BACKGROUND: Staff was directed by the City Council to interview several consulting firms and make a recommendation at a future Council Meeting. The selection process was initiated when Staff sent a Request for Proposal on city engineering services to the following firms: l. Toltz, King, Duvall, Anderson, & Associates, Inc. 2. Short, Elliott, Hendrickson, Inc. 3. Maier, Stewart & Associates, Inc. 4. Strgar, Roscoe, Fausch, Inc. 5. Westwood Professional Services, Inc. 6. Reike, Carroll, Muller Associates, Inc. 7. Rehder & Associates, Inc. The specific request for proposal listed the fol~owin9 munici~al projects and professional englneerlng serVlces: PROPOSAL A - CITY IMPROVEMENT PROJECTS 1. Business Office Park storm sewer/ponding 2. Sanitary sewer, watermain, storm sewer, and street improvements for the Forest Oaks Subdivision 3. Carriage Hill Parkway assistance in right-of-way acquisition, preliminary and construction surveying, and construction plan design 4. Trunk Highway 13 to Mitchell Pond storm sewer 5. Civil Defense Sirens (5 sirens throughout the City) 6. Pike Lake Trail sanitary sewer extension 7. CSAH 42 from Ferndale Avenue to Boone Avenue - sanitary sewer and watermain crossings and trunk watermain extension 8. Provide survey crew to assist City Staff as needed 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph, (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER PROPOSAL B CONSTRUCTION DEVELOPER PROJECTS Construction inspection of potential developer construction projects for the City of Prior Lake this year are as follows: INSPECTION OF Carriage Hills 2nd Addition - 54 lots Woodridge Estates 2nd Addition - 67 lots Raspberry Ridge 2nd Addition - 27 lots Westbury Ponds 1st Addition - 42 lots Hidden View - l3 lots DISCUSSION: All of the firms submitted proposals and based on the proposals, four firms were selected for interviews: They were as follows: l. Short, Elliott, Hendrickson, Inc. 2. Maier, Stewart & Associates, Inc. 3. Reike, Carroll, Muller Associates, Inc. 4. Westwood Professional Services, Inc. After the interviews, the Selection Committee, which consisted of Frank Boyles, Larry Anderson, Bruce Loney, and the City of Shakopee's Director of Public Works, Dave Hutton selected the firm of Maier, Stewart, & Associates, Inc. Some reasons for the selection of Maier, Stewart, & Associates, Inc. are that their specific proposal of engineerin9 fees was under the Staff's estimate, a fleld office would be established in the community to serve as a base for their personnel, and the assigned Project Engineer would be Mr. Thomas Roucher, a Prior Lake resident. Staff feels that the field office and having a Prior Lake resident as the Project Manager should provide better communication to residents and to Staff in completing public works projects. Staff has given Glenn Kessel, city Attorney, a copy of the proposed Maier, stewart & Associates, Inc. agreement for Professional Services for his review. A meeting is scheduled for March 31, 1993 between Maier, Stewart, & Associates, Inc. representatives, City Attorney, and Staff to complete the. agreement to the satisfaction of the consulting firm and the City. Staff will present the agreement for Professional Engineerin9 Services at the Council Meeting. In addltion, to the general agreement, Staff will present the specific project agreements for the various City ALTERNATIVES: projects listed in the Request for Proposal. These specific agreements for specific projects will be structured so that the Consultant would only start the work after Council approval and authorization. From the list of city improvement projects as described in Proposal A, the projects that could proceed if the business office park land is acquired and further Council review, would be as follows: 1. Business Office Park storm sewer/pondin9 2. Carriage Hill Parkway assistance ln right-of-way acquisition, preliminary and construction surveying, and construction plan design 3. Trunk Highway 13 to Mitchell Pond storm sewer 4. civil Defense Sirens (5 sirens throughout the City) 5. CSAH 42 from Ferndale Avenue to Boone Avenue - sanitary sewer and watermain crossings and trunk watermain extension The Forest circle/Forest Oaks improvement project needs to have an approved public hearing and approved plat before authorizing the consultant to proceed with the engineering plans. Pike Lake Trail sanitary sewer extension needs an agreement betweeen the city and the Holy Cross Lutheran Church before authorization can be considered and given to the consultant for design and implementation. The alternatives are as follows: l. Approve a motion for the City of Prior Lake to enter into the general agreement presented at the Council Meeting on April 5, 1993 for municipal engineering services with the firm of Maier stewart & Associates, Inc. by authorizing the mayor and city manager to sign the agreement. Approve a motion for the City of Prior Lake to authorize the firm of Maier stewart & Associates, Inc. to proceed with professional municipal engineering services by authorizing the mayor and city manager to sign the authorization to proceed agreements for the following projects: l. Business Office sewer/ponding storm Park 2. Carriage Hill Parkway assistance in right-of-way acquisition, preliminary and construction surveying, and construction plan design 3. Trunk Highway 13 to Mitchell Pond storm sewer 4. civil Defense Sirens (5 sirens throughout the City) 5. CSAH 42 from Ferndale Avenue to Boone Avenue - sanitary sewer and watermain crossings and trunk watermain extension 2. Deny the motion for the city to enter into an agreement with Maier stewart & Associates, Inc. 3. Table this item for a specific reason(s). RECOMMENDATION: Staff recommends Alternative Number 1 as a consultant engineering firm has been selected and is needed in order for the city to complete city projects and for the construction inspection of private developer projects this year. staff also recommends authorization to proceed for five city projects be approved so that design work can start in order to complete the projects this year. This part of the recommendation will depend on the land acquisition of the business office park as most of the projects have funding associated with this project. Staff will address the status of the business office park land acquisition and status of each project in more detail at the Council Meeting. FINANCIAL IMPACT: The cost of the consultant engineering fees will be as outlined in the agreements and will be recovered from indirect project costs, city budget professional services, and developer construction inspection escrow deposit accounts depending on the specific project. ACTION REQUIRED: The action required will be to make a motion to authorize the mayor and city manager to sign the agreements between the city of Prior Lake and Maier stewart & Associates, Inc. for professional engineering services.
