CONSIDER AMENDMENT TO RESOLUTION 89-37 AND
89-27
FEBRUARY 5, 1990
On November 6, 1989, the City Council adopted
Ordinance #89-03 relating to parking
restrictions in public launch sites. Together
with adopting Ordinance #89-03, the City
Council adopted Resolution 89-37 and 89-27,
Resolutions on Setting Parking Restrictions in
the Beach Lane and Dewitte access areas.
Parking restrictions in the Sand Point Beach
access area are pending based on a future
Informational Meeting to be held with the
neighbors. The purpose of this item is to
consider an amendment to the Resolutions which
would provide for a change in the signs which
are proposed to be located near the access
areas.
Enclosed ~lease find a copy of a memo from
Police Ch~ef, Dick Powell. Powell, together
with Public Works Director, Larry Anderson,
are concerned about the increasing number of
signs which are required to be placed based on
adoption of these Resolutions. After internal
discussion, staff feels strongly that the City
should consider signs which limit "No Parking"
for vehicles with trailers and "No Parkin9"
for trailers as opposed to "No Parking" ~n
general for all vehicles and trailers. Staff
believes that this is the best solution
because it will do the following:
l. Resolve the problem that we are
addressing, which is: individuals parking
on residential streets and accessing the
lake. This tfpe of parking interferes
with local veh~cular movement and could
be detrimental to the health and safety
of the residents.

Prevent future public relations

It is important to note that in the areas in
question, Beach Lane, DeWitte, and possibly
Sand Point in the future, all areas marked "No
Parking" for reasons other than (Ordinance
89-03) "Public Access" "No Parking" will
remain identified as appropriate. staff is
referring, in this agenda report, only to the
s~ecific access park1ng restrictions that were
d~scussed during the deliberation of this
ordinance.
Staff recommends that Resolution #89-37
#89-27 be amended with an additional Be

RESOLUTION ON SETTING PARKING RESTRICTIONS
IN THE BEACH LANE AREA

WHEREAS, the City of Prior Lake, Beach Lane Residents and the
Sportsmans Club have come to a resolution on the Beach
Lane issue; and
WHEREAS, this resolution was adopted on Monday, October 2, 1989;
and
WHEREAS, one of the decisions in the resolution was to actively
enforce a no parking order in the area around Beach
Lane; and
WHEREAS, Ordinance 89-03 has been considered, reviewed and
adopted on Monday, October 16, 1989; and
WHEREAS, this resolution acknowledges and sets forth specifics of
Ordinance 89-03.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
PRIOR LAKE, MINNESOTA, that according to Ordinance 89-03 11-l-5A,
the attached No Parking areas represents the specific references
and designated certain streets.
BE IT FURTHER BE RESOLVED, that the fine and violations of this
ordinance on these streets is hereby determined to be $50 per
violation.

IN THE DEWITTE ACCESS AREA

WHEREAS, on October 16, 1989, the City Council adopted Ordinance
*89-03 setting forth the parameters and enabling laws on
the proposed resolution; and
WHEREAS, Dewitte Avenue area residents have requested this No
Parking issue be addressed by the City Council; and
WHEREAS, the Citr Council has discussed and considered the
implicat~ons and ramifications of the "No Parking" in
the access areas; and
WHEREAS, parking by users of the lake access and residents of
neighborhoods has been and will continue to be a health
and safety issue for the City of Prior Lake residents.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
PRIOR LAKE, MINNESOTA, that according to Ordinance 89-03 11-1-SA
the attached "No Parking" areas represents the specific
references and designated certain streets.

During the past several years the City of Prior Lake has
experienced a number of parking problems in the DeWitte Avenue
public access area. The area is generally posted "no parking"
which greatly inconveniences the local residents. Special
dispensation must be granted by the police chief for parking in
posted areas. This frequently happens during spring high school
graduation, Christmas parties and other social events. Granting
dispensation is often tricky and sometimes impossible. When we
are at the height of summer problems special dispensations send
the wrong signal to parkers, some of which are from Prior Lake.
It is my recommendation that we consider placing alternate signs
in the boat access areas. These signs would be similar to the
photo in this memo. The signs would prohibit trailer parking or
parking of trailers on streets in the access area. This would
allow the residents more freedom to park their own cars and allow
their friends to park on the access street during busy time
periods at the lake.
Alternate signs would also improve the City's public relations
with residents in the access area because police could more
specifically get at the problem. Expensive fines in the area of
no parking could easily be incorporated in the plan. I strongly
recommend we consider this sign idea.
