HomeMy WebLinkAbout3 - 1990 Clean Up Day CE AGENDA NUMBER: PREPARED BY: DATE: 3 JAY SCHERER, BUILDING INSPECTOR / CODE ENFORCEMENT OFFICER CONSIDER APPROVAL OF 1990 CLEAN UP DAY AND RECEIVE UPDATE ON CITY RECYCLING PROGRAM APRIL 2, 1990 SUBJECT: BACKGROUND: City Council budgeted funds for a Clean-Up Day in 1990 following the great success of the 1989 Clean-Up Day. This agenda item has been prepared to summarize the proposed 1990 Clean Up Day activities. This report also includes a summary of the City's recently instituted in-house recycling program. In 1989, Building Inspector/Code Enforcement Officer Jay Scherer organized a Clean-Up effort that invited Prior Lake residents to dispose of unwanted material at a considerable cost savings at Lakefront Park. City staff and volunteers unloaded the items collected including 1) approximately 300 vehicle batteries; 2) 221 household appliances; 3) 6 compacted refuse trucks of household furniture; and 4) 1700 tires. INTRODUCTION DISCUSSION: The 1990 Clean-Up effort has been scheduled for Saturday, May 5 from 6 AM-I PM and will be organized in the same manner as in 1989. City staff will be stationed at the entry point to inspect the materials to be dropped off and check proof of residency. Staff will also be counting the vehicles to continue our ~early internal evaluation. A Police Officer w1ll be working on site to assist in maintaining traffic control. A Staff person will be positioned at the top of the hill to regulate traffic activity at the drop off points and Staff will be stationed at each drop off area to assist the resident in unloading the materials. The same items will be collected this year and Staff anticipates the amount of dropped off materials to be the same or maybe even larger than last year. In 1990 the County through a grant program will be providing funding for the disposal of the appliances. This grant will significantly reduce costs to the City. However, the cost of the tipping fees have risen twofold since 1989 and the increase will offset any possible 4629 Dakota 51. 5.E., Prior Lake, Minnesota 55372 / Ph. (612) 447-4230 / Fax (612) 447-4245 savings the County's provided. staff anticipates the costs will be similar to those spent in 1990. The city council budgeted $3000 for this activity and $350 for a c1ty-School Earth Day Program. Because of the School's desire to concentrate on their own clean up efforts and the lack of activities that can be safely delegated to the youth, the City-School Earth Day effort will be discontinued for 1990. This program will be re-evaluated prior to deciding whether to continue with it beyond 1990. I I partiCi:ltion will have A new and improved twist for the 1990 Program will be instituted. Staff has ordered 700 seedling trees in a variety of species from the Minnesota Forestry Association. A low cost fee per tree was provided b~ the State in conjunction with the Celebrate M1nnesota 1990 program. Staff will be distributing the seedlings to all Clean-Up Day participants free of charge. The cost of the trees will be less than the $350 budgeted for the City-School Earth Day activity. This will allow the citizens to benefit in three ways, in removing the clean-up items from their home, beautifying their yard by planting a tree and sensitizing them to the importance of trees in our environment. * * * * * * * * * * * * The City of Prior Lake has recently joined the recycling campaign. City Staff recycles cans, glass and newspapers like so many residential recyclers with the addition of various types of office paper. Everyone at City Hall has received a desk top recycling container for their office paper. When employees have filled this container, the paper is deposited in one of three large area containers. Staff also has area containers for cans, glass and newspapers. The area containers are em~tied into a 90 gallon bin outside the build1ng next to our regular trash dumpster. Quality Waste sends a recycling truck to pick up all of our rec~clables once a week. Quality Waste stock p1les recyclable material and hauls them to various companies to process them for all of us to use again. A program report on this activity will be provided at the meeting. RECOMMENDATION: City staff believes the residents of Prior Lake enjoyed the Clean-Up Day program of 1989 and anticipate similar success in 1990. Staff also a~plauds the citizens for their excellent partic1pation in 1989. Staff recommends the City Council comment on the proposed 1990 Clean-U~ Day activity and direct staff to proceed w1th the plans that meet the Council's approval. Staff would also appreciate comments on the in-house recycling effort. ALTERNATIVES: Staff has identified the following alternatives: 1. The City Council can approve the 1990 Clean-Up Day effort as proposed. 2. The City Council can modify the 1990 Clean-Up Day effort and approve the effort as modified. 3.
