COMMITTEE APPOINTMENT FOR NAT R. WISSER
FEBRUARY 20, 1990
The Economic Development Committee has
authorization for 12 members (including the
City Manager). Currently the Economic
Development Committee has nine members
including two members who were appointed in
December of 1989. This agenda item has been
included to request approval of Economic
Development Committee applicant Nat R.
wisser.
Mr. Wisser contacted the City in December
1989 following the printing of the article
the Prior Lake American announcing
appointment of our two newest members
Fosse and Rich Gross.

Mr. Wisser sent in a resume summarizing his
career and professional associations and
filled out the volunteer application. Please
see the attached documents. An interview
hosted by Mayor Andren, City Manager Unmacht,
and Assistant City Manager Schmudlach was held
on January 22, 1990 to discuss economic
development issues with Mr. Wisser.
The Economic Development Committee term for
appointment is two years with a July
expiration date. If Mr. Wisser were appointed
to the Economic Development Committee, his
term would run until July of 1992.
The Interview Committee and the Economic
Development Committee recommend approval of
the a~pointment of Mr. Wisser because of his
exper1ence in "community" organizations, his
concern for Prior Lake's development and his
corporate experience.

ACTION REQUIRED:
Mr. Wisser believes he will have the time to
commit to attending the Economic Development
Committee and Subcommittee meetings and other
program activities.
In addition to Mr. Wisser, the Economic
Development Committee has tried to strengthen
the Committee membership by adding local
retailers to the membership. The Economic
Development Committee is currently recruiting
several targeted retailers to represent the
local retailers on the Economic Development
Committee, and hopefully will be reporting
back and requesting approval of these
individuals in the near future.
The Economic Development Committee and the
Interview Committee recommend the appointment
of Nat R. Wisser to the Economic Development
Committee.
The City Council has
alternatives to consider:

Methodist Hospital is a 460 bed general hospital employing approximately
2150 persons. Poaition responsibilities are to provide leadership, ad-
minister and coordinate all the Human'Services' functions; the Safety and
Security Department, the Risk Management function, the Nutrition and Food
Services and other related administrative and professional requirements
of the hospital. Contribute to all aspects of hospital planning. Deal
with six unions which account for approximately 60% of the total staff.
Completely knowledgeable in all federal legislation pertaining to employ-
ment, human rights and welfare benefits and pension plans.

Normanda1e Community College is the largest college of its type in the State
of Minnesota. Position responsibilities included all administration and
logistical functions of the college, accounting, budget preparation, buildings
and grounds, auxiliary enterprises, bookstores, food service and inventory
control.
As Director of Allied Health Programs, developed and implemented programs
in dental hygiene, dental assisting, medical office assisting, orthopedic
physician assisting and registered nursing. Coordinated all activities
with neighborhood hospitals and the University of Minnesota.
1966 - Special Projects Officer for the Surgeon General, U.S. Army. Reporting on
1968 area and worldwide research and development in scientific fields related
to all health activities.
1964 - U. S. Adviser and Consultant to the Korean Government Military Medical
1966 Service. Guiding the operation of 33 hospitals with a capacity of 9000
beds and three medical-logistical complexes. Hospitals included general
hospitals, tuberculosis sanatoria, surgical hospitals and other h08pita1s~
Responsibilities encompassed budgeting for personnel and equipment, super-
vision of new hospital construction, administrative handling of patients
and providing guidance for formulating operating policies.
1960 - Director, Logistics Branch, Medical"Field Service School. Planning all
1964 logistics management instruction, delivering lectures, supervising
specialized courses for medical services officers and enlisted personnel.
1957 - Director Logistics and Fiscal Branch, Medical Section, Headquarters Seventh
1960 Army, Germany. Responsible for equipping and supplying over 10,000 medical
service personnel, hospital units and facilities supporting 250,000 people.
Budgeting annual fiscal raquirements, rennovation and rehabilitation of
facilities, training and testing of individuals and units in all phases of
