FEBRUARY 5, 1990
On April 1, 1990, the Census Bureau will
conduct the 2lst decennial census of the
united States. This year, the Census Bureau
will conduct the census via mailed
questionnaires rather than utilizing census
takers. The Census Bureau will coordinate the
entire census effort on a national level. The
City of Prior Lake has been requested to
participate with the census by developing a
Census Promotion Program. The purpose of the
promotion program is to educate the public
about the census effort and to encourage
residents to answer and return questionnaires
in a timely manner.
Staff has worked with the Census Bureau over
the past four years in order to prepare Prior
Lake for the 1990 Decennial Census. The City
has participated in a Local Review Program to
update corporate boundary maps, aid census
personnel in developing a comprehensive
community mailing list and by reviewing
technical data and printouts related to
preliminary population and household counts
within Prior Lake.
The 1990 Budget includes $1,000 dollars for
census promotion activities. Staff has
developed a proposed Census Promotion Program
to assist the Census Bureau in their efforts.
Please see attached materials for reference.
The Promotion Pro~ram will incorporate the use
of newspaper publ~c service ads, run free by
the Prior Lake American; paid advertisements
during the weeks of March 19, 26 and April 2,
1990; distribution of a census promotion flyer
during the week of March 26; and public
display of census posters. In addition, the
Prior Lake American will run news articles
related to the national census.

and Economic Development Committee concerning
the Census effort.
Approve the Census Promotion Program as
outlined.

The recommendation from staff is to choose
alternative #1 or #2 and direct staff to

RESOLUTION OF SUPPORT PROMOTING THE 1990 DECENNIAL CENSUS

WHEREAS, April 1, 1990 will mark the bicentennial of census
taking in the United States; and
WHEREAS, The purpose of the census is to provide accurate
information in order to appropriate representation among
the States in the House of Representatives and to redraw
State and Local legislative districts; and
WHEREAS, The United States Department of Commerce, Bureau of the
Census has requested the City of Prior Lake to develop a
program to promote the 1990 Census on a local level;
and
WHEREAS, The City has developed a promotion program which will
utilize the news media, public endorsements from the
City Council, publication of articles in the Prior Lake
Wavelength, design and distribute posters and flyers and
incorporat~ the Census Logo into official City of Prior
Lake Stationery.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF
PRIOR LAKE, MINNESOTA, THAT THE CITY OF PRIOR LAKE ACTIVELY
SUPPORTS PROMOTIONAL ACTIVITIES TO INCREASE LOCAL AWARENESS AND
PARTICIPATION WITH THE 1990 DECENNIAL CENSUS EFFORT.

City begins promotion to get people
thinking about 1990 national census

Two decades ago, the task of
reaching everyone in Prior Lake
seemed so much simpler.
And why not? With 1,114 resi-
dents on a narrower, shorter patch of
corporate limits, there were a lot
fewer folks to stand up and be
counted.
Which brings us to 1990, in a
town which 1989 estimates sar en-
compasses 10,863 people In a
broader area legally defined as "the
city of Prior Lake," including lands
annexed less than 20 years ago,

ner Deb Garross found herself fac.
ing, as she planned her strategy to
promote the 1990 U,S. Census lo-
cally, was to realize a logical way to
reach everyone in town,
There's no simple answer, she
discovered.
You see, theoretically at least,
the U.S. Department of Commerce's
10-year census isn't meant to be an
approximation of the number of
people Iivin~ in the nation. Rather,
the census auns for an exact count.
Which is why federal officials
work closely with city officials in an
allempt to get the word out on a
program two years in planning, she
said,

to reach everyone. Aside from con-
tact with the newspaper, which is

Garross said Prior Lake will be
counted differently this census as

But Garross said the numbers
