ANDERSON, DIRECTOR OF PUBLIC WORKS PRESENTATION OF TORONTO AVENUE/TOWER STREET PLANS AND SPECIFICATIONS AND CONSIDER APPROVAL OF RESOLUTION 90-28 JUNE 18, 1990 The purpose of this Agenda item is to review and approve plans and specifications for Project #90-12 and authorize the advertisement for bids. On March 19, 1990, the Council authorized the preparation of plans and specifications for Project #90-12. Since that time, Staff has met with the property owners on this project. One of the concerns was the area between the Hollywood Inn and the priordale Mall. It was suggested that the area north of the permanent ring road (from Coast to Coast to T.H. 13) should be vacated and made into a private parking lot. Staff would support that if permanent improvements are made to control the parking and traffic flow. As part of that work, the private frontage road between Toronto Avenue and Franklin Trail probably would be closed. One problem that exists is that until the ring road is extended through the drive-in theatre property to Franklin Trail, Toronto Avenue must remain a public road. At this point, it is not known the timing of the development of the drive-in theatre property. Due to potential right-of-way costs, the ring road may not be extended until the ~roperty develops. As a compromise, Staff has 1ncluded in the plans a minor street overlay and temporary islands to assist in controlling the traffic. The substance of the improvements is such that the expense to the property owners is reduced to a minimum while still providing improved traffic control of the area until permanent improvements can be made. (612) 447-4230 I Fax (612) 447-4245 During the course of the meetings, it became apparent that the alignment of the ring road between the Hollywood Inn and the Borka property will impact all properties in the area. Three (3) alignments were reviewed with the property owners and there was general concurrence that the middle alignment 1S the best alternative. This project also involves the realignment of Vine street to Tower Stret which was necessary to obtain Municipal state Aid designation and funding. The realignment will transverse across the westerly edge of a low area which has peat deposits up to thirty-two (32) feet. In the plans, the design for constructing the roadwar embankment, is to use shredded tires as a 11ghtweight fill. The tires have a density which is four (4) times less than sand fill and will not place as much weight on the underlying peat deposits. staff feels this is a better alternative as the road could be completed sooner and at a lesser risk of a shear failure of the peat deposits. The use of tires for building roadways has a patent by Monte Niemi. staff has had the City Attorney and a Patent Attorney review our proposed application of tires and the patent claims, and both attorneys opinions have stated that the City's proposed use is not an infringement of the ~atent claims. The problem of disposing tires lS a growing environmental concern and two companies have shown interest in supplying the shredded tire material at little or no cost to the city. Another item involved with the construction of the realignment of Vine street to Tower street will be the closing of Vine street from CSAH 23 to existing Tower street until the road alignment is completed. The completion of the road in this area is expected in the 1991 construction season. staff has contacted property owners along Duluth Avenue between T.H. 13 and Tower street to see if bikeway, sidewalk, and lighting should be added to the project. The property owners on the east side of Duluth Avenue have agreed to the improvements; however, not all of the owners on the west side of Duluth Avenue agreed to the sidewalk, bikeway, and lighting. staff is including sidewalk on the east side of Duluth Avenue in the plans. The DISCUSSION: RECOMMENDATIONS: ALTERNATIVES: BUDGET IMPACT: ACTION REQUIRED: property owners have agreed to this addition of the project and have signed a l?etition and waiver of Public Hearing for the 1mprovement. Staff believes that the area between the Priordale Mall and the Hollrwood Inn should be improved on a temporary bas1s as part of this project. This will allow for additional parking in the future (when the private parking system is constructed) and reduce the impact of the Hollywood Inn right-Of-way acquisition (parking) when the ring road is extended. The project does not include right-Of-way or street improvements for the new alignment between the Borka's or the Hollywood Inn. The selected alignment has an impact on all properties involved; however, the property owners agreed that considering the other alignments and their potential of shifting all the impact to the North or South (depending on the alternative) that the middle alternative has the least impact. Right-Of-way acquisition for the ring road extension is not part of this project. An appropriate bid opening date for Project #90-12 is 10:00 A.M., July 16, 1990. The approval of Resolution #90-28 would approve the plans and specifications and set the bid opening date. The recommendation is to approve and specifications for Project approve Resolution #90-28. The alternatives are as follows: 1. Approve Staff's recommendation. 2. Provide Staff direction for plan modifications and approve Resolution #90-28. 3. Table for a specific reason. the plans #90-12 and This project is paid through special assessments and ad valorem tax based upon our adopted overlay policy and MSA Funds. I , I I I I , , I , HERITAGE 1891 COMMUNITY 1991 1eJ.5fY-JV 2Q9t RESOLUTION 90-28 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS ON TORONTO AVENUE/TOWER STREET (PROJECT 90-12) MOTIONED BY SECONDED BY WHEREAS, pursuant to Resolution 90-l5, which the City Council adopted on March 19, 1990, the City Engineer has prepared plans and specifications for the improvement of the following streets. 1. Toronto Avenue from Tower Street to Trunk Highway l3. 2. Realignment of Vine Street and Tower street between CSAH 23 and Toronto Avenue. 3. Realignment and extension of Duluth Avenue to the new alignment of Tower street and Vine Street. by the installation of storm sewer, grading, aggregate base, concrete curb and gutter, bituminous surfacing, sidewalk, bikeway, lighting and appurtenant work; and has presented such plans and specifications to the Council for approval. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that: 1. Such plans and specifications, a copy of which is attahced hereto and made a part of hereof, are hereby approved. 2. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, shall state that bids will be opened, and that all bids will be received by the City until 10:00 A.M. on July 16, 1990, at which time they will be publicly opened in the Council Chambers of the City Hall by the City Engineer. 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph.
