MEMORANDUM TO: FROM: SUBJECT: DATE: DAVID UNMACHT, CITY MANAGER BILL MANGAN, DIRECTOR OF PARKS AND RECREATION PARKS ADVISORY MEETING OF MARCH 14, 1990 MARCH 16, 1990 The Parks Advisory Committee (PAC) met on Wednesday, March 14, to discuss the following items: 1. PAC position on the development of Lakefront Park 2. Public relations regarding development of Lakefront Park 3. Update on the Taxpayer's Coalition The consensus of the PAC is that there is a need for development in Lakefront Park. Until there is input from the public the type of development and priorities for development are unknown. Currently there has only been brainstorming sessions at the Council and PAC level, and not discussions with Design Consultants to determine the extent that Lakefront Park can be developed. There was considerable discussion on the fact that there has been no decisions made regarding the development of Lake front Park. There has been an action plan that has been approved which delineates the time frame for future action. There has not been any input from the public either in the form of a surveyor a public hearing. The Committee decided to proceed with the drafting of a telephone survey that could be done by the Committee. A meeting has been established for next Wednesday, March 21, to begin preliminary drafting of the telephone survey. The survey document was discussed and staff was directed to bring a copy of the Prior Lake 2000 survey to the next meetin~ to serve as a guideline for the formation of a surve~. The Comm~ttee has made the survey a very high priority on the~r work schedule. The survey will be an invaluable tool to determine public interest in Lakefront Park, use of franchise fees to ~ay for development, the type of development needed, and will~ngness to support such development. Drafting of the document itself will be critical because the Committee wants the survey to be an unbiased tool to be used for future planning. The Parks Advisory Committee feels that while the Taxpayer's Coalition may be an admirable "watchdog" of public tax dollars, their petition may be premature. Please see an attached copy of the Taxpayer's Coalition Petition and Solicitation Procedure. In summation, the PAC believes that the action taken at this point has been appropriate because it has been research oriented to provide a solid background of development o~tions.
