Staff has worked with the Census Bureau over the past four years in order to prepare Prior Lake for the 1990 Decennial Census. The City has participated in a Local Review Program to update corporate boundary maps, aid census personnel in developing a comprehensive community mailing list and by reviewing technical data and printouts related to preliminary population and household counts within Prior Lake. Two decades ago, the task of reaching everyone in Prior Lake seemed so much simpler. And why not? With 1,114 resi- dents on a narrower, shorter patch of corporate limits, there were a lot fewer folks to stand up and be counted. Which brings us to 1990, in a town which 1989 estimates sar en- compasses 10,863 people In a broader area legally defined as "the city of Prior Lake," including lands annexed less than 20 years ago, So the task Assistant City Plan- ner Deb Garross found herself fac. ing, as she planned her strategy to promote the 1990 U,S. Census lo- cally, was to realize a logical way to reach everyone in town, There's no simple answer, she discovered. You see, theoretically at least, the U.S. Department of Commerce's 10-year census isn't meant to be an approximation of the number of people Iivin~ in the nation. Rather, the census auns for an exact count. Which is why federal officials work closely with city officials in an allempt to get the word out on a program two years in planning, she said, In PriCl' Lake, the promotion task landed in the lap of Garross. First of all, she had to find a way to reach everyone. Aside from con- tact with the newspaper, which is delivered to each home in the 55372 ZIP code posta] region, the task may eventually involve contacts with a number of civic organizations, lake groups, business people and others who can pass the word on, Paee 21January 29. 1990IPRIOR LAKE AMERICAN Census from page 1 10 tabulate the results. , The Cederal government. using Its own data and ams checking it with inCormatioo held by the city of Prior Lake, bas a good idea where everyone in Prior Lake is supposedly living. 1lXR who do not return the survey wiJJ, hopefuJJy, get 8 visit from ODe of the 2OO,CXXl temporary workers who the fcdcraJ government will hire to go door-uHioor - 01- ~ - this spring. A tolJ.free number will be printed on questionnairelsurveys Cor people who need additional help on boW to answer questions. Garross said Prior Lake will be counted differently this census as compared to aU other previous cen- suses. which began exactly 200 years ago in the United States. For the rust time, the city limits wi)) be counted _ . sepnlC, free- standing b'8Cl of Janel, I'IIber than Her message to Prior Lake resi- dents: Those packets you'll be get- ting.in the mail this March is pre- cisely what they appear to be, a method for the Cederal government to count people. So, part of her problem is to convince people to mail back sur. veys during Census Week, March 25-31. (Census Day is April 1), They are not, as some people fear, a method for the government to cross check wage earnings or unre. ported income, 8 practice for the government to keep personal tabs on certain individuals or anything else seemingly underhanded. In fact, the government will have a hard enough time just counting and tabulating census information, Gar. ross said. It will take officials a year lumped together with severa] town- ships. One reason Cor the change is the city's size and capacity for growth. In 1970, the corporate city limits extended ~y around County Road 21 and incorporated only older residential neighborhoods surround- ing the downtown area. But in the 19705, the city gained large tracts or land through annexations and the establishment of new municipal boundaries negotiated rcgioDiJJy through the MetropoJiIlD COuDciL For that reason, growth informa- tion prior to 1980 could be mislead- ing. Garross said. A spcciaJ census conducted Jo- caUy in 1987 was used to determine the, city's 9,926 population base, 'wbicb appears on corporate limits signs sucb as on MinneSaa Highway 13. But tile latest Metropolitan Council estimates put tile city's cur. rent population (through ApiJ 1989) at 10,863. Whatever the final tally shows, the census numbers wi)) be used pri- marily to reapportion legislative dis- tricts at the state and Cederal level. By law, districts must be relatively equal in number of residents. But Garross said the numbers will ~Jso aid local city planners in m:atiDg land use maps and help the state determine bow many dollars it sbould hand out to Prior Lake far various projects, such as Slate..... sisted road work. . Of course, accuracy depends highly on how residents respond to census surveys, she added. If residents are sensitized - or census:tized - enough, she believes they wJJI return census information promptly. AI least, that's the result $be's hoping far. CENSUS '90 .
