ANDERSON, DIRECTOR OF PUBLIC WORKS CONSIDER APPROVAL OF RESOLUTION 93-78, APPROVTNG PLANS AND SPECIBCATIONS AND ORDERING ADVERTISEMENT FOR BIDS AND RESOLUTION 93-79, NO PARKING RESTRICfION FOR ASH POINT ROAD (pROJECf 93-05) WITInN CARDINAL RIDGE SEPTEMBER 30, 1993 DATE: INTRODUCTION: The purpose of this Agenda item is to approve the plans and specifications for Project #93-05 and to direct Staff to Advertise for Bids. BACKGROUND: On July 6, 1993, the City Council authorized the preparation of the plans and specifications for Fish Point Road. Fish Point Road is proposed to be constructed as a parkway with the same design section as Carriage Hills Parkway. The Parks Department will be providing the landscape plan and doing the planting of the plant materials, with payment for the materials from the project funding. The developer is in the process of completing the final plat for Cardinal Ridge and Staff is proceeding to obtain approvals for Fish Point Road concurrently. The bid opening/award date would be October 18, 1993, and it is anticipated that the developer would receive final plat approval on or before that meeting. If final plat has not been approved, award of the bid will be postponed. The developer intends on doing grading and the installation of sewer and water this fall. Street construction and building houses will begin in the spring of 1994. The developer agreed as part of the plat to grade the southern portion of Fish Point Road. This was done to stretch the available Municipal State Aid dollars and allow construction to occur earlier than originally programmed. The City will grade the area immediately south of CSAH 44. The roadway construction will involve a twenty (20) foot fill and Staff would like to have the grading completed this fall to minimize future settlement. The material to build the fIll area will come from an area being excavated for a stormwater pond. The City will use Municipal State Aid dollars to excavate the pond area and build the roadway fill section. This will reduce our expenditures from our Stormwater Fund. To accomplish this project, a lot of coordination with the developer needs to occur. 4629 Dakota St. S.E., Prior Lake, Minnesota 55372 / Ph. DISCUSSION: Scott County will be improving CSAH 44. On Tuesday, September 14, 1993, Brad Larson indicated that the improvements probably will not be made until 1995. The improvement was originally scheduled for 1994. The developer will start building houses in 1994, and typically about twenty-five (25) houses are built in the first year of development. This will not cause any serious traffic problems on CSAH 44. The County will include turn lanes as part of the CSAH 44 improvements. The County has indicated that the City will be responsible for the cost of the turn lanes for Fish Point Road. The typical cost is $10,000.00 to $15,000.00. The cost of the turn lane should be paid from the Street Collector Fee. The project requires coordination with the developer to construct the project. The City cannot construct the southern portion of the contract until the developer completes the installation of sanitary sewer, watermain, storm sewer, and grading. The contract documents will incorporate the required language to facilitate this. The plans will be reviewed by MnDOT during the advertisement period. This is not ideal, but necessarily if the roadway fill section is to be completed this year. The risk that the City runs is if MnDOT requires plan changes, a Supplemental Agreement may be required to implement their changes. Staff does not anticipate any changes from MnDOT which would require a Supplemental Agreement. A contract cannot be awarded until the plans are approved by MnDOT. The plans are available for review at the office of the Director of Public Works. Resolution 93-79 is included which bans parking on the roadway. This is a State Aid requirement. Approve Resolutions 93-78 and 93-79 approving the plans and specifications, authorizing Advertisement for Bid and restricting parking for Fish Point Road. 2. Deny Resolutions 93-78 and 93-79. 3. Table this item for a specific reason. BUDGET IMPACT: The project funding will be through Municipal State Aid Funds, Construction Fund, Stormwater Management Fund, and Street Collector Fund as outlined in the discussion. RECOMMENDATION: The recommendation is to approve Resolutions 93-78 and 93-79. ACTION REQUIRED: Make a motion to approve or deny Resolutions 93-78 and 93-79. " RS937S" RESOLUTION 93-78 RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS ON FISH POINT ROAD, (PROJECT 93-05) MOTION BY: SECONDED BY: WHEREAS, pursuant to Resolution 93-16, which the City Council approved on March 15, 1993, the City Engineer has prepared plans and specifications for the improvement of Fish Point Road from CSAH 44 to 0.31 miles south of CSAH 44 along Fish Point Road by the construction of grading, storm sewer, aggregate base, concrete curb and gutter, bituminous surfacing, sidewalks, and appurtenant work and has presented such plans and specifications to the Council for approval; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that 1. Such plans and specifications, a copy of which is attached hereto and made a part of thereof, are hereby approved. 2. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an Advertisement for Bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published not less than twenty-one (21) days prior to bid opening, shall specify the work and that all bids will be received by the City until 10:00 A.M. on October 18, 1993, at which time they will be publicly opened in the Council Chambers of the City Hall by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake for five (5) per cent of the amount of such bid. 3. NO Frank Boyles City Manager City of Prior Lake " RS937\l" RESOLUTION 93-79 RSOLUTION RELATING TO PARKING RESTRICTIONS ON S.A.P. 201-105-05 ON FISH POINT ROAD FROM CSAH 44 TO 0.312 MILES SOUTH OF CSAH 44 ALONG FISH POINT ROAD IN THE CITY OF PRIOR LAKE, MINNESOTA MOTION BY: SECONDED BY: WHEREAS, the "City" has planned the improvement of MSAS 105 (Fish Point Road) from CSAH 44 to 0.312 miles south of CSAH 44 along Fish Point Road; WHEREAS, the "City" will be expending Municipal State Aid Funds on the improvement of this Street, and; WHEREAS this improvement does not provide adequate width for parking on both sides of the street; and approval of the proposed construction as a Municipal State Aid Street project must therefore be conditioned upon certain parking restrictions. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that the "City" shall ban the parking of motor vehicles on both sides on MSAS 105 (Fish Point Road) from CSAH 44 to 0.312 miles south of CSAH 44 along Fish Point Road.
