be constructed this summer in the event the development project receives approval. RESOLUTION 90-06 RESOLUTION ORDERING PREPARATION OF REPORT ON IMPROVEMENT PROJECT #90-12 MOTIONED BY SECONDED BY WHEREAS, it is proposed to improve the following streets: 1. Toronto Avenue from Tower Street to Trunk Highway 13. 2. Realignment of Vine Street and Tower Street between CSAH 23 and Toronto Avenue. 3. Realignment and extension of Duluth Avenue to the new alignment of Tower Street and vine Street. by the installation of storm sewer, grading, aggregate base, concrete curb and gutter, bituminous surfacing, sidewalk, and appurtenant work and to assess the benefitted property for all or a portion of the cost of the improvements, pursuant to Minnesota statutes, Chapter 429. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that the proposed improvement be referred to the city Engineer for study and that he is instructed to report the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended.
