Consent Agenda: a) Consider Approval of Invoices To Be Paid - see attached. b) Consider Approval of Animal Warden Report see attached report. c) Consider Approval of Building Permit Report see attached report. d) Consider Approval of Fire & Rescue Report see attached report. e) Consider Approval of Prior Lake Business List - see attached staff report. f) Consider Approval of Lion's Club Charitable Gamblin9 Permit. The Prior Lake Lions Club is request1ng a Charitable Gambling License to place a pulltab operation in the Extra Innings Saloon. Attached is a copy of the application and the rental agreement. A check in the amount of $100 has been received. A motion as part of the consent agenda would be in order. The Lions Club also. renewed their licenses at the B & D Bar and Hooligans. Because these two licenses are renewals, Council approval has not been required. g) Consider Approval of Treasurer's Report - see attached report. h) Consider Approval of EDC Appointment for Nat R. Wisser - see attached staff report. i) Consider Ap~roval of Establishing $1,000,000 Insurance Coverage report. Conduct Public Hearing on Tax Increment Financing ,tf., Plan for Tax Increment District No. 2-1 seetf attached staff report. a. Consider Approval of Resolution 90-11 Accepting Feasibility study and Calling for a Public Hearing on Improvement Project 90-12 see attached staff report. 5. Present Certificate of Appreciation to Linda Blaisdell and Jim Hill - see attached staff report. 6. Presentation of Economic Development Committee 1989 Annual Report and 1990 Work Program - see attached staff report. 7. Present Action Plan on Lakefront Park Development - see attached staff report. 8. Consider Approval of Participation in the Minnesota Communities Program - see attached staff report. 9. General Overview on Legislative Issues for 1990 Session - The Minnesota Legislative session be9an on Monday, February 12, 1990. Staff will be mak1ng a short presentation to the Council on legislative issues expected to surface during this session. Discussion items include: Budget Shortfall (Deficit Reduction), Comparable Worth, Tax Increment Financing, Municipal Reserve LegiSlation and Transportation Funding. Staff will review these issues with the Council and provide information on how staff will monitor legislative issues through out the session. 10. Other Business a) Metropolitan Council, State of the Region, March 7, 1990 staff will discuss this item with Council at the February 20 meeting. *All times stated on the Council Agenda, with the exception of Public Hearings, are approximate and may start a few minutes earlier or later.
