FOR A PUBLIC HEARING ON IMPROVEMENT PROJECT
90-13, NORTH SHORE OAKS

The purpose of this agenda item is to consider
the approval of the Feasibility Study and call
for a Public Hearing on Project 90-13.
On March 5, 1990, the Cit~ Council authorized
staff to ~repare a Feasibllity Study for the
installatlon of sanitary sewer, watermain,
storm sewer, and street improvements in the
North Shore Oaks area. The streets included
in this project are: Ash Circle, Ferndale
Avenue, and Hampton Street. A copy of the
Feasibility Study is attached.
Staff conducted an information meeting on
Februar~ 7, 1990, explaining the project to
the resldents and answering their questions.
The assessment rate for the project for
sanitary sewer, watermain, and paving is
$117.96 per foot. The project includes
$40,408.00 for oversizing which will be paid
from the Trunk System Reserve Fund. The
balance of the cost will be assessed to the
property owners.
If the City Council accepts the Feasibility
Study, a Public Hearing for the project is in
order. Ap~roval of Resolution 90-18 will call
for a PubllC Hearing for Project 90-13 on
April 16, 1990 at 8:00 P.M.
The alternatives are as follows:
1. Approve Resolution 90-18 receiving the
Feasibility Report and establish a Public
Hearing date for Project 90-13 on April
16, 1990 at 8:00 P.M.
2. Table this item for a specific reason.
3. Deny Resolution 90-18.

WHEREAS, pursuant to Resolution 90-10 of the City Council, adopted
on March 5, 1990, a report has been prepared by the City's
Engineering Department with reference to the improvement
of:
Hampton Street from Ferndale Avenue to Fisher Avenue, Ash
Circle within the Third Addition to North Shore Oaks, and
Ferndale Avenue from the south plat line of the Third
Addition to North Shore Oaks to the north plat line of the
Second Addition to North Shore Oaks by the installation of
sanitary sewer, watermain, storm sewer, concrete curb and
gutter, bituminous surfacing, and appurtenant work, and
this report was received by the Council on March 19,
1990.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF PRIOR
LAKE, MINNESOTA, that:
1. The Council will consider the improvement of such streets
in accordance with the report and the assessment of
property as described in the report for all or a portion
of the cost of the improvement pursuant to Minnesota
Statutes Chapter 429 at an estimated total cost of the
improvement of $442,600.00.
2. A Public Hearing shall be held on such proposed
improvement on the 16th day of April in the Council
Chambers of the City Hall at 8:00 (p.m.) and the City
Manager shall give mailed and published notice of such
hear~ng and improvement as required by law.

PRELIMINARY REPORT AND ESTIMATE OF COST
FOR THE
CITY OF PRIOR LAKE
PUBLIC IMPROVEMENT PROJECT NO. 90-13
SANITARY SEWER, WATERMAIN, STORM SEWER,
CONCRETE CURB AND GUTTER, BITUMINOUS
SURFACING, AND APPURTENANT WORK

I. TYPE OF WORK
The general nature of the improvement project is for the
installation of sanitary sewer, watermain, storm sewer and
street improvements to Ash Circle, Hampton street and
Fernda1e Avenue lying within the Second and Third Additions
to North Shore Oaks. This project also involves the
installation of sanitary sewer and watermain through the city
park located in the Third and Fifth Additions to North Shore
Oaks.
II. LOCATION OF THE PROJECT
The project area is located in the Northerly portion of the
City of Prior Lake in the north half of Section 25, Township
115 North, Range 22 West, Scott County, Minnesota and in the
area known as the Second, Third, and Fifth Additions to North
Shore Oaks (See attached map). The streets to be improved in
this area are Hampton Street from Ferndale Avenue to Fisher
Avenue, Ash Circle within the Third Addition to North Shore
Oaks, and Ferndale Avenue from the south plat line of the
Third Addition to North Shore Oaks to the north plat line of
the Second Addition to North Shore Oaks.
III.DESCRIPTION OF PROJECT
The improvement will ~rovide residential properties with City
sewer and water util~ty services. City streets will be
reconstructed after utility installation with storm sewers,
concrete curb and gutter and bituminous surfacing.
Ash Circle and Hampton street have 16 and 11 platted lots,
res~ectively, in which several lots are developed with single
fam~ly homes having on-site sewage disposal systems and
private wells.
The unplatted property west of Ferndale Avenue is undeveloped
and the property adjacent to Ferndale Avenue will be provided
sewer and water utility service.
Ash Circle, Hampton street, and Ferndale Avenue from the
north intersection with Ash Circle to the north plat lines of
the Second Addition to North Shore Oaks will have the streets
restored with storm sewers, concrete curb and gutter, and
bituminous surfacing.
utility line stubs are available to serve the project area on
Fisher Avenue b~ the Cit~ park and at the Fisher Avenue and
Hampton Street 1ntersect~on. utility lines must be extended
390 feet through the City park in the Third and Fifth
Additions to North Oaks to serve Ash circle, Ferndale Avenue,
and Hampton Street. A portion of Hampton Street may be
served with the utility line stubs on the Fisher Avenue and
Hampton street intersection.
The drainage district for the 8 inch sewermain through the
cit~ park could ultimately serve more than the proposed
proJect area. It is estimated that the 8 inch sewermain
could serve 176 acres of gross development area. The project
area in this feasibility report would have 17.8 acres of
gross development area or 10.1% of the total drainage area
possible for this sewermain.
IV: LENGTH OF PROJECT
This proposed project consists of approximately 2,825 lineal
feet of sanitary sewer main, 2,850 lineal feet of watermain
and 2,650 of street construction and appurtenant work for Ash
Circle, Hampton street, and Ferndale Avenue, within the 2nd,
3rd, and 5th Additions to North Shore Oaks.
v. FEASIBILITY
From an engineering standpoint, this pro~ect is feasible and
can be accomplished as proposed and not ~n conjunction with
any other project.
VI. ESTIMATED COST
The following costs were prepared based u~on an Engineer'S
Estimate and are subject to change depend~ng on the final
design of the project, bids received, and actual work
performed. The method of assessment and rate will be
determined at the Assessment Hearing.
The estimated project cost below is for the installation of
sanitary sewer, watermain, and street improvements for Ash
Circle, Hampton street and Ferndale Avenue within the 2nd and
3rd Additions to North Shore Oaks and the sanitary sewer and
water mains thru the city park within the 3rd and 5th
Additions to North Shore Oaks and includes 25% indirect
costs:

borings.

sewer and water mains through the city park from
Avenue to the south plat line of the Third Addition to
Shore Oaks and includes 25% indirect costs:

VII.PROPERTY TO BE ASSESSED
The area pro~osed to be assessed is every lot, piece, and
parcel benef~tting from said improvement, whether abutting or
not, within the following described areas:
The north 1/2 of Section 25, Township 115 North, Range 22
West, Scott County, Minnesota.
Specific property descriptions included in the
description area, but not exclusive, are as follows:

in the City of Pr10r Lake, Scott County, Minnesota.
VIII.ESTIMATE ASSESSMENTS
The improvement cost will be assessed on an adjusted front
footage basis to the benefittin~ properties as per the
Assessment Policy adopted by the c~ty Council on February 21,
1989 and amended on February 5, 1990.
The sanitary sewer line in order to serve 140th Street needs
to be installed to a greater depth and this extra cost is
estimated to be $8,500.00. This cost will be paid for with
Trunk System Reserve funds and is deducted from the
assessable cost of the project.
The cost of the sewer and water mains thru the city park will
be prorated according to the size of the project area to the
total drainage district area of the 8 inch sanitary
sewermain. The project area is 10.1% of the estimated total
drainage district area for this sewermain. The assessable
cost of these lines is estimated to be $3,592.00. The
remaining cost of $31,908.00 will be paid for by Trunk
System Reserve funds.
