ANDERSON, DIRECTOR OF PUBLIC WORKS PRESENTATION OF FISH POINT ROAD/T.H. 13 PLANS AND SPECIFICATIONS AND CONSIDER APPROVAL OF RESOLUTION 90-29 JUNE 18, 1990 The purpose of this Agenda item is to review and approve the plans and specifications for project #89-01 and authorize the advertisement of bids. The plans for the project have been reviewed by MnDOT and corrections made and resubmitted to MnDOT. The cooperative Agreement for the project is being prepared by MnDOT, and when complete will be submitted to the Council for approval prior to the award of bids. The reason for this is if the advertisement of bids is delayed until the approval of the cooperative Agreement, then the bid opening date would be delayed another three days. The sidewalk from Huron Street to Glory Circle will be constructed under a separate project. The reason for this is that a variance was required to MSA Standards due to a change in design standards from 1979 to present. The Cooperative Agreement and plan review would not have been processed until the variance from standards was approved. The plans have been modified to reduce the impact to adjacent property owners. The property owners should be aware of the extent of the project based upon neighborhood and individual meetings. To insure this, Staff has mailed the notice of the Council Meeting and requested those people with questions to contact City Staff prior to the meeting. It is possible that some property owners may object to the project feeling that as a result of this project they ma~ have more traffic on their street. While th1s may be true, the improvement needs to be made for the safety of all the residents of Prior Lake. An appropriate bid opening date for Project #89-01 is 10:00 A.M., July 20, 1990. The approval of Resolution 90-29 would approve the plans and specifications and set the bid opening date. The recommendation is to review the plans and specifications for the project and approval of Resolution #90-29 would be appropriate. The alternatives are as follows: 1. Approve Staff's recommendation. 2. Table the discussion for a specific reason. 3. Deny the project. This project will be paid through MSA, Construction Fund and State Funding until the Cooperative Agreement is complete. The amount of each will not be known until the Agreement is finalized. Staff has estimated the , Construction Fund portion to be $40,000.00. The action required is to approve Resolution 90-29 subject to Council direction. HERITAGE 1891 COMMUNITY 1991 W'J.5(!)K 2((JI RESOLUTION 90-29 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS ON FISH POINT ROAD/T.H. 13 (PROJECT 89-01) MOTIONED BY SECONDED BY WHEREAS, the Cit~ Council directed Toltz, King, Duvall, Anderson, & Assoc1ates, Inc. on April 13, 1989 to prepare plans and specifications for the improvement of the Fish Point Road/T.H. l3 intersection improvements by the installation of bituminous surfacing, concrete curb and gutter, storm sewer, sidewalk, and appurtenant work; and has presented such plans and specifications to the Council for approval. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that 1. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon making of such improvement under such approved plans and specifications. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, shall state that bids will be opened, and that all bids will be received by the City until 10:00 A.M. on July 20, 1990, at which time they will be publicly opened in the Council Chambers of the City Hall by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied b~ a cash deposit, cashier's check, bid bond, or certif1ed check payable to the City of Prior Lake for 5 per cent of the amount of such bid. 3.
