ADMINISTRATION
A copy of Water Talk, a magazine distributed by the DNR - Division of Waters features a spedal''Wet-
lands" issue which has been received by the City Manager. Among the topics covered in this winter
issue are: Wetland "Economics", Flood Storage, Wetlands Forums, The Developers' Perspective,
Farm Bureau Opinion, Wildlife Values, Erosion Control, Fisheries Values, Groundwater Values
and Community Rating System. Anyone who is interested in seeing this issue please contact either
Dee Birch or Deb Garross. The City Council has been placed on the mailing list.
The Chamber of Commerce will be hosting a lunch on March 21, 1990 at 11 :45 a.m. at the
Hollywood Inn. The speaker for the meeting will be a representative from Super Valu who will be
presenting plans for the new Super Valu store.
Kay Schmudlach will be attending the March 23, 1990 Scott County Transportation Coalition meeting
at 8:15 a.m. in the Scott County Court House.
ECONOMIC DEVELOPMENT
The Economic Development Committee will be meeting on Thursday, March 22 for a regular meeting.
Agenda items include: A review of the full Committee projects, Subcommittee projects and a discussion
of recent development proposals.
Several developers have met with City staff regarding new residential developments. Details will be
fOlwarded when the plans been formalized.
ENGINEERING - PUBLIC WORKS
The Engineering Department has received and installed an IBM computer system which will be used
primarily for communications with the MnDOT State Aid office. The State Aid office initiated a program
to connect all of the State Aid munidpalities with its office via computers. This will allow for the transfer
of information and reports to the State Aid office and cities in a more efficient manner. The City is
being reimbursed 60% of the system cost by the MnOOT State Aid office and can utilize the system
for other uses in the City. It is anticipated that several public domain software packages which is usually
in IBM format can be utilized on this system in the future.
Engineering Secretary, Judy Pint, attended a seminar on Computer Word Processing updates at the
Radisson South in Edina last week. Judy will then convey the information she obtained to the other
computer users in the office.

PARKS AND RECREATION
ThIs week, Interviews will commence for the Recreation Specialist position vacated by Tammy
Doyle, and the position is expected to be Med by April 2, 1990.
The Parks maintenance crews completed all necessary repairs on the IJbrary bathrooms last
week. They will begin painting equipment and pruning trees in anticipation of Spring. This
week the crews will also be installing drinking fountains at Memorial Park in the dugouts, and
all nets will be moved to Lakefront Park untn the stadium and grounds work is completed at
Memorial Park later this Spring.
PLANNING
Jay Scherer is in the process of finalizing plans for the 1990 Spring Clean Up Day which will be held
at Lakefront Park on May 5, 1990. The program will be run similar to last year and the collection site
will be open from 6:00 a.m. to 1:00 p.m. We are looking for volunteers to direct traffic and help unload
tires and other materials that citizens wish to dispose of. Please see Jay if you are interested in volun-
teering.
Gary Staber and Jay Scherer have been working to close building permit files for 1989. In addition,
inspections have been completed at various sites to check erosion control. Inspections revealed that
some selected areas such as Sand Point, Island View and Sunset Hills need improvements made in
current erosion control practices.
Staff is continuing to work on developing pollcies and objectives for the Comprehensive Plan amend-
ments. Staff has researched several issues pertaining to Waterfront Planning, the Arts and Community
Identity and Planning for Environmentally Sensitive areas.
POLICE
The Pollce Department has added two new Pollce Officers to their roster. Jon McHaney started his
employment with the Pollce Department on February 23 and returned to Bemidji to finish up his
schooling, but returned to work on March 13; and Tom Erickson started his employment with the
Pollce Department on March 16. Please make them both feel welcome.
Office Mike Dyer arrested an individual for attempted theft at the Triangle Car Wash on Tuesday.
GOOD WORK MIKEl
Sergeant Rob Boe has set up a High Risk Vehicle Stop class for the four new officers. The class will
be held on March 21 and has been approved for four hours of POST educational credit.
