ANDERSON, DIRECTOR OF PUBLIC WORKS CONSIDER APPROVAL OF RESOLUTION #90-16 AND RESOLUTION #90-17 REVISING MUNICIPAL STATE AID SYSTEM MARCH 19, 1990 The purpose of this Agenda item is to request the Council to revise the streets which are currently designated on the Municipal state Aid System to more accurately reflect the City's needs. The method of determining the annual Municipal State Aid allocation is based on two factors. Each factor amounts to 50% of the total allocation. The 1990 construction allocation for the City of Prior Lake is $299,324.00. One factor is the total amount of Construction Needs to complete the MSA System. The Construction Needs are determined by the construction cost to bring the roads on the MSA System up to standard. The maximum amount of mileage that can be placed on the Municipal state Aid System is 20% of all the improved roadways mileage within the City limits less T.H. 13 and County State Aid Highway mileage. The 20% limitation is set by the Minnesota State Statutes. As the City's street mileage increases through construction projects, the eligible mileage for Minnesota State Aid designation increases within the 20% limitation. Streets to be designated as MSA streets must connect to a Municipal State Aid Street, County State Aid Highway, or Trunk Highway. The City, throughout the years, has designated the maximum amount of mileage allowed. This in effect, then, provides for the maximum annual allocation of Municipal State Aid Funds. 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph, (612) 447-4230 / Fax (612) 447-4245 The second item which determines the city's annual Municipal state Aid allocation is the population apportionment. This varies on a yearly basis depending on the state population and total funds available. The City receives approximately $50.00 per person as part of the annual apportionment. The City of Prior Lake in 1987 completed a Special Census. The purpose of this s~ecial Census was to determine the C1ty'S population to increase our state Aid allocation; otherwise, the population is based on the census which is taken every ten years. The City of Prior Lake, currently, has 1.09 miles which can be added to the Municipal state Aid System. The attached map shows the proposed revisions to the Municipal State Aid System. The following is a summary of the revisions to the Municipal State Aid System: 1. A ring road will be added to provide better access to the commercial area south of T.H. 13. This ring road will connect at the intersection of CSAH 12 and T.H. 13, parallel T.H. 13 northerly to Franklin Trail. This route will provide better access for the development of this area. 2. The relocation of the future road between CSAH 21 and CSAH 44. This roadway is better suited to align with Fish Point Road versus Candy Cove connection. A direct connection to Candy Cove cannot be made due to the location of the cemetery on the south side of CSAH 44. 3. The deletion of County Road 82 between Fremont Avenue and CSAH 21. This street was originally designated to meet the requirements that all Municipal State Aid Streets must connect to another Municipal State Aid Street, County State Aid Highway, or Trunk Highway. 4. The removal of a segment of roadway between CSAH 21 and Carriage Hill Road. This roadwa~ alignment is through the Raspberry R~dge area and is no longer consistent with this development. ALTERNATIVES: RECOMMENDATIONS: BUDGET IMPACT: ACTION REQUIRED: Originally, this segment was placed to obtain the maximum mileage allowable. 5. This addition to the system is to provide maximum mileage for need. The route starts at the intersection CSAH 42 and Pike Lake Trail goes north one-half mile and then east to CSAH 18. The revisions as described above, will provide the maximum mileage available to the City for needs, and more accurately reflects, the transportation needs of the City of Prior Lake for the 1990's. The system can be revised again in the future as the City's needs change. A map has been prepared to identify the mileage removed and proposed additions to the MSAS. The changes as shown on the attached map have received preliminary approval from the Minnesota Department of Transportation. Final approval will be made once a formal request is made in the form of the attached resolution. The alternatives are as follows: 1. Approve, as part of the Consent Agenda, Resolutions #90-16 and #90-17 which removes certain portions of street designation from the Municipal State Aid System and adds others. 2. Table this item for a specific reason. 3. Deny Resolutions #90-16 & #90-17. Staff recommends approval of the proposed changes since the~ provide a more realistic Municipal State A~d System for the 1990's. This action has no impact on the 1990 budget. Municipal State Aid Funds are utilized to off set project costs in projects such as Fish Point Road, Duluth Avenue, and Tower Street. RESOLUTION 90-16 RESOLUTION REMOVING MUNICIPAL STATE AID STREET DESIGNATIONS MOTIONED BY SECONDED BY WHEREAS, the City Council of Prior Lake, Minnesota, desires to remove the streets hereinafter described from the Municipal State Aid System under the provisions of Minnesota Laws of 1967, Chapter 162: NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF PRIOR LAKE, MINNESOTA, COUNTY OF SCOTT, that the roads described as follows to wit; SEE ATTACHMENT be, and hereby are removed from the Municipal State Aid Street System of said City subject to the approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOLVED, that the City Manager is her~by authorized and directed forthwith to forward two certified coples of this Resolution to the Commissioner of Transportation for his consideration, and that upon his approval of the removal of MSAS designation of said roads or portions thereof, that the same be so removed from the MSAS system. RESOLUTION 90-17 RESOLUTION ESTABLISHING MUNICIPAL STATE AID STREET DESIGNATIONS MOTIONED BY SECONDED BY WHEREAS, the City Council of Prior Lake, Minnesota desires to designate the streets hereinafter described as Municipal State Aid Streets under the provisions of Minnesota Laws of 1967, Chapter 162: NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that the roads described as follows, to wit; SEE ATTACHMENT be, and hereby are established, located and designated as Municipal State Aid Streets of said City subject to the approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOLVED, that the City Manager is hereby authorized and directed forthwith to forward two certified copies of this resolution to the Commissioner of Transportation for his consideration, and that upon his approval of the designation of said roads or portions thereof, that the same be constructed, improved and maintained as Municipal State Aid Streets of the City of Prior Lake, to be numbered and known as Municipal State Aid Streets.
